Statement of Work

For Providing and Installing a Complete Generator and Automatic Transfer Switch

System at the Montana Plant Materials Center, Bridger, Montana

BACKGROUND: The United States Department of Agriculture Natural Resources Conservation Service (NRCS) Bridger Plant Materials Center (BPMC), located at 98 South River Road in Bridger, Carbon County, Montana, is a 150-acre research facility and farm located in rural south-central Montana. Weather events and electricity delivery system failures sometimes result in power interruptions at the center. These failures could result in unsafe conditions for employees, possible loss of or damage to public property, and possible loss of important germplasm (plants and seeds). In order to protect these valuable assets, a whole facility generator with self-starting capability is needed.

SCOPE: The BPMC has a requirement for a whole facility generator and automatic transfer switch. The work primarily consists of installing a new generator and automatic transfer switch to fully power a seed cleaning facility, office, greenhouse/headhouse/laboratory, coldframe, well and lawn pumps, and shop during power outages at the BPMC.

PROJECT/DESCRIPTION. The contractor shall provide all supervision, labor, tools, equipment, transportation, and materials necessary to perform the work.

SUMMARY.

1. The Contractor shall acquire and install a generator and automatic transfer switch (and all other required materials to make the system fully operational). All equipment and supplies will be new. The system must conform to the following specifications:

a. Industrial liquid propane engine driven generator – minimum 50Kw rating. The generator set will be commercial in design, and will be complete with all necessary accessories for complete installation as shown on the plans, drawings, and specifications herein. The generator set shall be provide 78.75 kVA and a minimum

50 kW when operating at 120/240 volts, 60 Hz, 0.80 power factor. The generator set shall be capable of a 130° C Standby rating while operating in an ambient condition of less than or equal to 77 °F and a maximum elevation of 500 feet above sea level. The standby rating shall be available for the duration of the outage.

b. The engine shall deliver a minimum of 100 HP at a governed engine speed of 1800 rpm, and shall be equipped with the following:

• 70-ampere automatic battery charging alternator with a solid-state voltage regulation.

• Positive displacement, full-pressure lubrication oil pump, cartridge oil filters, dipstick, and oil drain.

• Dry-type replaceable air cleaner elements.

• The engine shall be naturally aspirated and fuel by LP vapor.

• The engine shall have a minimum of 8 cylinders and be liquid-cooled.

• The engine shall be EPA certified from the factory.

• The generator must accept rated load in one-step.

• The engine shall be liquid-cooled by a closed loop, unit mounted radiator rated to operate the generator set at full load at an ambient temperature of 50 degrees C (122 degrees F). The radiator fan and other rotating engine parts shall be guarded against accidental contact. The air cleaner shall provide engine air filtration which meets the engine manufacturer's specifications under typical operating conditions.

• The generator battery will be a maintenance free BCI group 24 battery which must meet the engine manufactures' specifications for the ambient environmental conditions specified herein, and shall comply with the NFPA requirements for engine cranking cycles. This battery shall be rated according to SAE Standards J-537 with a minimum cold cranking amp of 650 amps and a minimum reserve capacity of 120 minutes at 800F. The battery plates shall be constructed of a Calcium-Lead alloy to provide long waterless operation and extended battery life. The battery must contain a handle to aid in lifting.

c. 3 Phase, 225 amp Automatic Transfer Switch (ATS). The location of the ATS will be on the exterior wall of the seedbarn or seedbarn annex in a location approved by

NRCS.

d. Generator system installation shall be turnkey with all necessary hardware to automatically start during power outages, supply fuel to the system, surge protection if applicable, and compatible with the electrical system at the BPMC.

The generator set shall be listed to UL 2200 or submitted to an independent third party certification process to verify compliance as installed. It will be the responsibility of the contractor to supply, install, and test all equipment, parts, and supplies, whether specified herein or not, to make sure the generator system is fully operational and compatible with the existing BPMC electrical system and equipment.

e. The generator set shall conform to the requirements of the following codes and standards:

• CSA C22.2, No. 14-M91 Industrial Control Equipment.

