This includes furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals. The work includes spot filling, ditch cleaning/ditching, culvert replacement, bridge deck cleaning, sign replacement and other miscellaneous emergency and nonemergency tasks. Individual task orders will be placed against the “parent” contract for specific project work as needed. It is anticipated that 1-3 task orders per bid item per year per zone will be issued generally ranging from $1,000.00 to $10,000.00 per order. Additional orders may be placed due to emergency incidents and funding.
• LOCATION AND DESCRIPTION
Individual task orders will describe the location of work within four different work areas on the West Zone of the Superior National Forest. Work will be performed on the Superior National Forest, in Lake, and St. Louis counties in northeast Minnesota.
• TECHNICAL SPECIFICATIONS
DIVISION 100 - GENERAL SPECIFICATIONS
101 – Statement of Work
The Contractor shall provide any and all equipment, labor, materials, tools, supervision, equipment including safety and other incidentals necessary to perform all work for the maintenance activities located within the boundaries of the Superior National Forest, in accordance with the specifications, exhibits and clauses contained or referenced herein. This work will be performed during the base year of 2018 with 4 option years. Individual tasks to be performed will be listed on individual task orders written against a requirements contract.
This statement of work will consist of the tasks as described in Activity Codes 210 through 280.
102 - Schedule of Work / Contract Quantity
Task orders may be placed at any time during the year throughout the contract period. Refer to the contract term and conditions for ordering procedures and restrictions. Task orders issued by the Government will detail the areas to be serviced, the services to be provided and may specify the order in which performance is required.
Contract Quantity (C.Q.) The quantity to be paid is the quantity listed in the individual task order. The contract quantity will be adjusted for authorized changes that affect the quantity or for errors in the original design of 15% or more made in computing this quantity. If there is evidence that a contract quantity is incorrect, submit calculations, drawings, or other evidence indicating why the quantity is in error and request, in writing, that the quantity be adjusted.
103A - Response Time
For non-emergency work will be completed within 2 weeks of task order issuance or by date specified on task order.
103B - Emergency Response Time
In the event of emergency maintenance needs, the Contractor must be able to respond to oral or telecommunicated orders under this contract within 24 hours of receiving verbal order. Such verbal orders will be issued by the Contracting Officer and/or COR and will be confirmed by a written task order issued by the Contracting Officer. Saturdays, Sundays and Holidays are not excluded from the emergency response time. The Contractor will receive compensation for the cost to mobilize equipment to the response location at the rate specified in the Schedule of Items for Emergency Response as agreed with the CO or COR. See Activity Code 280 - Emergency Equipment Movement of this contract for further details. The Government has sole discretion in determining whether a project warrants an emergency response. The Contractor will not be compensated for mobilization for a non-emergency project task order.
104 - Superintendence by the Contractor
At all times during the performance of the contract and until the work is complete and accepted the Contractor shall directly supervise the work or assign and have on the work site a competent superintendent who is satisfactory to the Contracting Officer and has authority to act for the Contractor. The superintendent shall be designated in writing to the Contracting Officer prior to the contract start date. The contractor shall provide a detailed resume of the project manager for review and approval by the Contracting Officer. If during the term of this contract, the contractor changes or replaces the project manager, approval by the Contracting Officer is required.
Responsibilities of the site superintendent include, but are not limited to construction, day-to-day coordination of activities, control over employees/subcontractors and coordination with local COR and Inspectors. She/he shall be available in person, by telephone, or radio to respond to any and all problems during normal working hours.

The Contractor's proposed equipment shall be made available for inspection prior to award of the contract. If at any time during the course of this contract the equipment is deemed unsatisfactory, the Contracting Officer may order removal and may require a satisfactory replacement, at
Contractor's expense. Replacement equipment, if ordered, is to be onsite and working within 48 hours.
Any movement or transportation of equipment to or from work areas required to repair or replace equipment, or for the Contractor's convenience shall be at the Contractor's expense.
105B -Equipment Cleaning – Invasive Species Of Concern
(a) The contractor shall ensure that any equipment intended for use during contract performance, either mechanical or otherwise, shall be free from invasive species of concern before use on this contract or any subsequent task order.
Prior to commencing work on a project, the contractor shall advise the Forest Service of previous equipment cleaning measures and make equipment available for inspection upon request. Forest Service shall have 2 days, excluding weekends and Federal holidays, to inspect any equipment to ensure it is free of invasive species of concern.
Equipment shall be considered clean when a visual inspection does not disclose seeds, soil, vegetative matter, and other debris that could contain or hold seeds of invasive species of concern. After satisfactory inspection or after such 2 day period, the contractor may proceed with work as directed by the CO. If the contractor desires to clean equipment on National Forest land, such as at the end of a project or prior to moving to or through an area that is free of invasive species of concern, the contractor shall obtain prior approval from Contracting Officer as to the location for such cleaning and measures, if any, for controlling impacts.
(b) The Forest Supervisor’s Office maintains a current list and maps of areas known by the Forest Service that are infested with invasive species of concern and are available upon request. The parties shall promptly communicate with one another with respect to description or designation of additional locations; discovery of locations of new species or new infestation; and addition of species to the list of invasive species of concern and any potential impact on contract operations.

Signs are to be of the size, quantity, and colors as required in the current edition of the "Manual on Uniform Traffic Control Devises", (MUTCD). These signs shall be moved as needed to properly delineate and identify the section of the road being maintained. At no time shall these signs be more than two miles from operating equipment and shall be in placed only when road equipment or persons are performing operations. All slow moving equipment is to have a reflectorized "slow moving" vehicle emblem properly attached.
All work requiring closure of a road must be scheduled and approved by the Contracting Officer's Representative (COR) prior to the commencement of that portion of work.
