Solicitation 12445524Q0040, PRE-BID QUESTIONS AND ANSWERS

1. Are there 2 holding tanks at Pinewoods?

a. No, there is believed to be only 1 holding tank at Pinewoods. There are two pipes sticking out of the ground (one is believed to be a cleanout and the other tank access).

2. Does the water spigots at each location require the construction of the concrete pad as shown in the detail on C-08? The overview for each location (C-01 to C-06) says ‘spigot to be removed and replaced’ does this mean to include the concrete pad at each location?

a. Yes, all locations shall have a new concrete pad poured for the newly installed spigot. If the existing spigot at the location has a concrete pad, it shall be removed and replaced as well.

3. For the water spigots shut-off valve what is the preferred material the value to be made of (ie copper, brass, etc)?

a. Specs indicated bronze body with cast iron valve box. See for more details: Specification 221114 – Water Distribution, Section 2.7 Curb Stop Valve Boxes and Valves.

4. There are several notes in the plans referring to ‘location to be approved by COR’, is the intention the location is the same or close (within a 1-2’ radius)? Or is the intention to relocate the item to another location?

a. The intent is to have them close to the same location they currently are, but some do not meet set back distances of water/sewer, so they will have to be adjusted and set back distances will need to be approved by COR.

5. Are the septic tanks required to be concrete? Would fiber glass or plastic be an acceptable option?

a. No, concrete tanks are required.

6. Would a smaller 2000 gal septic tank be acceptable?

a. No, 2,500 gallon tank is specified.

7. How many feet of sewer line? Do we demo and replace new in the same trench? Or will it be relocated? (C-01 specifies location to be approved by COR)

a. Can be located in same trench, but must meet the 10-ft set back distance from water spigot. If water spigot is to be located in same location, the sewer connection will need to be 10-ft away from that.

8. Will the water spigot just be replaced or will it need to be relocated as well?

a. Can be located in same location, but must meet the 10-ft set back distance from sewer connection.

9. Will electrical pedestal just be replaced or will it need to be relocated as well?

a. Can be replaced in same location.

10. At Loggers Lake it shows the existing vault needs to be removed and back-filled with gravel. Is there any certain size or type of gravel?

a. No. Whatever gravel is preferred/available to contractor.

11. At Loggers Lake how many feet of existing PVC do we demo?

a. The entire length of existing. New PVC to the new holding tank will be installed underground.

12. For septic at Silvermines, do only the septic tank risers get replaced?

a. Yes, just the risers and RV connections.

13. At Silvermines, The existing electrical pedestals are shown on the drawing, but does not state we are to replace them. Are we replacing them?

a. No, these are not to be replaced.

14. What is the timeframe for the construction, most people are booked up for the summer already.

a. We want the construction to occur during the recreation off season, so the campgrounds are shut down. This way the contractor will have minimal public interference and the public will have minimal construction interference. This runs from Labor Day until April/May. This timeframe is adjustable if winter weather limits construction.

15. Is the bid bond guarantee required or is an offer guarantee required?

a. A bid bond is required for bids exceeding $150,000 for 20% of the bid amount, for large projects it $1,000,000 or 20% of the bid amount whichever is less. It can be a bid bond or other forms of security such as an irrevocable letter of credit. I have attached a sample of an irrevocable letter of credit.

16. On site manager (are we able to utilize a RV spot for this).

a. This is something we will have to check if each individual District Ranger will allow. This is something that has been allowed before. However, since the work will be completed during the recreation off season, the water system will be shut down to prevent freezing and damage to the water system infrastructure. The selected contractor would need to plan accordingly.

17. HUBzone price evaluation(more detail explanation)

a. There is no Hubzone price evaluation for this project it is only set-aside for small business with no preference evaluation.

18. Lump sum payment (I will require some payment up front to cover the material). My small business does not have that kind of capital

a. The selected Contractor can invoice for the materials after they are purchased and have been delivered on site, we cannot provide upfront payments for materials until they are delivered on site.

19. Requested drawings cannot be completed until the project is complete due possible adjustment of tank/piping/electrical locations. This request will involve survey company to complete. I will need to be provided with a current survey of the parcels of land units will be installed in.

a. If this is in reference to As-builts, they can be submitted after the fact and use the current drawings with redline markups. They don’t need to bring in a survey company for the as-builts/redlines.

20. At Cobb Ridge the water spigot appears to already have the new freeze protection spigot and concrete pad. Should this be replaced?

a. This is not included in the base bid, but as an optional bid item. Provide a price for replacing it, but it may not be awarded. The existing spigot does not meet ABA requirements.

21. At Loggers Lake the water spigot appears to be updated with the freeze protection, however, does not have the concrete pad. Should we include the cost for the concrete pad only?

a. Price for replacing both the spigot and concrete pad. The existing spigot doesn’t meet ABA requirements for the handle.

22. At Silvermines the risers on the septic tank are to be replaced. What is the height of the existing risers?

a. This is also an optional bid item that may not be awarded. They are above grade, but there is no locking mechanism on the caps of the risers and the caps are not easily removed. These need to have a way to keep the tops locked whether with a makeshift chain/lock system or with a new screw on type lid. The main concern is that the RV sewer connection caps are broken and need replaced. See below images.

23. At Pinewoods, the plans show a removal of a water spigot. However, there is not an existing one at the site. Should this still be included in the cost?

a. There is a piece of piping that sticks out of the ground that remains that should be removed (see below image). It doesn’t look like a typical spigot, but it is related to the abandoned water system there. We would like that piping to be cut off below grade and capped as well as the PVC tubing surrounding it to be removed.
