The purpose of this amendment is to extend the solicitation closing date, document the pre-proposal/site visit attendance, apply drawing/specifications and to answer question.

This amendment will extend the solicitation closing date to July 8, 2021 at 1 pm MS. The pre-proposal/site visit attendance roster, drawings/specification changes and answers to questions on the following pages of this amendment.

All other terms and conditions remain the same.

Questions submitted in writing are answered as follows:

Q1: Cattleguard disposal method?

A1: Off-site at contractor’s discretion

Q2: Why is temporary traffic control 90 days if contract time is longer than that?

A2: The 90 days is an estimated time for stationing flaggers on site (during construction operations that will affect traffic flow, such as culvert installation, aggregate placement, etc.).

Other temporary traffic control signs shall remain up for the duration of the project and are incidental to the contract.

Q3: Winter shut down dates?

A3: At contractor’s discretion and risk. Usually mid-November to late May or early June.

Q4: Why is base aggregate surfacing 1.5 inch minus (4 inch depth) and optional aggregate ¾ inch minus (4 inch depth)?

A4: The base aggregate is for 4 inches of compacted 1.5 inch minus base course; if the optional aggregate is awarded, this will consist of an additional 4 inch compacted of ¾ inch surfacing on top of the 1.5 inch minus (8 compacted inches depth total). The optional items may or may not be awarded, depending on the availability of funding.

Q5: Will there be subgrade work and what will this consist of?

A5: Yes, the subgrade must be reshaped to an acceptable template and must be approved by CO or COR prior to placement of aggregate surfacing. Some sections on the road have been bladed wide from the County’s grader operators; these sections must be pulled in to an acceptable width prior to surfacing.

Q6: The road template shows a 2-4% crown. Was the aggregate quantity calculated with a 2% or 4% crown?

A6: The subgrade should also be shaped to a 2-4% crown prior to placing aggregate surfacing, so the quantity should be the same, whether it was calculated at 2% or 4%.

Q7: Are there any entrenched sections of the road?

A7: No major entrenchment where the road needs to be raised/turnpiked. However, there are some sections with subgrade issues, which are evident by geo-textile material coming up through the road surface. Item #204 Excavation and Embankment is in the Schedule of Items to address these subgrade issues.

Q8: Is dust control required?

A8: Watering for dust control is not included as a separate bid item. During aggregate placement and compaction, watering may be necessary to achieve acceptable compaction, but the method of achieving optimal moisture and compaction is up to contractor.

Q9: Fire control requirements?

A9: See FAR clauses for fire control requirements. Contractor is responsible for fires they start.

Fire extinguishers are required on all equipment.

Q10: Is there a water source on-Site?

A10: If using water source on-Site, it needs to be approved by District Ranger and Forest Supervisor prior to use. For now, assume that no water source will be available on-Site.

Q11: What are density testing requirements?

A11: Forest Service will require testing after each 1000 tons of aggregate material. Weight tickets will also be collected by the Forest Service. Forest Service will also be doing on-Site Quality Assurance inspections. Forest Service is not responsible for contractor’s Quality Control.

Contractor’s work must meet compaction and density requirements stated in the FP-14 and Forest Service Supplemental Specifications (FSSS).

Q12: Is seeding required?

A12: Section 625 Turf Establishment is included in the Forest Service Supplemental Specifications (FSSS), but there is no separate bid item for seeding, so it will not be included in this project.
