This amendment publicizes the following Contractor questions and Government responses regarding Solicitation 1240BF25Q0035 (Fire and Carbon Monoxide Alarm and Notification System).
QUESTION 1
Also, when I was reading through the documents you guys sent over I don’t see an occupancy type for the building. Can you provide that please?

QUESTION 2
I also saw that it said you guys wanted to make it suitable for hearing impaired people so would you like horn/strobes in all the office spaces. Most occupancy types don’t require them in there. They’re only required in public areas or common areas most of the time but if you would like them throughout all spaces in the building, I can do that or I can just do code minimum requirements.
GOVERNEMENT RESPOSNE: Intent is to provide for both code requirements and provide additional protection for hearing impaired persons.
This amendment makes the following changes:
Attachment 1 - Performance Work Statement, General Information, 1.0 Background and Purpose, Purpose – Add the two sentences shown in blue below.
Purpose The Forest Service has a need to install a single integrated fire and carbon monoxide alarm system which serves both buildings and the hallway. The specific US Forest Service intent arises to address the needs of a hearing-impaired individual. However, the US Forest Service intends to have a system that serves not only the individual but all employees and customers that occupy the building. Therefore, the system must comply with all IBC, NEC, IFC, and NFPA 72 codes. Additionally, strobes shall be placed throughout the building even if applicable codes do not require them. These additional strobes shall meet applicable code standards and be intervisible throughout the buildings/hallway for hearing impaired persons. Connection to the internet and use of wi-fi is prohibited due to security purposes. The intent of this contract is for the US Forest Service to receive a functional turn-key project with no additional services, equipment, materials, or labor needed for functionality or restoration of the building.
QUESTION 3
Will the Contracting Officers accept a licensed Fire Protection Engineer (for Technical Capability Sub- Factor 2) in lieu of a Limited Class A Energy License and NCIET Level 2.
GOVERNEMENT RESPOSNE: A licensed fire protection engineer will be accepted in lieu of the Limited Class A Energy License and NICET Level 2
QUESTION 4
Will the Contracting Officers consider commercial Past Performance as acceptable?
GOVERNEMENT RESPOSNE: It depends on the type of commercial past performance. Past performance must be relevant. For additional information on relevant past performance see “FACTOR II – PAST PERFORMANCE” of the solicitation.
QUESTION 5
The existing Fire alarm system does not support CO detection and any like for like system would also not be able to detect co and Smoke. If we were to upgrade the system so that it could check these boxes then it would require an addressable fire alarm panel and addressable fire alarm devices which would add exponentially to the cost of this project. The quote I sent to Dustin was for just a panel swap. Let me know how you would like to proceed. Feel Free to give me a call if you need any clarification on this email.
GOVERNEMENT RESPOSNE: This question is irrelevant. There is no existing fire alarm system. The Contractor has likely confused this project with one with a similar name done earlier this year.
