Solicitation No. 127EAX21Q0031 Amendment 02 FSR 4 Construction – Tonto National Forest
Questions & Answers
1. What is the depth of any blasting?
For blasting requirements, refer to Section 205 – Rock Blasting of the FP-14 Standard Specifications and the Forest Service Supplemental specifications attached to the solicitation.
Blasting should be sufficient to create a single lane road with elevations that conform to project drawings and with proper drainage and stability that prevents unacceptable environmental and resource damage while maintaining safe passage for high clearance vehicles.
2. Can a hammer attached to an excavator or other heavy equipment be used in lieu of rock blasting?
A hammer attached to heavy equipment may be used in lieu of rock blasting if the Contractor determines this alternative method is effective in re-routing the road such that it is compliant with the project standards, specifications, and drawings. In lieu of a rock blasting plan, another plan for an alternative method must be submitted to the CO for approval prior to beginning construction. Additionally, if the Contractor later determines that rock blasting is necessary, a rock blasting plan must be submitted to the CO for approval prior to rock blasting. The Government will not be held financially responsible for additional costs associated with switching methods from hammering to blasting if the need arises.
3. Is all excavated material to be removed from FS land?
All excavated material not used within the road bed or road prism shall be removed from FS land. An exception is “Selective Clearing” material (FP-14, Section 202.01), which may be scattered outside of construction limits (per the Schedule of Items).
4. Is there an AutoCAD file for the topography that can be made available to the contractor?
Topographic files that are available to the Contractor can be found at the following link: USDA Forest Service FSGeodata Clearinghouse - FSTopo Map Products Click on the map, and zoom into the project area. The topo quads for the project area are called “Superior” and “Picketpost Mountain”
