Section C. DESCRIPTION/SPECIFICATION/WORK STATEMENT
May 1st, 2022 to April 30th, 2027 4 Option Years
C.1 GENERAL INFORMATION
A. Introduction
This contract is to provide janitorial services within Government-owned facilities for a base period of one year – contract to be extended up to 4 additional option years ending April 30th, 2027. These specifications are intended to describe the requirements for janitorial services during this period. Task and frequency schedules can be found in Section C.8.
Buildings to be included for janitorial cleaning are:
-Office Building – See “Attachment A, Office Building” -Shop Building – See “Attachment B, Shop Building”
C.2 LOCATION AND OPERATION HOURS
Location: USDA Forest Service 410 MacInnes Drive Houghton, MI 49931
The office hours are from 8:00 AM to 4:30 PM Monday through Friday, except Federal holidays.
HOLIDAYS OBSERVED BY THE US GOVERNMENT:

C.3 PERFORMANCE
A. The work shall be conducted between the hours of 5:00 pm and 7:00am. The Contractor shall provide adequate personnel, trained in proper cleaning and janitorial methods and techniques to properly and satisfactorily maintain the facilities on a day-to-day basis during the scheduled times indicated.
B. Housekeeping inspection will be conducted randomly by the government on –site Contracting Officers Representative (COR). The Contractor or his/her designated management representative will notify the COR of any situations that may arise that prevent the Contractor from accomplishing required tasks.
C. Contractor is required to complete “Attachment C: Task Completion Checklist” Daily as tasks are completed. This checklist must remain onsite and be available to the COR at all times as an inspection tool. The completed checklist will be turned in weekly to the
COR.
C.4 GOVERNMENT-FURNISHED PROPERTY
The Government shall deliver to the Contractor the following listed materials, supplies, property, or services (hereinafter referred to as “Government-furnished property”) at the places and times specified below. The Contractor shall be liable for all loss or damage of such delivered Government-furnished property until completion and final acceptance of work required under this contract and shall replace all components in equal. If the Government fails to make timely delivery of such Government-furnished property suitable for its intended use, upon written request from the Contractor, the Contracting Officer shall make an equitable adjustment of contract delivery or performance dates or contract price, or both, pursuant to the “Changes” clause of the general provisions of this contract.
Government-furnished property shall consist of:
A. Storage space in Government–owned buildings for storage of the supplies and equipment to be used in the performance of the work. (Office Building Rm. 115, refer to “Attachment A, Office Building”)
B. Electrical power at existing power outlets for the Contractor’s use to operate such equipment as is necessary in the performance of work.
C. All consumables: Toilet tissue, hand soap, paper towels, trash liners and dispensers for the toilet rooms, kitchen and laboratories.
D. Warm and cold water at existing faucets.
C.5 CONTRACTOR’S RESPONSIBILITIES
In addition to assuming complete responsibility for satisfactorily managing and performing a cleaning program for the Government-owned facility as described in the following sections, the Contractor shall meet the following obligations:
A. Ensuring that adequate numbers of trained personnel are available to perform the services as specified here in, on a daily basis with no workday missed.
B. Inform the Contracting Officer, or his/her designated representative, any problem that may arise beyond the scope of this contract.
C. Using all equipment and cleaning products appropriately according to manufacturer’s instructions.
D. Providing adequate advance notice when using products that may produce noxious fumes or when performing work that would impact daily operations.
E. Supply all custodial equipment required to properly carry out the specifications of this contract.
F. At all times, maintaining building security by relocking doors that were locked, prohibiting unauthorized entrance to building, and reporting any suspicious persons or items.
G. Within 30 days of contract award, the contractor shall submit for approval, a schedule of weekly, monthly, and annual tasks.
C.6 QUALIFICATIONS OF CONTRACTOR’S PERSONNEL
The personnel employed by the contractor shall be capable employees, qualified in custodial-type work. The building shall be fully staffed beginning the first day of work under the contract; and at any time not less than 75% of the staff shall be trained and experienced in custodial-type work. “Experienced personnel” are those who exhibit the capability of operating with a minimum of supervision. The remainder of the staff shall be fully trained and qualified within 30 calendar days after the initial starting date.
Contractor shall designate an employee to be primary contact for COR and cleaning staff during scheduled shift.
C.7 OTHER
A. Security:
Sign in and sign out on the Task Completion Checklist required each day.
B. Sanitary Facilities:
The Contractor may use the Government sanitary facilities during the time of service being provided. It is required that the Contractor use these facilities in a responsible manner.
C. Government Furnished Utilities:
The Government will furnish electrical and water utilities for the Contractor’s use during contract period so long as the Contractor uses these efficiently and economically. The use of Government furnished telephone, utility, and fax machines shall be limited to local calls. Incoming calls will not be accepted on Government telephones.
D. Damage to Contractor’s Property:
The Government will not be responsible in any way for damage to the Contractor’s equipment or the Contractor’s employees’ personal belongings brought onto the Government premises during the performance of work and this contract.
E. Damage to Government property:
The contractor is responsible for repairing/replacing any government owned property or equipment damaged during carrying out the terms of this contract.
Repairs/replacement must be made to the satisfaction of the COR.
F. Contact COR on days of inclement weather to verify facility operation.
G. Safety:
The contractor shall comply with all OSHA standards for employee safety. It is the contractor’s responsibility to ensure its employees are properly trained and equipped with personal protective equipment (PPE) for potential hazards.
C.8 TASKS AND FREQUENCY
Work to include, but not limited to:
Restrooms (Office Building Rooms 129 and 108, Shop Building Room S101 (See Attachments A and B))
• Daily Tasks o Empty Trash, replace liner. (Rm. 108 = 3 trash receptacles, Rm. 129 and S101 = 1 trash receptacle) o Sweep, mop, and disinfect floor.

