PART I—THE SCHEDULE
SECTION B--SUPPLIES OR SERVICES AND PRICES/COSTS
BASE YEAR
Line items 01 and 02, work to be completed from May 1, 2018 through September 1, 2018. The vendor will deliver bundles to campgrounds during daylight hours.
NOTE: Option years will follow the Standard Consumer Price Index, and increase accordingly.
OPTION YEAR 001 – Delivery will take place between May 1, 2019 and September 1, 2019
OPTION YEAR 002 – Delivery will take place between, May 1, 2020 and September 1, 2020
OPTION YEAR 003 – Delivery will take place between May 1, 2021 and September 1, 2021
OPTION YEAR 004 – Delivery will take place between May 1, 2022 and September 1, 2022
BIDDERS PLEASE NOTE:
A. Before preparing your quotation, carefully review Section K – Instructions, Conditions, and Notice to Offerers.
B. Insert a price quote opposite each item for which a quantity appears above. Failure to do so may preclude consideration of the quotation.
C. To be considered responsive, bidders must submit a completed SF1449, Section B, Section K, response to the evaluation criteria in Section M and complete Technical Proposal Forms.
SITE INSPECTIONS: No formal pre-bid is scheduled. Prospective offerors may inspect campgrounds.

Non-responsive bids will not be considered and will be rejected. One or two awards will be made as a result of this request for proposal. Award(s) will be made to the responsive and responsible offeror whose offer will be most advantageous to the Government, price and other factors considered.

SECTION C – DESCRIPTION/SPECIFICATION/WORK STATEMENT
SCOPE OF CONTRACT
This contract requires that the vendor deliver firewood bundles to National Forest Campgrounds in the Cass Lake, Deer River and Marcell area (see wood delivery location map) from May 1st to September 1st, each year to include the base year and all option years.
LOCATION AND DESCRIPTION
Campgrounds include: Stony Point, South Pike Bay, four separate campgrounds in the Norway Beach Recreation Area, Knutson Dam, and West Winnie, North Star, Clubhouse, North and South Deer Lake, East Seelye, Mosomo, Onegume, Williams Narrows and Tamarack.
C.1 SCOPE
The intent of this solicitation is to obtain services to supply firewood bundles to eight campgrounds in the Walker/Cass Lake area and/or nine campgrounds in the Deer River and Marcell area during the 2018 thru 2022 recreation season beginning May 1st and ending September 30th each year. The Chippewa National Forest is requesting that you provide a price quote for line items 01 & 02 listed in Section B.
The contractor is required to furnish all transportation and incidentals necessary to complete the work.
C.2 DESCRIPTION AND LOCATION
The firewood should be dry with the approximate dimensions of 16 to 20 inches in length and 1.5 to 2 cubic feet. The firewood will be bagged or tightly wrapped in plastic or twine.
The bundles shall be of locally harvested wood to prevent the spread of emerald ash borer, and can consist of hardwoods, aspen, or pine. (See Section J - Chippewa National Forest EAB Order)
The bundles will be delivered to wood sheds at each of the campgrounds.
The vendor will prepare an invoice for each delivery. The campground host will sign the delivery slip and transfer it to the COR.
The deliveries should be regularly scheduled with the COR. If there is a need for an extra delivery the COR or recreation staff person will call the vendor and make arrangements.
Prior to submitting a price quote, the Contractor should become familiar with all existing conditions and limitations pertaining to the work specified. No price increases will be allowed due to the Contractor’s misunderstanding of the amount of work involved or lack of knowledge of existing conditions.

E.1 INSPECTION
The COR or designated Inspector will perform an initial inspection when the first delivery is made and monthly checks to assure the work is being completed in a satisfactory manner. The contractor(s) will be notified of any deficiencies, and will be expected to correct the deficiencies at their own expense.

F.1 CONTRACT TIME
Starting date will be on May 1, 2018, and continue through September 30, 2018 for Item No. 01 and 02.
The same starting and ending date for all following Option years only if work in the prior year was at an acceptable level and it is in the best interest of the Government. Additional years up to five years total through September 30, 2022, will be approved if work in the prior year was at an acceptable level and it is in the best interest of the Government.