• EN50082-2, Electromagnetic Compatibility-Generic Immunity

Requirements, Part 2: Industrial.

• EN55011, Limits and Methods of Measurement of Radio Interference

Characteristics of Industrial, Scientific and Medical Equipment.

• IEC8528 part 4, Control Systems for Generator Sets.

• IEC Standard 61000-2 and 61000-3 for susceptibility, 61000-6 radiated and conducted electromagnetic emissions.

• IEEE446 Recommended Practice for Emergency and Standby Power

Systems for Commercial and Industrial Applications.

• NFPA 70, National Electrical Code, Equipment shall be suitable for use in systems in compliance to Article 700, 701, and 702.

• NFPA 110, Emergency and Standby Power Systems. The generator set shall meet all requirements for Level 1 systems. Level 1 prototype tests required by this standard shall have been performed on a complete and functional unit. Component level type tests will not substitute for this requirement.

f. The equipment shall be produced by a manufacturer who is ISO 9001 certified for the design, development, production and service of its complete product line.

g. The power system shall be produced by a manufacturer who has produced this type of equipment for a period of at least 10 years and who maintains a service organization available twenty-four hours a day throughout the year.

h. The generator set controller shall be a microprocessor based control system providing automatic starting, system monitoring, and protection. The controller system shall also provide local monitoring and remote monitoring. The control system shall be capable of PC based updating of all necessary parameters, firmware, and software.

i. The generator set controller shall meet NFPA 110 Level 1 requirements and shall include an integral alarm horn as required by NFPA. The controller shall meet NFPA 99 and NEC requirements and be UL 508 listed.

j. The controller shall support 12-volt and 24volt starting systems.

k. The controller's environmental specification shall be: -40°C to 70°C operating temperature range and 5 to 95% humidity, non-condensing.

l. The controller shall mount on the generator or remotely within 40 feet with viewable access.

m. If the controller is mounted on the generator set, it shall have integral vibration isolation. The controller shall be prototype and reliability tested to ensure operation in the conditions encountered.

n. The entire generator system, ATS, controller, fuel supply, and other system components must be rated for operation when exposed to the outdoor climatic and environmental conditions characteristic at Bridger, Montana, including exposure to wind, rain, sleet, hail, snow, lightning, and temperatures ranging from -400F to 1220F.

o. All electrical work must be conducted by a currently certified and licensed electrician, and all work must meet all local, county, state, and federal electrical, building, and construction codes, rules, and regulations. Electrician(s) must have no less than 10 years of demonstrable experience as a certified and licensed electrician.

p. It is the contractor’s responsibility to obtain any required permits for the full completion of this project.

q. Minimum warranties shall be no less than 5 years or 3000 hours, whichever comes first, to guarantee against defective material and workmanship in accordance with the manufacturer's published warranty from the date of initial startup. Labor, travel, and parts included.

r. Generator shall meet all state and federal emission requirements and energy standards.

s. It will be the contractor’s responsibility to install a 9 feet long x 5 feet wide x 5 inch thick reinforced concrete pad for the generator at a location designated by NRCS. The concrete pad shall be reinforced with #4 rebar at a maximum of 12 inch spacing both directions. Steel reinforcement shall be supported to maintain a minimum 2 inches above ground surface and 1.5 inches from exposed surfaces.

The concrete mix shall be air-entrained with a minimum 28-day compressive strength of 4,000 psi. The reinforced concrete pad shall be designed and constructed to support a minimum of 2,500 pounds. The generator will be securely fastened to the concrete pad with stainless steel hardware. A protective cover provided to protect the generator from falling limbs during storms shall be made of steel construction, both roofing and frame, with a stainless or primed and painted surface, and anchored to slab. The concrete pad and anchor design must be approved by NRCS engineers and BPMC manager prior to construction.