(viii) 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (NOV 2021) (Provision)
Addenda to provision 52.212-1:
1) Offerors must have an active entity registration in the System for Award Management, https://sam.gov , in order to submit an offer.
2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.
a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum technical proposal shall include:
i) Past Performance – provide a list of similar projects completed by your firm over the past three years. Include a brief description of the project, dollar amount, year completed, and project owner contact information (name, phone, and email). The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. In the event that there is no past performance information available, the offeror will receive a neutral rating in this factor.
ii) Technical Capability – Provide a list of equipment and key personnel (with qualifications) that will be used to complete this project.
b) Price Proposal – Include the following: 1) completed, signed SF-1449 from Section A of this solicitation, 2) Acknowledge any amendments issued on sam.gov for this solicitation by completing and signing the posted SF-30, and 3) Include the completed price schedule contained in Section B of this solicitation.
c) Representations and Certifications – Fill in the check boxes for provisions 52.204-24, 52.209-7, 52.212-3, and Employment of Eligible Workers-Workforce Certification found in Section F of this solicitation and include a copy with your offer.

(ix) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021) (Provision)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The award will be made to the contractor whose price is the lowest of all offers determined to be technically qualified of performing the required service in accordance with FAR Part 12 Acquisition of Commercial Items. Technically qualified is defined as meeting the minimum requirements in Technical, Past Performance and Price as listed below. No trade-offs are made. To receive consideration for an award, the offer must NOT receive an “unacceptable” rating for non-price factors.

The Government may make an award based on initial offers received without discussions with offerors. Accordingly, each offer should be submitted in a completed form, without exception to any requirements. Failure to submit mandatory information for a factor will ne ineligible for award. It is incumbent upon the offeror to submit sufficient information for the Government to determine technical acceptability, successful and satisfactory past performance and price. Failure to submit sufficient information for the government to determine technical acceptability, past performance or price may be cause for rejection of your quote. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation factors shall be used to evaluate offers:
1.PRICE:
a. Offerors SHALL complete and submit the price schedule with their proposal and include a price for each line item. Failure to do so will result in the offer being rejected without further consideration.
b. The Contracting Officer will evaluate each offeror’s price in accordance with FAR 12.209 to determine price reasonableness. In this context, reasonableness will be determined by comparing offered prices to one another, to the Government estimate and to pricing for previous work of a similar nature.

a. The Offeror SHALL submit evidence of the capability to meet the minimum requirements as specified in this solicitation and the attached performance work statement (See Attachments). The offeror SHALL provide sufficient documentation of their technical capability, such as experience of the company and/or the key personnel and crew who will be performing the work, resumes, equipment lists, etc. or other information to enable the Government to determine the company’s capability on projects of similar type, size, scope and complexity. The preferred method of evaluating Technical Capability is the attached Technical Capability Statement.
b. The Technical Capability factor SHALL receive an adjectival rating based on the assessed strengths and inadequacies of each offer as they relate to the Technical Capability.

3. PAST PERFORMANCE: To demonstrate satisfactory past performance the offeror SHALL provide documentation of satisfactory performance on past or current contracts of a similar type, size, scope and complexity, performed within the last three (3) years including references, with names and contact information of the references who can verify such past performance. Past performance information of key personnel may be provided if the company has limited or no past performance. See Relevant Experience/Past Performance Questionnaire – Attachment 3
Using the questionnaires, the contracting officer will review relevant performance information based on the past and present efforts provided by the offeror, and data independently obtained from other government and commercial sources. Past performance must be recent and relevant. The offeror is demonstrating acceptable past performance rests with the offeror.
Recent past performance must include performance that occurred within three (3) years of solicitation issuance date.
Relevant performance includes performances of efforts involving janitorial services similar to the dollar value and complexity of this solicitation.
PAST PERFORMANCE RATING
ACCEPTABLE Based on the offeror’s performance record, the
Government has a reasonable expectation that the offeror will successfully perform the required effort.
UNACCEPTABLE Based on the offeror’s performance record, the Government has some doubtfulness that the offeror will be able to successfully perform the required effort.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.
Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.
52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a)The Government may extend the term of this contract by written notice to the Contractor within 60 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c)The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature.
