Section C - Statement of Work
MULTI-FUNCTION BUILDING CONSTRUCTION PROJECT
1.1 SCOPE OF CONTRACT
A. This work shall consist of the construction of a new pre‐engineered building on the
Savannah River Site (SRS). Contractor shall furnish the necessary labor, personnel, supervision, materials, and all incidental related work required to construct an approximate 78’x40’ (3,120 square feet) pre-engineered metal building in its entirety and all exterior apparatus as shown in Schedule of Items and drawings.
B. The building is to be used for multiple purposes and will consist of an open space exercise room, ada accessible restrooms with showers and locker rooms, an ice/vending room, an office space, all fixtures, and all miscellaneous per provided planset drawing.
C. The building will be located near existing utility service (water, sewer, electrical). The contractor will be responsible for all new building utility connection to existing utilities.
All utilities including: interior and exterior electrical, interior and exterior HVAC, and interior and exterior plumbing shall be done by a qualified licensed electrician, licensed
HVAC technician, and licensed plumber.
D. Refer to drawings for all details needed to accomplish this project in its entirety. Close coordination with the government shall be conducted during each phases of the utilities work for approval before excavating, connecting, and backfilling of each utility phase.
The government will be responsible for recording as-builts coordinates before contractor can backfill any utilities.
E. Manufacture shop drawings will be required as a submittal for this building before any ordering of materials or structure ordering can occur.
F. A complete set of specifications and drawings are included in the solicitation.
G. Sampling, testing, and certification requirements and frequency for specific items shall be as specified in the drawings and specification and covered in pay item 15401.
Sampling and testing may include: concrete slump, air, temperature, concrete compression test specimens, hydrostatic testing of water system, pressure leakage test of waterline, bacteriological examination, all electrical, foundation subgrade and aggregate moisture-density relationship and subgrade and aggregate compaction testing for reinforced foundation and concrete slab, and tracer wire conductivity tests. Additional submittals may be required by specific specification sections.

1.2 PROJECT LOCATION
Location of work is on the Department of Energy's Savannah River Site, Aiken County, S.C. The Savannah River Site (SRS) Forest Service Compound is located 4.6 miles south of New Ellenton SC.
The Contractor’s movement on the existing transportation system of the SRS is restricted due to limited security access. The Contractor may only bring equipment and materials in through Barricade 2 (Aiken Barricade) located just south of the junctions of SC State
Highway 278 and 19.
2.1 SITE INFORMATION AND LIMITATIONS:
A. The following site conditions are considered incidental to the contract and the contractor will not be paid separately for any of the following items:
1. Construction site will be open to authorized employees only. The Contractor shall be responsible for signing and safety of employees in the project area.
2. Utilities (power) will be available at the site for construction purposes.
3. Fuel trucks must be equipped with spill containment kits and portable berms that meet all state and federal regulations. A spill containment plan must be submitted and approved prior to construction.
4. The contractor may use the existing toilets located at the SRS FS Compound Work
Center as approved by the C.O.. The contractor is responsible for keeping the restroom clean and sanitized after their use.
5. All construction equipment shall be pressure washed before entering the site. The removal of mud and debris from treads, tracks and undercarriage, with emphasis on axles, frame, cross-members, motor mounts, and underneath steps, running boards, and front bumper/brushguard assemblies will be required. The purpose is to reduce or eliminate the transportation of noxious weeds, which is required by federal and
State regulations.
2.2 TRAFFIC CONTROL AND CONSTRUCTION SIGNING
A. No work that endangers, interferes, or conflicts with traffic or access to work site shall be performed until a plan for satisfactory warning and handling of traffic has been submitted by the contractor and approved by the CO. Construction signing for traffic control shall conform to the Manual of Uniform Traffic Control Devices (MUTCD). All traffic control signs will be placed in areas adequate for a truck pulling a fifth wheel trailer to be turned around. Contractor shall not be paid directly for this item; rather it will be considered incidental to other items of work listed in the Schedule of Items.

2.3 WORK CAMPS, STAGING AND STORAGE AREAS
A. Areas for staging operations and storage of materials shall be approved by the CO. The
Contractor must request in writing for approval from the CO to stage trailers (work or housing) on site.
B. Overnight camping will NOT be allowed on site.
2.4 INSPECTION OF WORKSITE
A. The contractor acknowledges they have taken the necessary steps to ascertain the nature and location of work, and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the government.
2.5 PERMITS
A. The Forest Service will obtain permits for the following:
1. Water Systems
2. Wastewater Systems
3. Clean Water Act (CWA) 404 and 401 Permits
4. Electrical Systems
B. The Contractor will be responsible for:
1. Abiding and adhering to all restrictions of all permits required to complete this project
2.6 START DATE
As awarded by the Contracting Officer and issuance of Notice to Proceed

2.8 SPECIFICATIONS
See attachment for the list of General Specifications that are incorporated into the solicitation and any resultant contract.

