Description of Requirement

The Contractor shall provide all management, tools, equipment, and labor necessary to ensure that janitorial services performed at the Warehouse located in New Meadows, Idaho, are in a manner that will maintain a satisfactory facility condition and present a clean, neat, and professional appearance.

Location

The New Meadows Forest Service Warehouse, located at 3674 Highway 95. The Warehouse is a single-story building. The Contractor is only responsible for cleaning the main entry on the east side of the building, the two carpeted rooms, two restrooms, and the drinking fountain in the building.

The contract area consists of approximately 817 square feet, of which approximately 631 square feet are carpeted.

STATEMENT OF WORK

Schedule of Work. The contractor shall perform the services required under this contract during the following hours. Services are to be performed before the hours of 7:00 am or after 6:00 pm, unless otherwise directed. The contractor is not required to perform services on Federal Holidays.

Mandatory 2 days a week for cleaning. Wednesday being one day. The other cleaning day can be anytime between Friday afternoon - Sunday evenings.

The number of servicing vary based on the time of the year; they are as follows:

Cleaning Services: The following services are to be performed upon each servicing, except those determined to be periodic services.

Non-Carpeted Floors (Hard Floors: Vinyl Tile, Ceramic Tile, Wood, Concrete, etc.). Hard floors shall be maintained free of grit, soil, dust, scuff and heel marks, stains, spills, debris, litter and other foreign matter by effective routine cleaning. Cleaning shall be accomplished by the most appropriate method (vacuum, sweep, dust mop, damp mop, spot clean, etc.) and with cleaning solutions if applicable, for the specific floor type.

After cleaning, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water. Baseboards, comers, and wall/floor edges shall also be clean. Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.

Carpeted Floors. Carpets shall be maintained free of soil, dirt, debris, litter and other foreign matter by effective routine vacuuming. Efficient vacuum cleaners shall offer high airflow, high efficiency filtration, and an adjustable rotating brush agitation for more effective soil removal. Any spots and/or spills shall be removed by the carpet manufacturer's approved methods or other commercially accepted practices as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the Contracting Officer Representative (COR). Area and throw rugs shall also receive this service.

Chairs, trash receptacles, and other easily moveable items shall be moved to maintain floors underneath these items and returned to their original and proper position after cleaning.

Stairways/Elevators. All floor surfaces shall be cleaned in accordance with paragraph 1.2.1 or 1.2.2, as appropriate. Stair guards, handrails, wall caps and baseboards shall be free from grease and grime. The Contractor shall remove all marks, dirt, smudges, scuffs, and other foreign matter from adjoining stairwell walls, up to 72 inches height from stair tread level, to provide or maintain a clean, uniform appearance.

Clean Floor (Walk-Off) Mats. Vacuum and/or clean interior and exterior floor mats. Mats shall be free of all visible lint, litter, debris, soil and other foreign matter. Soil and moisture underneath mats shall be removed, and mats returned to their normal location.

Dusting. Surfaces must be free of dust, lint, cobwebs, and litter. Surfaces could include items such as credenzas, file cabinets, light fixtures, tables, shelves, bookcases, storage lockers, windowsills, hand rails, pictures, clocks, window blinds, ceiling fans, upper and lower vents, etc., excluded are computer terminals and keyboards.

Windows/Interior Glass. All windows and interior glass, including glass in doors (entryway, etc, to include exterior), partitions, walls, display cases, and directory boards shall show no traces of film, dirt, smudges, water, or other foreign matter.

Drinking Fountains. Contractor shall clean all drinking fountains. All porcelain and polished metal surfaces, including the orifices and drain, as well as exterior surfaces of fountains shall be cleaned and disinfected.

Drinking fountains shall be free of streaks, stains, spots, smudges, scale, hard water deposits, and other obvious soil.

Replace light bulbs and tubes. Contractor shall replace any light bulbs and/or tubes which are burned out or defective.

Restrooms and all sinks Cleaning Services: The following services are to be performed upon each servicing, except those determined to be periodic services.

