Questions from site visit:
Q1: Does the existing bridge have a load restriction?
A1: Yes, 10 tons.
Q2: The period of performance is listed as 90 days. This does not allow enough time for submittals, procurement & manufacture of the voided slabs. Will the Notice to proceed be negotiated?
A2:
1. The period of performance will cover the actual “on the ground” work & the start date will be agreed upon by the Contracting officer & Contractor. Submittals for shop drawings from vendors can be made and approved prior to “starting the clock” with the
NTP.
2. The period of performance will be amended to 150 days.
Q3: Are there any restrictions on work hours?
A3: No, but would advise against working on any major holiday weekends due to increased public use.
Q4: Are there any load restricted bridges on access road from other side of bridge (not off Highway 65)?
A4: Yes, there is a 10 TON posted bridge 1.2 miles away.
Q5: Is there a staging area available?
A5: Yes, located on west side of bridge (towards Hwy 65).
Q6: Is there a borrow pit available if needed?
A6: There is a FS borrow pit less than 20 miles away from project site. However, Schedule of Items call for Structural Backfill to be provided from a Commercial Source.
Questions submitted online:
Q7: The following note is shown on Dwg. Sheet #11: “All precast concrete abutment members must be manufactured by the same PCI/NPCA certified plant that manufactures the prestressed concrete members on this project”. Are the concrete piles required to be supplied by the same manufacturer as the slab units and abutment caps? There is a possibility that many manufacturers will not have the capability to produce all of the members as a package.
A7: It is the intent to have all precast members to be manufactured by same certified plant and should be bid as noted in plans. If this requirement cannot be met due to manufacturer limitations, the contractor shall submit request to waive that requirement with justification during the submittal process after award.
Q8: Will alternate span sections be considered for use?
A8: Yes, see Sheet 16 of the Drawings.
Q9: I have spoken with several prestressed concrete plants that manufacture bridge beams and none have the capability to produce a 1’9” voided slab girder as shown on plans sheet 16. When asked if they know of anyone who does, they state they’ve never even heard of a 21” thick hollow core beam and have no idea who to refer me to. Does the engineer have a manufacturer in mind?
A9: Alternate span sections may be submitted – see “Alternate Superstructure Section”, Sheet 16 of the Plans
Q10: There is a note on sheet 11 which states all precast concrete must come from the same plant.
I have been told by several in the industry that if I am somehow able to find a plant that can make the voided slab girders in the specified size, they will be a specialty manufacturer doing hollow core slabs exclusively and it’s extremely unlikely that they can also manufacture the piles, pile caps, backing plates, etc. If the engineer of record knows of a certified pre-cast plant with the capability to make the 21” girders and willingness to make all the precast members, we would be interested in that information.

Q11: Prestressed beam notes state:
Final design & shop drawings will likely take 30 days minimum, then must be submitted 30 days prior to casting, say another 30 days for manufacture & delivery. That takes up the whole 90 day Period of Performance before any new materials hit the jobsite. Please clarify if time extensions will be allowed for this.
