NOTES TO QUOTERS
1. Submit quotes to Jim Roloff at james.g.roloff@usda.gov by the time specified in the solicitation (block 8). (See 52.212-1 Addendum on page 20 and 52.212-2 Evaluation— Commercial Products and Commercial Services.)
A complete quote shall include the following information:
Cover page or signed Standard Form (SF) 1449 and acknowledgement of amendments, if any, to the solicitation.
2. The appropriate Department of Labor wage determination shall apply to any resultant contract (see Attachment 1).
3. Submit questions by email to Jim Roloff at james.g.roloff@usda.gov. Questions should be submitted no later than three days prior to the response deadline to ensure adequate time is available to respond and amend the solicitation, if necessary.
4. Vendors must be registered in the System for Award Management (www.sam.gov), including current online representations and certifications, no later than the solicitation response date/time.
5. In accordance with Federal Acquisition Regulation Subpart 9.1, a prospective contractor may be requested to provide additional information to assist the Government in making a responsibility determination.
6. The U.S. Department of Agriculture’s Animal and Plant Health Inspection Service (USDA
APHIS) is an agency of the Federal Government and is tax exempt (Tax ID # 41-0696271).
7. A site visit is scheduled for May 5, 2023, at 9 a.m. CT. Offerors must contact

STATEMENT OF WORK
The USDA APHIS PPQ, Facility Maintenance Services (FMS) at Moore Air Base located at 22675 N Moorefield Rd, in Edinburg, TX, seeks a three-year contract for quarterly generator maintenance, emergency repairs, and annual load testing. The contractor shall provide maintenance and repair to all makes and models of generator sets in accordance with the National Electric Code (NEC), the Life Safety Code, the National Fire Protection Association, and the Joint Commission.
Quarterly inspections shall encompass the services listed below in Sections B thru Q. Sections R and S shall be executed during the annual testing. Unscheduled maintenance or emergency proactive and reactive repair needs to be reported to Moore Air Base, Facility Maintenance Services, Facility Manager for action.
The Contractor must be licensed on all generator types listed below. All equipment, material, installation, and workmanship shall comply with the mandatory and advisory provision of Local, State, and Federal Codes. Copies of certificates of inspection and warranty certificates shall be provided to the COR and Facility Manager prior to submission of invoice.
Services performed under this contract will require coordination with the facility maintenance facility manager, maintenance mechanic supervisor, and technical staff. The facility will remain in continuous operation while all services are being performed. Outages for connection of new mechanical or electrical services must be minimized. Weekend and after-hours work may be required.
TASKS
A. List of Generators The contractor shall provide the following maintenance services to the below 12 generators:
1. Annual inspection, quarterly preventive maintenance, operational/load testing, and other services.
2. Unscheduled maintenance or emergency proactive and reactive repair.
3. Miscellaneous parts not covered under annual or quarterly service.