2.10 BADGING FOR ACCESS TO THE SRS
All contractors and his or her employees will be required to get a badge before approved access to this site. 8 Hour GET (TREGGETA) or CAT ARE REQUIRED in which badging will be considered incidental to the contract’s Schedule of Items.
The Contractor's movement on the existing transportation system of the SRS is restricted due to limited security access points onto and within the SRS. These access points have various times of operation and protocols to be followed in order to gain access on to site.
The Contractor shall establish and implement methods of ensuring that all badge(s) issued by the Government are kept secure in the Contractor’s possession and are not used by unauthorized persons. Only the Contractor’s employees are allowed at the job site, and they are prohibited from opening locked areas or restricted areas to permit entrance of persons other than Contractor’s employees engaged in the performance of assigned work in those areas.
Security badges must be worn conspicuously, photo side out, in a location above the waist and on the front of the body while at SRS or any SRS off-site facilities.
Protect your security badge against loss, theft or misuse by not displaying your security badge outside of the SRS off-site facilities. When not on the SRS, the badge should be removed or obscured from visual access. Do not leave the badge in your unlocked vehicle or laying in open view. Employees should also should always secure their badges.
2.11 PERSONAL PROTECTIVE EQUIPMENT (PPE)
The contractor will train all employees in the safe operation and use of equipment that is to be used in the performance of this contract.

Personal protective equipment, including personal protective equipment for eyes, face, head, hands, and extremities shall be provided, used, and maintained in a sanitary and reliable condition wherever it is necessary by reason of hazards or processes encountered in a manner capable of causing injury or impairment in the function of any part of the body.
Defective or damaged personal protective equipment shall not be used.
The contractor shall assure that each employee wears foot protection that provides adequate traction, ankle support, and enclosed toe area.
The contractor shall provide, at no cost to the employee, and assure that each employee who works in an area where there is potential for head injury from falling objects or flying objects wears a hard hat that meets the minimum requirements of American National
Standards Institute (ANSI) standard Z89.1-1997.
The contractor shall provide, at no cost to the employee, eye protection where there is potential for eye injury due to flying objects. This eye protection must meet the minimum requirements of ANSI standard Z87.1-2003.
The contractor shall provide, at no cost to the employee, hearing protection where there is a potential for hearing loss due to high intensity noise.
2.12 BASIC FIRST AID
Basic first aid supplies shall be maintained, available and under the charge of the person using motorized equipment. The supplies shall include supplies that are commonly found in a standard First Aid Kit, such as the type found for camping use or carried in motor
2.13 FINAL CLEAN-UP
Before final acceptance of project, all areas occupied by the Contractor in connection with the work shall be cleaned of all contractor’s rubbish, excess materials, temporary structures, and equipment, tools, and all parts of the work area shall be left in a neat and presentable condition
2.14 SAFETY
Before work commence the Contractor shall present a Safety Plan that addresses the hazards associated with the requirements of project and per OSHA standards.

2.15 LANDSCAPE PRESERVATION
1. The Contractor shall confine operations to within the clearing limits or other areas designated in contract documents, and prevent the depositing of rocks, excavated materials, stumps, or other debris outside of these limits. Material, which falls outside of these limits, shall be retrieved, disposed of, or incorporated in the work as directed by the Contracting Officer.
2. Operation shall be scheduled and conducted to minimize erosion of soils and to prevent silting and muddying of streams, rivers, irrigation systems, and impoundments (lakes, reservoirs, etc.).
3. Pollutants such as fuels, lubricants, bitumens, raw sewage, and other harmful materials shall not be discharged into or near rivers, streams, and impoundments or into natural or manmade channels leading thereto. Wash water or waste water from concrete or aggregate operations shall not be allowed to enter live streams prior to treatment by filtration, settling, or other means sufficient to reduce the sediment content to not more than that of the stream into which it is discharged.
4. Mechanized equipment shall not be operated in live streams without written approval by the Contracting Officer.
2.16 SUBMITTALS
Submittals shall include the following unless otherwise required in the specification:
1. Date and revision dates.
2. Project name and contract number.
3. Names of contractor, subcontractor, supplier and manufacturer.
4. Specifications section number.
5. Field dimensions and relation to adjacent structures.
6. Applicable standards such as ASTM or Federal Specifications.

7. Contractor’s stamp, initial or signature, certifying the review of submittal, verification of field measurements and compliance with contract documents.
Provide all submittals within 14 calendar days of contract award unless otherwise required by the specification.
