Statement Of Work Auburn HVAC Maintenance August 16, 2022
Project George W. Andrews Forestry Sciences Laboratory HVAC Preventative Maintenance (PM) Service
General Information
1.0 Scope of Work
Contractor shall provide all labor, materials, and equipment to perform preventative maintenance services to the heating, ventilation, and air conditioning (HVAC) system at the Forestry Sciences Laboratory facility located at 521 DeVall Drive, Auburn University, AL, 38649. All services shall be performed per the general guidelines of the Manufacturer’s Operations & Maintenance (O&M) manual for each specific make and model of equipment.
The scope of this contract does not include service calls for system diagnostics or repairs. Contract scope is only for scheduled Preventative Maintenance (PM) visits.
The government reserves the right to pursue all available options for the acquisition of any necessary repair work.
2.0 Background
The George W. Andrews Forestry Sciences Laboratory, located in Auburn, AL, was built in the mid 1970’s. The facility consists of 6 buildings encompassing approximately 30,000 sq. ft. The approximately 24,000 S.F. main laboratory building interior is conditioned by three air cooled condensing units (AC) and air handler units (AHU) ranging from 20 to 50 ton capacity. Heating is provided by electric duct heaters (EDH). The system is controlled by a direct digital control program. Table 1 contains the list of equipment covered by this contract.

Contractor Requirements
3.0 Technical Requirements / Tasks
Contractor shall perform the tasks listed in Table 3.

NOTE: The first preventative maintenance service conducted after award of the base year contract shall meet the requirements of an annual preventative maintenance service in order to establish a comprehensive baseline for the condition of the equipment.
3.1 Identification of Needed Repairs
Contractor shall notify the Contracting Officer Representative (COR) if any component or function of the HVAC system is found to be inoperable or defective during the preventative maintenance checks and services. Contractor shall not make any repairs outside the scope of this contract without approval of the Contracting Officer (CO).
4.0 Government Furnished
Building Access It shall be the Contractor's responsibility, through the COR, to coordinate access to buildings and facilities and arrange for them to be opened and closed. Work shall be preformed during normal business hours (8:00 am to 4:30 pm) Monday – Friday.
The contractor will ensure all Federal, USDA, and Forest Service safety protocols are followed when performing work onsite. This includes following USDA’s COVID-19 Workplace Safety Plan guidance https://www.usda.gov/sites/default/files/documents/usda-covid-19-workplace-safety-plan.pdf for measures related to COVID-19 and all similar safety issues that may occur during this contract. These requirements will be flowed down to all teaming partners (subcontractors, joint venture partners, or independent contractors) performing on-site work during the course of this contract.
5.0 Deliverables
After each maintenance visit, the contractor will provide a written Preventative Maintenance Service Report.
5.1 Records and Reports
The Contractor shall develop and maintain Preventative Maintenance Service Reports for each preventive maintenance service visit, which shall include:
· Summary remarks on the general condition of the equipment,
· Details regarding any recommended future maintenance or repair activities other than upcoming scheduled maintenance
· Copies of completed checklists for each piece of equipment included in the preventative maintenance service.
Preventative Maintenance Service Reports shall be submitted along with monthly invoices.

Contractor shall provide licensed/certified HVAC technicians for the performance of this contract.

12.0 Safety
The contractor shall perform all work in a safe manner and shall comply with applicable local, state and federal (OSHA) standards.
13.0 Standards
All work shall meet the standards specified herein and shall be accomplished in conformance with approved and accepted standards of the industry; equipment manufacturers; all applicable activity, local, state, and federal standards; and all applicable building and safety codes. All work shall comply with ASHRAE (American Society of Heating, Refrigerating and Air-Conditioning Engineers, NEC (National Electrical Compliance) in accordance with manufacturer’s recommendations, OSHA and other applicable laws, federal & state regulations, and agency directives and guidance.
