(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to

FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

Wilderness First Aid and CPR/AED Training, December 5-6, 2023, Whitehouse, Ohio.

General Information

1.0 Scope of Work

To provide Wilderness First Aid and CPR/AED training to NRS-FIA field crew members in an All Hands Meeting to be held in Whitehouse, Ohio. The training /meeting location will be at two separate locations at Oak Openings Preserve Metropark, located in Whitehouse, Ohio 43558. Amplifying information on location can be found in Section 4 of this SOW. NRS-FIA has made safety a priority particularly as the field crew conducts their data collection as a one- person field crew. Providing Wilderness First Aid Training is just one component of NRS-FIA safety program.

2.0 Background

The NRS-FIA field crew are responsible for collecting field data on the nation’s natural resources. This responsibility requires field crew members to conduct plot data collecting in tough and oftentimes rigorous terrain, and in all kinds of weather (exception for extreme below zero weather). Unlike other FIA units with field crews of two or more persons; NRS-FIA field crew members conduct their plot collecting solo 90% of the time, partners are used sporadically. Additionally, safety is a priority for NRS- FIA employees, particularly the field crew. As part of this priority, NRS-FIA adopts and revises job hazard analysis (JHAs) on a yearly basis; this includes JHAs with first aid training, including but not limited to Wilderness First Aid, General First Aid, CPR, AED Training.

Contractor Requirements

3.0 Technical Requirements/Tasks

The Contractor is expected to provide comprehensive first aid, including CPR/AED in accordance with the first aid requirements of the Forest Service. This comprehensive training should offer relevant, up-to-date, and realistic first aid training for seasonal outdoor activities or short-term wilderness activities.

The instructors must have medical and backcountry experience and provide training outdoors with “hand-on” practice for 36 employees, as well as indoor classroom style discussion and training.

General or Basic First Aid is typically managing the injury/illness until help arrives. If the injury has caused a laceration or a deep cut, how to stop the bleeding as demonstrated in the proper way to bandage a bleeding wound.

Wilderness First Aid training should include: a Patient Assessment for injuries and/or illnesses common in a wilderness setting. Unlike Basic First aid, wilderness first aid goes further in the assessment of the injury/illness. This could cover breathing/airway emergency management, circulatory problems or environmental issues, e.g., heat, cold, altitude, lightening/sudden storms. Covering common medical emergencies e.g. from bee/wasp stings, asthma, diabetes reactions due to low blood sugar, hypothermia is a part of the assessment.

CPR/AED training will provide the proper way to use an AED device and how to perform CPR the right way.

The Contractor is expected to have the technical requirements as an experienced professional first aid trainer with extensive knowledgeable of backcountry scenarios.

The Wilderness First Aid training will be over a 2-day period, December 5-6, 2023, a maximum of 18 hours (9hrs/day) in which to train the 36 field members. While the Contractor will determine the timing and in which order the training elements to follow, there is an expectation that the training be relevant. The Contractor will provide all of the training materials, equipment to certify in AED, CPR, Wilderness First Aid and any shipping costs.

Certificates of Completion are required for course participants and are to be furnished by the contractor upon the completion of the training.

4.0 Government Furnished

Two Classrooms set up classroom style for concurrent delivery of wilderness first aid (Two classes of ~18ppl each).

5.0 Deliverables/Schedule

The Contractor will perform comprehensive Wilderness First Aid Training, including CPR/AED Training.

Each student should be certified in Wilderness First Aid and Adult CPR with successful completion of the training.

The training will focus on hands-on activities including Personal Assessment Drills and Simulations.

The Contractor will conclude the training within the two days allotted. There will be no virtual pre-work required. NRS-05 FIA will be responsible to enroll the students upon contract be awarded. Further, NRS- 05-FIA will initiate the attendance spreadsheet and provide upon completion of the course.

It is expected that at the conclusion of the training, all participants will be CPR/AED certified and receive a CPR/AED card and Certificate of Completion for Wilderness First Aid. At the conclusion of the training, the Contractor is not required to collect data to write an analytical report.

NRS-05-FIA is in the process of securing the location for the Wilderness First Aid/CPR Training by reaching out to the city. An NRS-05-FIA employee has been assigned to facilitate securing this location.

6.0 Travel

Travel requirements are at the expense of the contractor which may include: travel, lodging, meals and incidentals.

7.0 Contractor’s Key Personnel

The instructors must be certified in teaching wilderness first aid from an accredited institution.

Instructors must have additional outdoor instruction and hands-on exercises with three-year minimum recent teaching experience of Wilderness First Aid, CPR, and AED. It is expected that the instructor be accredited professional and extensive experience in backcountry scenarios. Furthermore, it is expected that the training would be relevant, up-to-date, and realistic. The contractor is required to provide all training materials, including equipment, to complete two concurrent 2-day, 16-18 hrs. of training for 36 persons (18 people per classroom and 8-9hrs/day).

Instructors with certification or qualification as a Wilderness EMT is preferred, however we will consider candidates with other documented wilderness patient care experiences. Instructors must have at least three years of hands-on wilderness emergency patient care experience.

Accreditation documentation on CPR/AED and Wilderness First Aid required to be submitted with offer.

Contractor resumes are not required.
