This amendment publicizes the following Contractor questions and Government responses regarding Solicitation 1240BF25Q0033 - Road Maintenance Slater.
QUESTION 1
Have a question on Attachment 001, Task 6 – Mobilization (881) Sec. c. & d.
What type of supporting documentation will be required for accounting for the cost associated with mobilization?
GOVERNEMENT RESPONSE: There is no required documentation to show mobilization was complete. In general, a substantial amount of work should be completed before submitting an invoice which includes mobilization.
QUESTION 2
Is any brushing need to be done during the ditch cleaning?
GOVERNEMENT RESPONSE: Road maintenance specification Section 834 Roadway Drainage System Maintenance and acceptable quality levels state – ditch cleaning requires removing vegetation within 5 feet of the inlet end of drainage structures or in ditches that interferes with the flow. Ditch clean is complete when no obstructions remain in the defined area.
QUESTION 3
Attachment 1 Sec. 9.0, for the quality control, for this project are you looking for the contractor to develop a quality control plan and provide a company QC inspector or are you looking for the contractor to hire an out side firm to develop a quality control plan and provide a 3rd party inspector.
GOVERNEMENT RESPONSE: There is no requirement for a 3rd party inspector. The Contractor’s Quality Control Plan (QCP) is a document outlining the specific methods and procedures a Contractor will use to meet and verify the quality standards required by the contract. It serves to control project quality by defining acceptance criteria, scheduling inspections and testing, correcting deficiencies, and analyzing results to ensure the final product aligns with the Performance Work Statement.

Do you have any Avenza maps?
GOVERNEMENT RESPONSE: The Performance Work Statement (Page 1 of 15) states the following regarding avenza maps. Aside from this there are no additional avenza maps.

QUESTION 5
Will there be a job walk or at least a USDA representative that we could meet at the project next week?
GOVERNEMENT RESPONSE: There is no planned organized site visit for this project.
QUESTION 8
It is unclear if we provide the material needed or if the government provides the material? Also, where does the unsuitable material go that comes from the ditches and culverts? Normally we grade it back onto the roadway or off to the side of the road, depending on the situation and requirements.
GOVERNEMENT RESPONSE: Unless otherwise specified, the Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide road maintenance services.
See Section 32 Government-Furnished Property in the solicitation. A government furnished stockpile is available for the contractor’s use for Spot Surfacing 03-813(2). Material from culvert and ditch cleaning can be placed on the outside of the road as long as the material does not create berms or discharge into nearby waterbodies.
PWS, Page 5 of 15, delete 1200 below column header (Road Distance (Miles)).
QUESTION 9
It was unclear if we are required to pay certified payroll and/or fridge?
GOVERNEMENT RESPONSE: Certified payrolls are not required. These are typically not required for service contract work. The contractor shall comply with the solicitation’s Service Wage Determination attached. Please contact the Wage and Hour Division to determine applicable fringe benefits to be paid.
QUESTION 10
Date to begin work? We see the end date of Sept 1 2026.
GOVERNEMENT RESPONSE: The Schedule of Items states, “Estimated Start Date: 10/01/2025”. This is changed to: Estimated start work date: 5/1/2026.
As per the note on the Schedule of Items “Tasks are for post haul maintenance after danger tree removal. Do not start tasks until a schedule is approved by the COR”
We are expecting other contracts to be working in the area. The COR will order the work after the other contracts complete their work.
QUESTION 11
Where do we get Water for the road?
GOVERNEMENT RESPONSE: Existing water sources on government lands are available for use. A water source is located at the Jct. of FS Road 4904 and 4906, FS Road 4812540 Boland Lake, and other various water sources throughout the project.
QUESTION 12
Do you have a list of the Culverts you want clean Cleaned out Since there is a lot more culverts than you have on the list?
GOVERNEMENT RESPONSE: The COR will designate plugged or blocked culverts that need to be cleaned along the designated routes as per Section 19 -Road and Task List
QUESTION 13
Road 4906 Has A huge slide That has wiped out the whole road on two different places including wiping out the culverts. it looks like those culverts are not reusable and may need to be replaced.
Is that where the 200 yards of material goes for the back side?
GOVERNEMENT RESPONSE: The 200 CY of load, haul and place is intended to restore access through the slide by clearing debris and placing material to ramp through the slide area.
QUESTION 14
Also, the 1200 yards that you have That is at the end of 4803, Where specifically do you want that to go or is that for the whole project? We are Thinking about Trucking For all that material. Is there allowance for change orders on this project?
GOVERNEMENT RESPONSE: The 1200 CY of spot rocking is for the whole project. Spot rock will be placed at locations designated by the COR to fill potholes, repair, and stabilize short segments of road surfaces.
QUESTION 15
I have noticed that lately solicitations, including this one, are not including language about bonding. Is bid bonding no longer a requirement or perhaps has the minimum threshold been raised to require a bid bond? I don’t want to be caught off guard by not having secured a bid bond before the deadline for your project.
GOVERNEMENT RESPOSNE: A bid bond is not required for this project. Typically bonding is only required for construction contracts. This is a service contract.
QUESTION 16
Also, road 4906053 was inaccessible due to the slide so we were unable to look at it.
GOVERNEMENT RESPOSNE: The road conditions on the 4906053 road are similar to other project roads in the area. Please quote based on similar near by roads. If unusual/extreme changes are later found, such as a slide, the parties can make changes as needed via the commercial items changes clause FAR 52.212-4 (c) changes.
