(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a _ Request for Quotation (RFQ)_.

(vi) Description of Requirement
The United States Department of Agriculture (USDA), Forest Service (FS), Uinta-Wasatch-Cache National
Forest, has a need to rent a 15 ton 84” smooth drum compaction roller for road maintenance activities. The roller must have an enclosed cab with AC/heat, radio, mirrors, rotary hazard beacon, 84” wide smooth drum with rubber tires on the rear drive axles.

(x) 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or
Equipment (NOV 2021)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or
Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph
(v)(2)(ii) of the provision at 52.212-3.
(d) Representation. The Offeror represents that—

(xi) FAR 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony
Conviction under any Federal Law. (FAR 52.209-11)(FEB 2016)
(a) As required by sections 744 and 745 of Division E of the Consolidated and Further Continuing
Appropriations Act,2015 (Pub. L. 113-235), and similar provisions, if contained in subsequent appropriations acts, the Government will not enter into a contract with any corporation that—
(1) Has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that suspension or debarment is not necessary to protect the interests of the Government; or
(2) Was convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this action is not necessary to protect the interests of the Government.
(b) The Quoter represents that—

(xii) 52.212-2 Evaluation – Commercial Products and Commercial Services (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to this combined synopsis will be most advantageous to the Government, price and other factors considered. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The following factors shall be used to evaluate quotes:
The following factors and subfactors will be used to determine technical acceptability. Quoter shall provide the information necessary, to evaluate the following factors and subfactors:
In descending order of importance are
1. Technical Capability of the Roller Offered.
2. Experience Renting Equipment.
3. Past Performance.
Factor #1 – Technical Capability of the Equipment Offered: In order to be considered for award, quoter must at a minimum, demonstrate adequate experience and technical capability of the services quoted to meet or exceed the technical specifications. Specifically, the Government will evaluate for the following:
Subfactor #1.1 – Technical capability of the Roller offered to meet or exceed the specifications listed in this combined synopsis. Include year, make, and model of Roller.
Subfactor # 2 – Bio-Based products used to operate/maintain the Roller.
Factor #2 – Experience Renting Equipment: Quote shall demonstrate 3 or more years of experience providing similar rental equipment.
Factor # 3 – Past Performance: Quoter must, have a recent past performance rating of acceptable/satisfactory or higher for same or similar services. The quoter must provide at a minimum three references for past performance, including any proposed subcontractor. References should include contact name, phone number and email, and a description of the services provided. The past performance should indicate successes of the contractor in completing/meeting performance requirements and customer satisfaction as well as address any problems.
Subfactor #1 – Recency of present/past performance in relation to this effort: The Government considers “recent” present/past performance to be within the past 3 years.
Subfactor #2 – Relevancy of present/past performance in relation to this effort: The Government considers “relevant” present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this combined synopsis requires.
The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea
Logistics Center Detachment Portsmouth.
NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability,“unknown” will be considered “acceptable.”
Factor #4 – Price: Award will be made to the quoter whose quote represents the best value to the
Government.
Technical and past performance, when combined, are _equal in importance to price_
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Quoter shall identify the bio-based products to be purchased and used under this contract. For each bio-based product, specify the name of the manufacturer, cost of each product, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract. For each bio-based product, the Quoter shall specify the percentage of bio-based content, and for the USDA-designated bio-based content products, the Quoter shall demonstrate that the products to be used under this contract will contain the percentage specified in the USDA recommendations or the highest level of bio-based material practicable, consistent with USDA's recommended percentages of bio-based content.

(xviiii) 52.217-8 Option to Extend Services (Nov 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _60 days_.
(xx)52.217-9 Option to Extend the Term of the Contract (Mar 2000)
(a)The Government may extend the term of this contract by written notice to the Contractor within _30_;
provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least

(xxiii) 452.204-70 Modification for Contract Closeout (OCT 2021)
Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:
(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for de-obligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
