Q: When public access is mentioned, does that include the river?
A: Yes
Q: How long can bridge be out to get abutment set?
A: May be a typical bridge contract, but will confirm with ranger
Q: Can you give us an estimated weight of the existing bridge?
A: Please refer to exhibit 4
Q: Is Elk Hart trail head accessible either foot traffic or motor vehicle?
A: The trailhead is accessible by motor vehicle;
the project site is only accessible by foot or stock since it is in the wilderness.
Q: Section C.10 - roadway area adjacent to project site. Is that the roadway before the trail?
A: This is referring to staging area at the site.
Temp staging area outside of wilderness which will be the White Pine ski area.
Q: Is there a staging area at the site?
A: Yes, on and off the site.
Q: Where is the staging area is going be? Is that up to the contractor or the forest?
A: The staging area will be at the White Park ski area, approximately 10 miles northeast of
Pinedale.
Q: Project site is near the meadow area. Is there wet land that we need to be aware of to cross that bridge?
A: Yes, but not sure the extent of the wet land.
Forest will be designating staging area next to the bridge, which will not be in a wetland.
Q: Does the prime contractor have liability insurance to include sub? Please clarify insurance requirement for the helicopter. The way

helicopter both need to have insurance on the helicopter?
A: Each company is to have their own liability insurance to cover their operations. The resulting contract would be with the prime;
therefore, no privy of contract between the prime and their sub-contractors.
Q: On page 57 of 59 of the solicitation under
Solicitation in Advance of Funding it states fund are not presently available for this effort.
A: Funds are available, and this amendment will remove "Solicitation in Advance of Funding" from this solicitation and any resulting contract.
Q: How far is the borrow site and is the bridge site going to have to have a professional surveyor?
A: Suitable material is available at the site and nearby, a specific borrow site not identified. As for survey, no since it has already been completed, although more points could be provided if necessary.
Q: So, if it has been survey are there some center line?
A: Yes.
Q: Old bridge will be where the new bridge is at?
A: No change in alignment
Q: Drawings page 2 note regarding class A (AE) concrete should not be there?
A: Yes, should be pre-cast.
Q: When we are ready to bring in new bridge, do you want old one bridge on site until new one is ready? If you do, what if handrails are pulled off are, we going to be expected to put handrails off old bridge until helicopter passes?
A: We are not specifying installation. If you want to use the old one as the platform, that would be the discretion of the contractor. Not addressed on plans. Specifications states "shall be kept open as long as possible". The helicopter load is limited to 4,000 pounds with the reason being to keep loads low so that a helicopter is more likely to be available since the larger helicopters won't be needed. pier will be demolished and new pier will not be required as shown on sheet 3.
Q: Will the new bridge be in the same area as existing bridge area?
A: Note on sheet 3 that say remove existing bridge and can see limits of existing and new bridge.
Q: Are the helicopter lifts restricted to 2 days or will the contractor be allowed to schedule them as needed?
A: The helicopter days are meant to be restricted to a total of two days, whether that mean 4 half days or two whole days or some other combination of times to total two days. It is also not a strict limit, but the number of helicopter days will be limited to reduce impact.
Q: Is there enough suitable aggregates at the site or are you anticipating the need to import from a commercial source?
A: This was discussed in the early design phase and it was decided that there was enough material either at the site or within a reasonable distance nearby.
Q: Will alternative bridge types be considered on this project?
A: We won't be considering alternative bridge types on this project.
Q: Project completion date shows 09/30/2022.
Would work be extended to end of October?
A: Since the site will start to become inaccessible and will start to have lots of conflicts with elk hunting and hunters an extension would not be considered.
Q: Are we restricted to 90 working days prior to the completion date of 9/30/2022 or are the working days open as long as it is completed by
9/30/2022?
A: All work shall be completed at the end date of
September 30, 2022. This amendment shall remove the 90-day requirement.
Q: Could you send me the list of bidders or plan holders for this project?
A: Since this project has been posted on the

Bridge Project on the Bridger-Teton National
Forest, is there is a pre-approval process for bridge fabricators/suppliers for this project?
Also, I have received the specs for the bridge but no plans, could you please send these to me?
A: If there is a specific prime contractor looking for a bridge supplier, please would work directly with the prime to become one of their suppliers/sub-contractors. Q: Has a pick up location for bridge components been identified or is this contractor responsibility?
A: It will be the contractor's responsibility to decide the best location for picking up bridge components.
Since the site is currently not accessible, photos from 2016, 2018, and 2020 are being uploaded and can be found at the GPE website listed above.
All other terms and conditions remain the same.