Clean and Disinfect. All surfaces of sinks, toilets, urinals, lavatories, dispensers, plumbing fixtures, partitions, dispensers, doors, walls, partitions, stalls, stall doors, entry doors (including handle, kick plates, ventilation grates, metal guards), walls, and other such surfaces shall be cleaned and disinfected using a germicidal detergent. Restrooms shall have a clean scent or no odor at all. Toilets and urinals will be free of spots, water spots, scale buildup, soap scum, odors, and any other deposits. Mirrors shall be clean and have no streaks or other removable matter. Partitions shall be smudge, stain free. Vents (within 72 inches of the floor) shall be clean. Restroom sinks, countertops, and fixtures shall be free from water and scale deposits, soil, streaks, and other removable matter. Walls and grout shall be free of all firm, spots, and detergent buildup.

Restroom Floor Care. All floor surfaces shall be maintained in accordance with paragraph 1.2.1 by effective routine cleaning. Moveable items shall be tilted or moved to sweep and damp mop underneath. Grout on the wall and floor tiles shall be free of dirt, scum, mildew, and residue.

Maintain Waterless Urinals. Contractor shall provide and maintain the required chemicals and replace eco- traps for the Waterless brand urinals.

Contractor shall service urinals at the same time and each time they are cleaning the restrooms. Immediately after restrooms have been cleaned contractor shall replace eco-traps as needed and service with BlueSeal.

Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so any provided supplies including toilet tissue, paper towels, and hand soap does not run out. Supplies shall be stored in designated areas.

Periodic Cleaning Services: (Services performed on a weekly, monthly, bi-monthly, semi-annual, annual basis)

Periodic Oversight: (Every week) Wash glass doors in all entryways (inside and outside) with appropriate cleaner in accordance with paragraph 1.2.6. Clean ceiling comers of cobwebs in accordance with paragraph 1.2.5. Sweep outdoor sidewalks, stairs, and entryways to be free of debris.

Periodic Dust Venetian Blinds, Inside Window Cleaning, Shampoo Carpets and Wax all tile floors. (Every four months:

Feb/June/Oct before the 2nd Friday) Dust venetian blinds in the window frames. Wash inside windows and remove dust, cobwebs and insects which have accumulated between window and screen.

Wash window sills and frames. In accordance with paragraph 1.2.6.

Carpets shall be deep cleaned in order to remove embedded soil from carpet fibers. Deep cleaning shall employ an effective technique and/or method to address soil suspension, soil extraction and drying.

After deep cleaning, the carpeted area shall show an improvement in visible appearance. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs, and other similar items. Chairs, trash receptacles, and other items shall be moved to clean carpets underneath and returned to their original location after the carpet has dried.

All tile floors shall be cleaned, scrubbed, stripped, sealed, polished, and, waxed, as required for the appropriate surface to maintain, protect and ease normal routine floor cleanings. After periodic maintenance, floor surfaces to include grout shall have a uniform, clean appearance without streaks, swirl marks, detergent residue, or any evidence of soil, stain, film, or standing water.

Periodic Cleaning: Clean Windows Outside. (April/September before the 2nd Friday) Using the appropriate cleaner wash and dry all windows on the inside and outside. Remove insect nests within three feet of windows on the outside. When completed there should be no traces of film, dirt, smudges, water, or other foreign matter.

Periodic Cleaning of Light Fixtures. (May/October before the 2nd Friday) Remove and wash all light fixtures and panels, clean between fluorescent tubes. Dust and remove insects, cobwebs, and other foreign material.

Contractor-Furnished Equipment. The contractor shall provide and maintain all equipment necessary to perform the requirements of this contract. The contractor may perform cleaning, minor repair, and other normal maintenance requirements of equipment on site.

All equipment used in the performance of this contract shall be in good operable condition and carry a U/L (Underwriters Laboratory) listing. Equipment found to be unsafe and unable to function as designed, shall not be used in performance of this contract. The contracting officer or designated representative may inspect the contractor's equipment and direct the removal of any unsafe or unusable equipment or vehicle from the installation.

The contractor shall provide adequate numbers of equipment items to effectively fulfill the scope of this contract. In addition, the contractor shall maintain or have backup capability to provide continued service in the event primary equipment is down for extended maintenance or repairs.

Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract.

11-2 - Project Location

Work required under this contract is at the Forest Service owned building recognized as New Meadows Ranger District Warehouse, Payette National Forest, in the town of New Meadows, at 3674 Highway 95, New Meadows, Idaho 83654.

11-3 - Period Of Performance

a. Base Year - The period of performance for this contract is August 15, 2022 - August 14, 2023.

b. Option Year One - If the option for year one is exercised, the period of performance is from August 15, 2023 - August 14, 2024.

c. Option Year Two - If the option for year two is exercised, the period of performance is from August 15, 2024 - August 14, 2025.

d. Option Year Three - If the option for year three is exercised, the period of performance is from August 15, 2025- August 14, 2026.

e. Option Year Four - If the option for year four is exercised, the period of performance is from August 15, 2026 - August 14, 2027.

11-4 - Government-Furnished Property

The Government will provide the following items of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

The Government will deliver to the Contractor the following listed materials in accordance with the Government-Furnished Property Clause FAR 52.245-4:

1. The Forest Service shall provide the following supplies:

Toilet Paper - Paper Towels - Keys to the Building

If the Government fails to make timely delivery of such Government-furnished property suitable for its intended use and upon timely notification from the Contractor, the Contracting Officer shall make an equitable adjustment of contract delivery performance dates or contract price, or both.

A key or a listing of numbers that activate the combination door lock(s) for access to the office building will be issued to the Contractor. In case of loss of said key, the Contractor will be billed for the changing of all locks to the building. The provided listing of numbers that activate the combination door lock(s) shall remain confidential by the Contractor. The listing of numbers that activate the combination door lock(s) will be changed periodically by the Forest Service and the Contractor will be apprised of the combination change. If the Contractor is not apprised of the combination change, it will be the Contractors responsibility to contact the COR (COR contact information will be provided at the time of award.

All Government furnished property will be located at the Office

Building for use by the Contractor on-site. Upon completion of the contract, equipment or supplies identified above shall remain the property of the Government. The Contractor shall inform the designated Forest Service Contracting Officer Representative (COR) when supplied equipment or supplies identified need replacement. Written notification, communication by cell or landline phone, or communication by electronic messaging (text or email) shall be supplied to the designated Forest Service COR sufficiently in advance (1 week) to allow the COR to inspect, repair or acquire new equipment or supplies.

The Contractor shall be liable for the loss, damage or destruction of Government furnished property except for ordinary wear and tear, until completion of contracted work.

11-5 - Contractor-Furnished Property

The Contractor shall furnish:

a. All necessary supplies and materials including but not limited to trash bags and hand soap.

b. All Safety Data Sheet (SDS) for all chemicals used in the cleaning of these buildings. SDSs shall be given to the COR prior to use.

c. All necessary cleaning equipment, which must be properly guarded and meet all OSHA standards. Such equipment shall be of the size and type customarily used by the janitorial profession. The vacuum cleaner shall be commercial type and capable of handling sand and gravel brought in by boots. Equipment designed for home use will not meet this specification.

d. Personal protective equipment including but not limited to gloves, hearing protection and eye protection.

11-6 - Bio-Preferred Products

The Contractor must comply with the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the Food, Conservation and Energy Act of2008 (FCEA), 7 U.S.C. 8102; the Federal Acquisition Regulation; Executive Order 13514, "Federal Leadership in Environmental, Energy and Economic Performance,' dated October 5, 2009; EO 13423, "Strengthening Federal Environmental, Energy and Transportation Management," dated January 24, 2007; and Presidential Memorandum, "Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement," dated February, 2012 to provide biobased products.

11-7 -Technical Specifications

a. Basic Cleaning Services. The Contractor shall accomplish all cleaning tasks to meet the requirements of this Statement of Work (SOW).

1. Maintain Floors. All floors, except carpeted areas, shall be swept, dust mopped, damp mopped, wet mopped, dry buffed, and spray buffed, as needed, to ensure they have a uniform, glossy appearance and are free of dirt, debris, dust, scuff marks, heel marks, other stains and discoloration, and other foreign matter.

