Part I – Statement of Work
A. Background
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Wildlife Service (WS) National Feral Swine Damage Management Program’s overarching goal is to protect agricultural and natural resources, property, animal health, and human health and safety by managing damage caused by feral swine in the United States and its territories. To accomplish this goal, APHIS employs a variety of techniques used to manage the damage caused by feral swine.
Aerial Gunning is used in open landscape such as grasslands and can be an effective means of quickly and efficiently reducing feral swine numbers. Aerial gunning involves a WS employee utilizing a 12ga shot gun mailto:Michael.J.Bodenchuk@aphis.usda.gov http://www.sam.gov/ mailto:Jeremy.pouliot@aphis.usda.gov
12639518Q0165 Non-Toxic 12GA 00 Buckshot 4 of 27 with non-toxic 00 buck shot while a passenger in a small aircraft.
B. Scope of work
Vendor shall supply 200,000 rounds of non-toxic 00 buckshot that meet the minimum specifications/performance standards listed below. Delivery schedule and specific quantities shall be coordinated with Michael Bodenchuk (contact info below).
The ammunition shall be delivered FOB Destination to the following addresses. It is preferred that deliveries start as soon as possible after award.
140,000 rounds to:
USDA-APHIS-WS
5730 Northwest Parkway, Suite 700
San Antonio, TX 78249
C. Period of Performance
The effective period of performance (POP) for this purchase order shall be from date of award through December 30, 2018.
D. Minimum Specifications and Performance Requirements
• Non Toxic Shotgun Ammunition Specifications-Requirements for feral swine program 200,000 rounds of 12 Gauge 2 ¾” 00 Buckshot with 8 to 9 Pellets/round.
• Controlled release Wad (for tighter pattern down range)
• Buffered shot
• Shot Composition: Lead Free Tungsten/Iron
• Pattern: 5 Round maximum average extreme spread of 30” at 40 yards 100% of the pellets on target (for a more humane way of shooting target)
• Muzzle Velocity: varies based on weight of buckshot. We have found that following muzzle velocities work with the corresponding grains to achieve optimal kinetic energy at the point of impact and ensure a humane kill.
o 1600 +/- 50 FPS PER SAAMI with 32 grains (Federal High Density and ICC High Density) o 1300 +/-50 FPS Per SAAMI with 52 grains (Heavy Shot Dead Coyote)
• Pellets need to retain higher velocity down range for excellent penetration with minimal or no pass
12639518Q0165 Non-Toxic 12GA 00 Buckshot 5 of 27 through of target.
• For safety concerns – the shot must be made such that the projectiles do not ricochet off the ground.
The Wildlife Service members fire the rounds from either a fixed wing aircraft or a helicopter. In both cases, the aircraft often flies through the area in which ricochets would be. In the past, aircraft have been riddled with ricochets of steel shot. Frangible shot is one way for minimal ricochets, others may be accepted including but not limited to the material that the shot is made up of.
o If frangible projectiles are used to prevent ricochets, the projectile must not lose structural integrity (either a noticeable drop in load (coupon/pellet failure) or having achieved 0.1in of compression displacement) under 800lbs of compression and shall lose structural integrity (or deform) with a maximum compression of 1400lbs. This range of structural integrity has been found to optimize kinetic energy transfer to the swine and ensure a humane kill while also preventing ricochets.
• Shot shells need to provide superior performance and accuracy as well as field tested on feral hogs to ensure the effectiveness of round.
• Product delivery requirement to start within 30-45 days of award.
• All ammo must have specifications provided that detail all of the following o Muzzle velocity o Projectile composition (material make up) o Grain of projectile o Number of projectiles/round o Kinetic energy and shot diameter at 20yds and 40 yds
Vendor is also responsible for providing compression load testing results from Southwest research Institute or similar testing facility prior to field testing (if frangible projectile).

52.212-2 -- Evaluation -- Commercial Items. (Oct 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) technical capability of the item offered to meet the Government requirement;
(ii) price (including cost of shipping raw material from TX location to location of awardee’s facility);
(iii) past performance
Technical and past performance, when combined, are more important than price.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
