STATEMENT OF WORK
Scope of Contract
The purpose and intent of the contract is to obtain services for thinning of container seedlings, and removal of unwanted vegetation - hereinafter referred to as weeds - from specified nursery growing areas. The goal is to maintain conditions that are free of competition for crop plants and to prevent all weed species from reseeding or vegetatively reproducing, which will be accomplished through the removal from the nursery growing areas and transporting to a designated weed composting site at the J. Herbert Stone Nursery.
Description and Location
A. The J. Herbert Stone Nursery is located approximately 5 miles northwest of Medford, Oregon, between Central Point and Jacksonville.
B. A "Project" map will be provided at pre-work to show approximate project locations and Nursery layout. More detailed work area maps will be provided to the contractor prior to start of work.
Definitions:
-Plant Growth Bed (Seedbed) - Areas located between tractor paths in which plants are grown, generally including three to nine rows of seeds, cuttings, plants, etc. totaling 36 to 44 inches from outside row to outside row. For the purpose of area to be weeded, the width is considered sixty
(60) inches regardless of row spacing.
-Bed Foot - An area of Plant Growth Bed (Seedbed or Bed) that is the stated width by one foot in length. (See Sketch)
-Pathways (Tractor paths) - That portion of unplanted area utilized for access by tractors, foot traffic, etc. between plant growth Beds. For the purpose of area to be weeded, they are approximately twelve (12) inches wide on the interior paths and ten (ten) inches wide on the paths next to the pipeline but these distances may vary by several inches depending upon the placement of the plant growing beds.
-Weed - Any unwanted vegetation including grasses and forbs.
-Treatment Area - The identified and measured portions of the entire project area in which weeding is to be performed. Treatment areas will have readily identifiable boundaries such as roadways, pipelines, or adjacent fallow or cover cropped land.
-Unit (Nursery Field Unit) - The area between two pipelines extending from one side of a field to the other. Most units are approximately thirty-eight (38) feet wide. The lengths vary greatly depending upon the field.
-1-0 - Plants that are in their first growing season after having been sown from seed or started as cuttings, etc.
-2-0 - Plants that are in their second growing season after having been sown from seed or started as cuttings, etc.
-Transplants - Plants that have been started in another location as seedlings, rooted cuttings, plugs, etc. and moved (transplanted) into their present location. These may have been grown in containers or as bareroot plants and may have been transplanted either by machine or by hand.
-Grass and Forbs - Native species of grasses and forbs that are being grown for seed production.
-Thinning – Removing undesirable plants from individual plug cells of a styroblock so that one healthy seedling remains in each plug cell.
-Styroblock - A polystyrene container that measures 23.6 inches by 13.8 inches. A styroblock may contain from 45 to 200 plug cells per block.
Government Responsibility
A. Parking area for Contractor's employees: Entrance to parking area will be from Hanley Road.
B. Chemical Toilet facilities: The Government will provide chemical toilet facilities at locations along field roads adjacent to the work areas.

C. Contract work shall be performed during the hours of 6:00 a.m. to 4:30 p.m., Monday through Friday. The Contractor may request a written request from the COR to work on weekends, holidays, before-hours, and after-hours.

The notification shall be issued prior to the start of the next workday. If the contractor arrives prior to the notification and by 0800, then they will be guaranteed 8 hours of work. Weed density and the size of the project area will determine the performance time.
Work Standards
A. Weeds shall be manually removed. After each treatment, weed density levels shall be at or below the threshold levels stated below within all designated contract areas.
Weeds larger than 1/2 inch in diameter or 1/2 inch in height shall be considered as competing with crop plants. Threshold levels for such weeds are:
Stock Type Threshold (Weeds/acre)
Threshold (Weeds/bed feet)
Native Grass & Forbs 2,500 2 per 6.0 ft.
1 Year Old Seedlings (1-0)
2,500 2 per 6.0 ft.
