About this file
This document is an amendment to a solicitation for Roosevelt Harbor Dock Repairs. The Forest Service is seeking to repair the aluminum gangway and dock at Roosevelt Harbor. The amendment provides questions and answers from the pre-bid meeting, including clarification that the completion date in the solicitation of June 30, 2024 would take precedence over a field start date of 120 days from notice to proceed if the replacement gangway option is selected. Bidders are advised to demonstrate in their technical proposals why the replacement gangway option would benefit the government through a different construction timeline compared to restoration of the existing gangway. The amendment maintains the response date of June 19, 2023 at 4:30 PM ADT for receipt of offers.

Questions and Answers Roosevelt Harbor Dock Repair
Amendment 2: RFP 1240BJ23R0009
Q1: Is the technical specs missing from the Table and Figures listed on the Table of Contents after Division 31?
A: The Tables and Figures that are called out in the table of contents are listed in order of appearance within the Specification Divisions. The offeror can view each of the tables and figures by using the links embedded in the table of contents title to review as needed.
Unfortunately, some of the figures’ links are corrupted however it can still be searched in the tables.
Q2: Part 1.7B of the specifications requires sitework to start within 120 days of NTP. 52.211-10 of the solicitation packet provides for a completion date of 6/30/2024. Prefer to stick with the specified completion date in 2024, rather than a field start date. Considering current material lead times, we do not believe that 120 days is long enough to procure materials, especially if a new gangway is selected. This would put the project into the fall and winter months which would be unproductive. Prefer to perform the work in the Spring of 2024.
A2: An MOD PoP extension would be permissible if the replacement gangway option (Opt001) was accepted. Although, if the Opt002 was selected, it would not be justifiable to provide such a delay in NTP. The Offeror would be advised to demonstrate in their Technical Proposal why the selection of Opt001 would be preferable over Opt002 and the corresponding Construction timeline differences/ benefits to the gov’t for this option.
Q3: What is the makeup of the gangway? How much deterioration?
A3: Aluminum gangway, which has been sitting in water for one year. COR currently doesn’t see rust line or corrosion. Gangway was intact when it went down. Tech feels confident that a contractor could do restoration; that’s why it’s an option.
