(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a Request for Quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2023-04.

(iv) This procurement is set aside for 100% Total Small Business. The NAICS code is 336212 and the Small

Business Size Standard is 1000 Employees.

(vi) Description of Requirement

This trailer will be used to haul broken down trucks that can be 82.1” wide. It will also be used to haul bobcat equipment as well as supplies across Forest dirt roads.

GVRW of 14,000 lbs. to accommodate full sized 1-ton long bed truck as well as other equipment and supplies and still be within the 10% weight reduction.

(xi) 52.252-6 Authorized Deviations in Clauses (NOV 2020)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the clause.

(xii) 452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer

(CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(xvii) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the lowest priced technically acceptable quoter, price and other factors considered. The following factors shall be used to evaluate quotes:

Factor#1 - Technical Capability:

Sub-Factor #1 - Quoted Items: Quote must provide information confirming that the items/service meet the specifications in the description section (check boxes), in addition, product specification sheets or brochures may also be submitted to ensure that the quoted equipment meets the specifications in this solicitation.

Sub-Factor #2 – Ability to meet delivery date: Quote must include certification (see schedule of items) that the required delivery date can be met (or in the event that it cannot be met, the earliest possible delivery date based on the information provided in the schedule of items.

Factor #2 – Experience/Past Performance:

Sub-Factor #1 – Experience: Quote must demonstrate experience in providing trailers. This can be demonstrated through past contracts. (see Exhibit #1 Experience and Equipment

Questionnaire).

Sub-Factor #2 – Past Performance: Quote must demonstrate past performance (how well similar work was performed). This can be demonstrated through providing references (see Exhibit #1

Experience and Equipment Questionnaire).

The Government may also use past performance information obtained from other than the sources identified by the quoter. Information obtained from the Past Performance Information Retrieval

System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized.

PPIRS functions as the central warehouse for performance assessment reports received from several

Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” will be considered

“acceptable.”

(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the

Government may accept a quote (or part of a a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Technical and past performance, when combined, are equal in importance to price.
