The purpose of this amendment is to provide the Request for Information (RFI's) and the

Government Response (see attached).

Change Specification section C.7-2.1.2 - Stump Height to read "All trees will have a stump height minimum of 12-inches and a maximum of 4-feet when measured from the up-hill side."

Questions at Reds Road Tree Removal pre-bid site visit, 6/3/2022 Solicitation 127EAS22Q0020

These are all the questions asked during the pre-bid site tour, some of which were answered on site and others were awaiting an answer.

Q: Do we have to submit a bid on both the base bid and option item? Would you award item 1 and 2 to separate contractors or would it be required for the contractor do both?

A: We will only award a single contract and our intention is to award both the base bid and the option item if funding limitations allow. Please provide a bid on the full project.

Q: Would the contractor be expected to finish falling trees before hauling begins or can both items be done simultaneously?

A: Per specification C.7-2.1 Line Item #1 (tree felling, limbing, and bucking) are required to be completed prior to Line Item #2 (skidding hauling and decking). Bid the project based on this specification. Due to limited temporary decking locations between Minaret Vista and Agnew, we might consider allowing an operator who is awarded both Items 1 and 2 to remove logs as they are being felled, due to limited space to store logs until all trees are felled. Also, trees could be stage felled (felled and moved so further felling does not lead to breakage.

Q: If the trees we cut roll down the hill do we have to retrieve them?

A: The desired end-state is that all trees cut down via this contract are removed from site, if Line Item #2 is awarded. If extenuating circumstances exist regarding the recovery of a tree, the COR shall be notified and it will be assessed on a case-by-case basis.

Q: If the top breaks outside of the APE do we need to haul it out?

A: Everything over 4” needs to be removed if Line Item #2 is awarded. See above question for extenuating circumstances. Specification C.7-2.1.4 and C.7-2.2.2 speak to utilization standards/minimum piece size.

Q: Is there a Yarding unmerchantable material(YUM) clause for the contract?

A: No, but see previous question on utilization standard and extenuating circumstances.

Q: How early could it start to snow?

A: It sometimes snows in October and then melts off quickly. Season ending snow events are unpredictable, but often don’t happen until later in November.

Q: When do you expect work to be halted due to snow?

A: Mid-November

Q: Would the Forest Service plow the road in order for work to continue?

A: Yes, if conditions are safe enough to continue working, the FS can knock snow off the road.

Q: Is the contract for 45 consecutive days or calendar days?

A: 45 consecutive calendar days.

Q: Is containment of the working area for public safety on the contractor?

A: Yes, see Traffic Control section

Q: Will there be any forest closure for the project?

A: It is possible that the Forest will institute a closure order, however one is not currently in place for this work.

Q: Can the road be fully blocked by operations?

A: Administrative access must be maintained. If the contractor needs to block the road, they must have the ability to promptly allow safe passage if necessary. (see Traffic Control Section)

Q: Is lop and scatter the only requirement? Is there any chipping or piling requirements?

A: All felled trees will be limbed and bucked where they are felled. Limbing and bucking shall be done to all stems meeting utilization specifications. Contractor shall scatter all slash and material not meeting the utilization specifications where the trees are felled.

Q: Is there any specifications for lengths that the logs need to be bucked to?

A: Logs needing to be skidded/yarded will not exceed 42 feet in length.

Q: What is the maximum stump height allowed? *Larger stump height would be easier to remove stump and more efficient for contractor

A: Specification C.7-2.1.2 – Stump Height states that all trees will have a stump height of 8-inches or less, or 18-inches or less if using a feller-buncher. This specification is being changed to the following language: All trees will have a stump height minimum of 12-inches and a maximum of 4-feet when measured from the up-hill side.

Q: How far off the road does the brush need to be?

A: Slash should be fully out of the path of travel and off the road. Also, contractor must maintain clearance of all drainage structures (ditches and culvert inlets/outlets).

Q: Are the contractors responsible for keeping the culverts/trails clear?

A: Yes

Q: To what extent is incidental damage to the road allowed? Can track equipment be run on the road?

Falling trees and skidding logs on the road?

A: While incidental damage to the road due to tracked equipment, skidding, or falling trees on road is acceptable as the road will be reconstructed shortly after, contractor should make efforts to prevent major damage to the road.

Q: Will the cruise data be made available to the contractor?

A: This information can be made available.

Q: Are the contractors responsible for hauling or limbing pre-existing logs in the APE area?

A: The solicitation project description states “All the trees that need to be removed are marked with blue Timber Marking Paint…”. Only standing trees were marked for removal.

Q: What is the minimum size that needs to be hauled and decked?

A: As stated above, Utilization Specs: logs measuring 4 inches or greater in diameter inside bark on the small end of the log and have a length of 8 feet or greater shall be sorted and transferred to a temporary landing.

Q: Can small trees be hauled without being fully limbed?

A: All felled trees will be limbed and bucked where they are felled. Limbing and bucking shall be done to all stems meeting utilization specifications.

Q: How close can logs be decked to standing green trees?

A: Trees shall not be decked against standing trees.

Q: How far should decks be made off the road?

A: The roads running through the decking location shall not be blocked by logs to allow for safe and easy passage of vehicles.

Q: Can the contractor back the log truck into an opening off the road to unload logs?

A: Yes, but operations will be designed to minimize the need for site restoration.