Baseboards, corners, and wall/floor edges shall also be clean. All floor maintenance solutions shall be removed from baseboards, furniture, trash receptacles, etc. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items. All moved items shall be returned to their original and proper position.

2. Remove Trash. All trash containers shall be emptied http://www.biopreferred.gov/ and returned to their initial location. Boxes, cans, and papers placed near a trash receptacle and marked "TRASH" shall be removed. Any obviously soiled or tom plastic trash receptacle liners shall be replaced.

The trash shall be deposited in the nearest outside trash collection container. Trash receptacles shall be left clean, free of foreign matter and free of odors.

3. Remove Recycling. All recycling containers shall be emptied and returned to their initial location. Any noticeable soiled or torn recycling receptacle liners shall also be replaced. Recycling materials shall be removed from the property and properly recycled.

Receptacles shall be left clean, free of foreign matter and free of odors. Cardboard boxes shall be gathered and properly recycled.

4. Clean Interior Glass/Mirrors. Clean all interior glass, including glass in doors, partitions, walls, display cases, directory boards, etc. After glass cleaning, there shall be no traces of film, dirt, smudges, water, or other foreign matter.

5. Clean Drinking Fountains. Clean and disinfect all porcelain and polished metal surfaces, including orifices and drain, as well as exterior surfaces of fountain. Drinking fountains shall be free of streaks, stains, spots, smudges, scale, and other obvious soil.

6. Vacuum Carpets. Vacuum carpeted areas. After vacuuming, the carpeted area shall be free of all visible dirt, debris, litter, and other foreign matter. Any spots shall be removed by carpet manufacturer's approved methods as soon as noticed. All tears, burns, and raveling shall be brought to the attention of the government representative. Area and throw rugs are included to receive this service.

I. Clean Carpets. Spot clean or shampoo dirty carpets over an area of 2 square feet or less.

Spots must be removed immediately.

7. Vacuum and Clean Floor Mats. Vacuum and clean interior and exterior floor mats. After vacuuming or cleaning, mats shall be free or all visible lint, litter, soil, and other foreign matter. Soil and moisture underneath mats shall be removed, and mats returned to their normal location.

8. General Spot Cleaning. Perform spot cleaning on a continual basis. Spot cleaning includes but is not limited to removing, or cleaning smudges, fingerprints, marks, streaks, spills, etc., from washable surfaces of all walls, partitions, vents, grillwork, doors, door guards, doorhandles, push bars, kick plates, light switches, temperature controls, and fixtures. After spot cleaning, the surfaces shall have a clean uniform appearance, free of streaks, spots, and other evidence of soils.

9. General Dusting. All horizontal surfaces must be dusted or cleaned to eliminate dust collection. All countertops and tabletops will be free of all visible dust, debris, litter, and other foreign matter.

10. Lights. Clean the light fixtures in the bathrooms and any light fixture covers that attract bugs and dust such that no bugs or dust is noticeable.

Contractor shall be responsible for making sure that all building lights are turned off, windows are closed and locked, doors are locked and the Forest buildings and offices are left in a safe and secure condition when janitorial services are completed and the Contractor is ready to leave.

b) Basic Restroom and Utility Room Cleaning Services. The Contractor shall accomplish all cleaning tasks to meet the requirements of this SOW.

Restroom services are to be performed two (2) times per week all year long.

1) Clean and disinfect. Completely clean and disinfect all surfaces of sinks, toilet bowls, washbasins, base of toilet, urinals, lavatories, dispensers, plumbing fixtures, partitions, doors, walls, and other such surfaces, using a germicidal detergent. After cleaning, receptacles will be free of deposits, dirt streaks, and odors. Disinfect all surfaces of partitions, stalls, stall doors, entry doors, (including handles, kick plates, ventilation grates, metal guards, etc.), and wall areas adjacent to wall mounted lavatories, urinals, and toilets. All floor and sink drain traps should be free of debris, residue, and odors. Clean and disinfect all porcelain and polished metal surfaces, including the orifices and drains.

2) Descale Toilet Bowls and Urinals. Descaling shall be performed monthly as a minimum and as often as needed to keep areas free of build-up i.e., soap film, hard water deposits, and build-up. After descaling surfaces shall be free from streaks, stains, scale, scum, urine deposits and rust stains.