SECTION G--CONTRACT ADMINISTRATION DATA
G.1 POST AWARD CONFERENCE
A post award conference with the successful offeror is required. It should be scheduled within 10 days after the date of contract award. The conference will be held at the Chippewa National Forest Supervisor’s Office in Cass Lake or the Deer River Ranger District Office in Deer River, MN.
G.2 PAYMENT
Payments will be made after the acceptance of the supplies as required. If the completed work is accepted, the Contractor shall submit and invoice in IPP for work completed. If the work is not accepted, the Contractor shall complete any remedial work required for acceptance prior to submitting the invoice.
PAYMENT: All invoices will be processed using the Department of Treasury’s Invoice Processing Platform (IPP), visit http://www.ipp.gov to learn more. Contractors must follow the instructions on how to register and submit invoices via IPP.

Except for awards where the Govemmentwide purchase card (GPC) is used as the method of payment, contracting officers shall include the attached clause 52.204-99, System for Award Management Registration, in lieu of FAR clause 52.204-7, Central Contractor Registration, and DF ARS 252.204- 7004, Alternate A, Central Contractor Registration.
System for Award Management Registration (August 2012) (DEVIATION)
(a) Definitions. As used in this clause-
"Central Contractor Registration (CCR) database" means the retired primary Government repository for Contractor information required for the conduct of business with the Government.
"Commercial and Government Entity (CAGE) code" means-
(1) A code assigned by the Defense Logistics Agency (DLA) Logistics Information Service to identify a commercial or Government entity; or
(2) A code assigned by a member of the North Atlantic Treaty Organization that DLA records and maintains in the CAGE master file. This type of code is known as an "NCAGE code."
"Data Universal Numbering System (DUNS) number" means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.
"Data Universal Numbering System+4 (DUNS+4) number" means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion
PROJ NAME: Campground Firewood of the business concern to establish additional SAM records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.
"Registered in the SAM database" means that-
(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the SAM database;
(2) The Contractor's CAGE code is in the SAM database; and
(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record "Active". The Contractor will be required to provide consent for TIN Attachment, Page 1 of 4 validation to the Government as a part of the SAM registration process.
"System for Award Management (SAM)" means the primary Government repository for prospective federal awardee information and the centralized Government system for certain contracting, grants, and other assistance related processes. It includes-
(1) Data collected from prospective federal awardees required for the conduct of business with the Government;
(2) Prospective contractor submitted annual representations and certifications in accordance with FAR Subpart 4.12; and
(3) The list of all parties suspended, proposed for debarment, debarred, declared ineligible, or excluded or disqualified under the nonprocurement common rule by agencies, Government corporations , or by the Government Accountability Office.
(b)
(1) The Contractor shall be registered in the SAM database prior to submitting an invoice and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The SAM registration shall be for the same name and address identified on the contract, with its associated CAGE code and DUNS or DUNS+4.
(3) If indicated by the Government during performance, registration in an alternate system may be required in lieu of SAM .
(c) If the Contractor does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.
(1) A contractor may obtain a DUNS number-

(i) Via the internet at http://fedgov.dnb.com/webform or if the contractor does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or

The contractor should indicate that it is a contractor for a U.S. Government contract when contacting the local Dun and Bradstreet office.
(2) The Contractor should be prepared to provide the following information:
(i) Company legal business name.
(ii) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(iii) Company physical street address, city, state and Zip Code.
(iv) Company mailing address, city, state and Zip Code (if separate from physical).
(v) Company telephone number.
(vi) Date the company was started.
(vii) Number of employees at your location.
(viii) Chief executive officer/key manager.
(ix) Line of business (industry).
(x) Company Headquarters name and address (reporting relationship within your entity).
(d) Reserved.
(e) Processing time for registration in SAM, which normally takes five business days, should be taken into consideration when registering. Contractors who are not already registered should consider applying for registration at least two weeks prior to invoicing.
(f) The Contractor is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government's reliance on inaccurate or incomplete data. (a) Definition. As used in this clause-