Attaching the generator to the pad as previously described is the responsibility of the contractor installing the generator. All construction debris and excess soil resulting from construction of the pad shall be removed by the contractor and the soil surface raked and leveled so as to maintain grade with the surrounding soil surface.

t. The minimum 50Kw liquid propane generator will be installed near the main power supply and electricity meter on the southwest side of the seedbarn. The physical location of the generator and pad will be approximately 20 feet west of the south-west side of the seedbarn and will be marked by BPMC staff prior to construction.

u. All equipment and supplies shall meet the requirements of the National Electric Code and all applicable state and local building and electrical codes and regulations. The local service electrical service provider is Beartooth Electric and it is the contractor’s responsibility to ensure the installation meets and complies with all their requirements. All installed equipment shall be new, unused, and of current production, and produced by a firm that completes final assembly of said equipment in the continental United States.

v. The generating set manufacturer shall have at least twenty (20) year experience assembling generating sets.

w. The engine/generator controls, disconnect shall be complete assembled and wired by the generator manufacturer and locally authorized dealer to ensure one-source responsibility for warranty, parts, and service through factory-trained service personnel.

x. The standby generator shall be rated as standby power (defined as continuous operation for the duration of any power outage). Kilowatt ratings for the three-phase voltage are based on a 0.8 power factor, vibration isolators shall be provided between the engine-generator and the steel sub-base or directly to mounting pad. The generator will be mounted on a concrete pad.

y. The generator will be powered by liquid propane. The current supplier for the liquid propane for this facility is Silvertip Propane. The installation will include burying below ground all delivering system components (piping and associated fixture) required for providing propane from the storage tank to the generator, at the required rate, pressure, and form for proper generator function, and any required materials including but not limited to fittings, valves, pumps, and other needed supplies. All materials and work will meet all Silvertip Propane specifications and requirements. Any construction trenching disturbances will be leveled and repaired to original conditions of the site by the contractor.

z. Contractor is responsible for locating any underground utilities and will repair any damage done to any underground utilities or surrounding buildings.

aa. All the materials and work required and performed by the contractors must be warrantied for one year from the date of completion of the project.

bb. Contractor is responsible for their equipment on the BPMC grounds. The

Government is not liable for damages or losses of equipment due to theft or vandalism.

cc. Contractor shall have a Project Manager available to the Contracting Officer's

Representative (COR) during normal work hours Monday through Friday 7:30 am to 3:30 PM MST, excluding federal holidays, on site at all times when work is in progress. The Project Manager must be able to bind the company. The Project Manager shall be the central point of contact with the NRCS for performance of all work under this contract. Project Manager shall be responsible for overall management and coordination of matters pertaining to this contract. Project Manager shall have a cell phone and be accessible to NRCS at all time during business hours.

dd. Contractor shall "sweep" the work area with magnets to ensure all nails, screws, wire, and metallic debris are collected and not left on the grounds causing safety hazards.

PRIOR TO FINAL INVOICING

The contractor will provide training to BPMC Manager/staff in operating the system prior to final invoicing.

The construction site will be left in neat condition with all construction materials removed and final site condition will meet the approval of BPMC Manager prior to final invoicing.

All manuals and warranties shall be turned over to the BPMC Manager prior to final invoicing.

PERIOD OF PERFORMANCE: The performance period for this project will be completed within 90 calendar days from the date of the Notice to Proceed (NTP). Contractor will provide NRCS a construction schedule.

MAXIMUM WORKWEEK

The authorized workweek schedule may consist up to ten hours per day, Monday through Friday, less all approved federal holidays. The Contractor must submit in writing to the COR for approval, his proposed starting and stopping times and the days of the week to carry out the work.

SITE VISITS. Contractors must attend the schedule site visit. No other visits will be authorized.

FINAL INSPECTION AND ACCEPTANCE: The COR will ensure that all materials are compatible with the specifications. The COR will provide final acceptance of project completion to the Contracting Officer.
