Description of Requirement
Project NNF&G Pine Ridge Ranger District Road Maintenance
General Information
1.0 Scope of Work
The intent for this contract is to perform and complete Level 3 road maintenance activities on designated roads on the Pine Ridge Ranger District as specified (FP 14 specifications) and as Shown on the Drawings.
2.0 Background
The Pine Ridge Ranger District of the Nebraska National Forests and Grasslands stretches from the ridge south of Chadron, NE to the grasslands of Sioux county north of Crawford, NE.
Summers can be hot and dry with winters cold and snowy. The nearest towns for lodging, food, and fuel are Crawford and Chadron Nebraska. The district office is in Chadron, NE.
Contractor Requirements
3.0 Technical Requirements / Tasks
The intent for this contract is to perform and complete Level 3 road maintenance activities on designated portions of roads on the Pine Ridge Ranger District as specified (FP 14 specifications) and as Shown on the Drawings.
The intent of this work is to allow water to flow off the road with as much crown and out slope reconstruction as possible within the specifications shown. Do not leave a berm of material along the road surface that would inhibit positive drainage away from the road surface. Please refer to section 101.04 of the Road Maintenance Specification for definition of blading.
Contractor shall have full use of the Project site during the maintenance period. Contractor's use of premises is limited only by the Government's right to perform work as needed using these roads for access. Confine storage of equipment to areas as approved by the CO. Depending on environmental conditions, normal fire restrictions may apply to activities associated with performance under this contract. Any permits required for this type of work by Local, State, or Federal laws or regulations shall be obtained by the Contractor.
The road blading log, see attached, identifies roads and specific sections of each road that are included in the project. The road log also identifies appurtenances (i.e. cattleguards and culverts) associated with each road.
3.1 General Site Conditions
The designated roads within this project are 12-16 feet wide or less and have numerous curves, rolling terrain, different road surfacing material, ditches, leadoff ditches, and metal culverts. The successful contractor shall not cause adverse damage to the ditches and culverts and is responsible for adjusting work as necessary to meet the intent of this project.
The road surfacing varies from one road to another and within segments of each road. Surfacing may be aggregate base material to a local mud-rock aggregate mixture to native sand. Special care must be taken to not damage (i.e. cut through) the mud-rock surface to the sand sub-base due to the nature of the material. Mud-rock acts as a protective “cap” over the sand to provide a stable surface for travel If the road shoulder material is mostly sand, it shall be bladed off the roadway onto the surrounding landscape. If the road shoulder material contains any aggregate material, this material shall be incorporated back onto the road surface.
The elevation of the site is approximately 3,700 feet above mean sea level.

5.0 Deliverables / Schedule
5.1 Deliverables:
The contractor is required to complete road maintenance on portions of roads identified herein and as specified in FP14 specifications. Acceptance of work is defined in section 106 of the specifications. Upon completion of performance under a specified section of road, the contractor will inform the COR in order for the COR to complete their inspection and approval process.
5.2 Schedule:
Maintenance will occur during the following months under the contract. Performance will be coordinated with COR prior to commencement of work.
Maintenance shall be performed on the designated roads two (2) times during this performance period.
Maintenance shall occur in the fall August-October and early winter (November-January) if weather and ground conditions permit.
6.0 Travel
Mobilization will not be a separately priced line item but should be considered as part of the unit price.

Provide a list of equipment operators who will be performing under this contact who have experience with the same or similar type work.

BIOBASED PRODUCTS
All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable; include the exclusive use of biobased products. The Contractor shall utilize the greatest number of biobased products available that meet applicable health and environment specifications. All supplies and materials to be used in the performance of work under this contract are subject to the approval of the Contracting Officer (CO).
The following is a list of categories for products that may be required for performance of custodial duties. Each product submitted for use under this contract must be identified with at least one of these categories (some products may be listed under more than one category).
Labeling shall be printed on all containers.
Diesel Fuel Additives
(1) Any substance, other than one composed solely of carbon and/or hydrogen that is intentionally added to diesel fuel (including any added to a motor vehicle's fuel system) and that is not intentionally removed prior to sale or use.
(2) Neat biodiesel, also referred to as B100, when used as an additive. Diesel fuel additive does not mean neat biodiesel when used as a fuel or blended biodiesel fuel (e.g., B20). 90% - Minimum Biobased Content.
b Hydraulic Fluids - Mobile Equipment
Hydraulic fluids formulated for general use in nonstationary equipment, such as tractors, end loaders, or backhoes.

c Penetrating Lubricants
Products formulated to provide light lubrication and corrosion resistance in close tolerant internal and external applications including frozen nuts and bolts, power tools, gears, valves, chains, and cables. 68% - Minimum Biobased Content.
d Greases - Truck
Lubricants composed of oils thickened to a semisolid or solid consistency using soaps, polymers or other solids, or other thickeners. Lubricants that are designed for use on the fifth wheel of tractor trailer trucks onto which the semi- trailer rests and pivots. 71% -e Gear Lubricants
Products, such as greases or oils, that are designed to reduce friction when applied to a toothed machine part (such as a wheel or cylinder) that meshes with another toothed part to transmit motion or to change speed or direction. 58% - Minimum Biobased Content.
f Fuel Conditioners
Products formulated to improve the performance and efficiency of engines by providing benefits such as removing accumulated deposits, increasing lubricity, removing moisture, increasing the cetane number, and/or preventing microbial growths within the fuel system. 64% - Minimum Biobased Content.
h Erosion Control
Woven or non-woven fiber materials manufactured for use on construction, demolition, or other sites to prevent wind or water erosion of loose earth surfaces, which may be combined with seed and/or fertilizer to promote growth. 77% -g 2-Cycle Engine Oils
Lubricants designed for use in 2-cycle engines to provide lubrication, decreased spark plug fouling, reduced deposit formation, and/or reduced engine wear. 34% - Minimum Biobased Content.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at FAR 52.215-2, Audit and Records- Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