3) Sweep and Mop Floor. After sweeping and mopping, the entire floor surface, including grout, shall be free from litter, dirt, dust, and debris. Grout on wall and floor tiles shall be free of dirt scum, mildew, residue, etc. Floors shall have a uniform appearance without streaks, swirl marks, detergent residue or any evidence of soil, stain, film or standing water. Moveable items shall be tilted or moved to sweep and damp mop underneath. Floors shall be stripped, scrubbed, waxed etc., as necessary to maintain sanitary conditions and a clean uniform appearance.

4) Stock Restroom Supplies. Contractor shall ensure restrooms are stocked sufficiently so that supplies including soap for the soap dispensers, toilet tissues and paper towels do not run out. Supplies shall be stored in designated areas. No overstocking shall be allowed. If supplies run out prior to the next service date, Contractor shall refill within one (1) day of notification.

5) Additional Cleaning Services. Vacuuming carpets, sweeping, and mopping floors and stairs. Cleaning glass or front and back entry doors and wiping off fingerprints and smudges. Dusting open areas of desks and bookcases where not covered with items (Do not move items/paper, etc.). Emptying wastebaskets, replacing bag liners. Placing trash in refuse bins located in parking lot.

c) Periodic Cleaning Services

1) Strip, Scrub, Seal and Wax Floors. Strip, scrub, seal, and wax floors as necessary to maintain a uniform glossy appearance. A non-skid wax is required. A uniform glossy appearance is free of scuffmarks, heel marks, wax build-up, and other stains and discoloration.

2) Clean Interior Windows. Clean glass surfaces of large picture window. After surfaces have been cleaned all traces of film dirt smudges, water and other foreign matter shall be removed from frames, casings, sills, and glass.

3) Clean Exterior Windows. After window has been cleaned, exterior frames, casings, sills, and glass shall be free of all traces of film, dirt, smudges, water, and other foreign matter.

4) Clean/Shampoo Carpets. All carpets shall be cleaned in accordance with standard commercial practices. A heavy-duty spot remover may be required in heavily soiled areas. After shampooing, the carpet area will be uniform in appearance and free of stains and discoloration. All cleaning solutions shall be removed from baseboards, furniture, trash receptacles, chairs, and other similar items. Chairs, trash receptacles and other items shall be moved to clean carpets underneath and returned to their original location.

5) Monthly Cleaning Services. Cleaning all windowsills, heat registers and ceiling vents. Cleaning windows and windowsills in foyer. Removing stains from carpet.

Cleaning smudges from walls, doors, and doorways.

Dusting and polishing all wood cabinets and wood counter in front office.

6) Once Every Three Months. Dusting and cleaning all ceiling light fixtures, specifically light fixtures with covers in upstairs hallway and in women's and men's bathrooms and light fixtures in the basement hallway.

Covers shall be removed and cleaned. Dust cleaning all hanging fixtures and pictures in the front office and hallway.

7) In the entrance, during inclement weather, remove water, mud or snow from entrance doors and floors to keep clean and dry. Entrance is to be clean and dry before Contractor leaves at the end of work.

(2) While not required, the Contractor may include in its subcontracts for commercial products and commercial services a minimal number of additional clauses necessary to satisfy its contractual obligations.

52.217-8 Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within _30 days.

52.217-9 Option to Extend the Term of the Contract (Mar 2000)

(a)The Government may extend the term of this contract by written notice to the Contractor within _30 days provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least ___60__ days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b)If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c)The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

52.252-6 Authorized Deviations in Clauses (NOV 2020)

(a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of “(DEVIATION)” after the date of the clause.

(b) The use in this solicitation or contract of any Agriculture Acquisition Regulation (48 CFR __4___) clause with an authorized deviation is indicated by the addition of “(DEVIATION)” after the name of the regulation.

452.204-70 Modification for Contract Closeout (OCT 2021)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) If the bilateral modification and Release of Claims are not returned to the CO within 60 days, the CO shall release the modification as unilateral and proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.
