12639521Q0179 Solicitation Amendment #2 for USDA APHIS WS HOG TRAPS w Universal Camera and Release 3 of 47 http://www.sam.gov/ http://www.aptac-us.org/new/Govt_Contracting/find.php mailto:thomas.j.wesley@usda.gov
1. TYPE CONTRACT:
A Firm Fixed Price (FFP) contract vehicle will be used for the purchase for USDA, Animal and Plant Health Inspection Service (APHIS), Wildlife Services, Mississippi State Office, MS:
2. DELIVERY SITE:
USDA Wildlife Services - Mississippi State Office 1957 Highway 1 Rolling Fork, MS 39159
3. PERIOD of PERFORMANCE:
From date of award 7 Sept 2021
4. Scope of Work: The ability of this product must meet these particular details and characteristics as described in this scope of work.
Mississippi’s USDA APHIS WS Feral Swine Program is requesting 15 feral swine traps with live video camera systems with 4 GB data paired capability. These camera/trap systems will be used to monitor and trap feral swine which can be remotely triggered away from the employee’s duty station. It is mission essential that the camera systems be compatible with all general applicable traps used with in USDA WS MS feral swine program. These camera systems must be compatible with a South CO. rotary latch as the triggering mechanism in which can be paired with all existing traps and future traps that USDA WS MS would have in their inventory. The primary trap release mechanism must be the South CO. rotary automatic door latch. It is the mandatory universal triggering mechanism for all Wildlife Services Trap inventory. The utilization of this trap mechanism allows the WS to move cameras to active trap locations quickly and efficiently. The ability to utilize multiple traps with a camera increases safety by reducing the need to move heavy traps in which becomes counterproductive to the program.

4a. Trap Dimensions and specifications:
The trailer trap is required to have little set up time, this gives the employee more time and makes it easier to move the trap to other trapping sites. The panels and gates are to be built to fit on the trailer and safely moved by either UTV, ATV or vehicle through rough terrain. Trailer must couple to a 2” trailer ball. It is imperative that the trapping system needs to be light weight enough to be assembled by one employee. Traps must have a minimum diameter of 20 feet and maximum of 35 feet diameter. Panels and gates must be a minimum of 81’’ wide and 65’’ high. This size allows the trap to be light enough for single employees to set up while being large enough so that feral swine is not able to escape.
The design of the trailer traps allows configuration set up to drop one gate or up to four trap gates if required. The gates must be constructed so they can be disassembled into two parts for easier movement and storage. The trap system is required to use secure pins that allow each panel to attach without the use of posts, wire or bolts.
To ensure the trap will provide a variety of entrapment configurations, the trap is required to have a minimum of two 81 x 65 wide trap doors that can be used side by side to allow for a larger opening for feral swine to enter or utilizing the two doors in which they can be placed on opposite ends of the corral to allow flexibility on trap door placement.
4b. TRAILER TRAP SPECIFICATIONS:
• Panels: The traps shall not be smaller than the minimum size, nor larger that maximum allowed as noted below for all components listed:
-Minimum Size Trap Panels: 8 steel wire panels 81 inches wide, 65 inches high, 1 inch 14 ga steel tubing, wire opening 2x4 inches, galvanized wire, pin size 5/8, pins sleeve size is 7/8
-Maximum Size Trap Panels: 12 steel wire panels 97 inches wide, 70 inches high, 1.25 inch 14 ga steel tubing, wire opening 2x4, intergraded panel or comparable.
• 2 Gates -Minimum trap gate sizes no smaller than 81 inches wide, 65 inches high, 1.25 11 ga steel tubing, galvanized wire opening 2x4 inches, pin size 5/8 pin sleeve size 7/8, total gate opening 50 x 78 1/2, gate slides 1 inch steel rod with 1 7/8 steel rings, remote South Co R4EM 53-173 6-pin rotary latch attached in the center of the gate.

The live video feed capabilities enable employees to view the trap area in real time. This system can also be directly wired to any remote trigger trap gate which allows the trap gate to drop without using a second sim card and wireless carrier. The camera system is required to have a solar panel that allows for self-charging. The trap company must have technical support via chat box on app, phone and email.
These camera systems must be compatible with the universal South CO. rotary latch as the trigger mechanism, which is in use with all traps in USDA WS MS inventory. The 15 live feed camera systems requested must be compatible with all traps in our fleet.
USDA APHIS Mississippi WS is requesting to purchase of 15 camera systems paired with 15 trailer traps. The monthly data plan associated with each camera will be paid by USDA APHIS TMACO telecommunication department.