**All findings shall be recorded throughout the inspections and a written detailed report submitted for each generator.
B. GENERAL INSPECTION
• Visual inspection of overall condition of unit to identify foreign objects, loose, or broken fittings, guards, and components.
• Visual inspection of panel displays for any engine or electrical trouble faults warnings or codes of any kind.
• Wipe off unit - clean oil, coolant, and fuel and acid deposits. Police generator area.
C. COOLING SYSTEM
• Radiator/Heat Exchanger - Visual inspection for leaks, damage, and debris. louvers operate correctly.
• Coolant - Visual inspection for correct level and condition of coolant (rust, oil, and contaminants).
Check coolant conditioner concentration and temperature protection. Check filler cap gasket and sealing surface.
• Hoses and Connections - Visual inspection of all hoses for deterioration. Check tightness of connections.
• Fan Drive Pulley and Fan - Check for loose or worn pulleys and lube fan drive bearing. Check fan operation and clearance.
• Fan Belts - Inspect for wear or deterioration. Check tension and adjust as necessary.
• Jacket Water Heater - Inspect for proper operation. Check thermostat settings for proper coolant temperature.
• Water Pump - Visual and operational inspection for leaks or unusual noises.
D. FUEL SYSTEM
• Fuel Tank - Visually inspect fuel tank system for leaks and fuel level. Test day tank pump for proper operation. Inspect fuel condition for contaminants (Color Kut).
• Water Trap/Separator - Drain water from fuel tank or water separator when possible.
• Fuel Lines and Connections - Inspect for leaks and tightness of connections. Check line brackets.
• Governor and Controls - Inspect governor oil level. Inspect controls and linkage for proper operation. Add oil as necessary.
• Fuel Filters (Primary/Secondary) - Inspect for damage, leaks, and proper operation.
• Fuel Pressure - Operational check of gauge and correct pressure.
• Fuel Filter - Replace. Inspect for proper sealing and operation.
E. AIR INDUCTION AND EXHAUST SYSTEM
• Air Filter Service Indicator - Note reading. Inspect for proper operation. Reset indicator.
• Air Filter - Inspect. Clean as necessary.
• Air Inlet System - Inspect piping and air filter housing for damage, loose connections, and evidence of leaks. Clean air filter housing if air filter is cleaned or replaced. Check housing seals and gaskets.
• Turbocharger - Inspect for oil leakage or exhaust leakage. Check for unusual noises and proper operation.
• Exhaust Manifold - Inspect for damaged, loose, or missing hardware, evidence of exhaust leakage. Inspect for oil slobbering. Load bank recommendation.
• Exhaust System - Inspect silencer and piping for damage, corrosion, or leakage. Check rain cap for proper seal. Check supports for vibration damage and loose connections.
F. LUBE OIL SYSTEM
• Oil Level - Inspect for correct oil level and contamination. Visually inspect unit for leaks.
• Oil Pressure - Operational check of gauge for correct pressure. Operational and visual inspection of pre-lube pump.
• Crankcase Breather - Inspect for proper operation. Check connections and inspect hose for deterioration. Note excessive blowby.
• Scheduled Oil Sample - Obtain oil sample for analysis.
• Oil and Filters - Change. Inspect all gaskets and seals.
• Crankcase Breather - Inspect and clean.
G. STARTING SYSTEM
• Batteries - Inspect for damage, corrosion, or leakage, clean battery acid neutralizer. Clean and tighten all battery cable connections.
• Batteries (Specific Gravity) - Check electrolyte level and specific gravity.
• Battery Charger - Inspect for proper operation, loose terminals, and deteriorated wiring.
• Starting Motor - Inspect electrical connections and wiring. For air starters, inspect oil jar and feeder operation. Operational check for abnormal engagement and cranking noises.
• Alternator - Inspect for proper operation, loose connections, and mounting hardware. Check belts, pulley, and voltage output.
H. ENGINE MONITORS AND SAFETY CONTROLS
• Safety Controls - Check for: loose connections and wiring deterioration.
• Remote Annunciator and Alarms - Inspect all panel and system alarms.
I. CONTROL PANEL
• Start Controls-Manual/Auto - Operational check for proper operation. Check automatic start (if allowed).
• Voltmeter - Operational check for correct readings. Check voltage level, voltage gain, and voltage drop adjustment.
• Ammeter - Operational check for correct readings if a load is available.
• Frequency Meter - Operational check for correct readings. Load and no load readings, if possible.
• Circuit Breakers - Inspect for free movement and tight connections.
J. AIR INDUCTION SYSTEM
• Turbocharger - Inspect turbocharger for proper rotating assembly. Check for oil leakage or unusual noises.

• Gauge Accuracy - Check oil pressure, water temperature, and alternator gauges for accuracy.

• Check condition of main and arcing contacts and auxiliary contacts.
• Check all common and ground wires. Measure and record resistance to ground readings.
• Check lug connections and mounting insulator bolts (de-energized switch).

• Check for proper transfer operation and sequencing of time control relays.
• Calibrate all phase and voltage sensitive relays.

ANNUAL TESTING
R. LOAD BANK TESTING
Conduct Load Bank Test on all generators for a minimum of two continuous hours at 80-100% of the nameplate rating to be performed in conjunction with annual preventive maintenance services. The date and time of day for testing shall be decided by the Government based on facility operations.
S. MEGOHMMETER TESTING
Test main stator, main rotor, exciter stator, and exciter rotor. Record data for reference.
T. DOCUMENTATION: All findings shall be recorded throughout the inspections and a written report submitted for each generator prior to leaving the installation.

The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services. 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
