About this file

This document is an amendment to a Request for Quotation (RFQ) for a federal contract opportunity to replace a failed submersible pump at the Eightmile Ranch on the Okanogan-Wenatchee National Forest near Winthrop, Washington. The purpose of the amendment is to provide vendors with questions asked and answers given related to the project, as well as to clarify details about the existing booster pump.

The RFQ seeks a contractor to furnish and install a new submersible pump, pipe, control panel, and related materials and labor to resume irrigation of approximately 25 acres of pasture at the ranch. The north well pump failed in 2023, and the original pump system from 2001 consisted of a submersible pump and a surface booster pump. The objective is to install a replacement submersible pump that can provide adequate flow to simultaneously operate two wheel lines and sprinklers, without requiring the surface booster pump. This is a small business set-aside procurement with a NAICS code of 221310 - Water Supply and Irrigation Systems.

(vi) Description of Requirement (including a list of any attachments)

SCOPE OF WORK

The goal of this project is to install a new irrigation pump that serves our north pastures at Eightmile Ranch on the Methow Valley Ranger District in Winthrop, Washington. Specific objectives are to have a contractor furnish a new submersible pump, pipe, control panel, materials, supplies and equipment for the replacement, provide all labor to complete the project including installation of pump and electrical control panel, and remove the old submersible pump and any unusable or damaged materials. Do not remove the existing surface booster pump (Baldor Reliancer, Industrial Motor Cat. No. JPL1511T, Spec. 37E285X47 SN F2206075888) as it will assist in achieving performance needs of the new submersible pump. Completed project will function to provide adequate flow to simultaneously operate two wheel lines and buckner riser sprinklers as outlined in the Project Background.

PROJECT BACKGROUND

Eightmile Ranch is located on the Methow Valley Ranger District, on the Okanogan-Wenatchee National Forest near Winthrop, Washington. Eightmile Ranch provides irrigated pastures that support our herd of 22 Forest Service horses and mules. We have 4 irrigated pastures, served by a north and south well. Each well operates two 6” irrigation wheel lines. The north well involved in this project provides water to approximately 25-acres of pasture with one 650ft wheel line, one 600ft wheel line, and 20 buckner riser sprinklers. In 2023, our submersible pump in the north well (Well Tag ID #AKW708) failed, and we were unable to irrigate our two north pastures. The original pump systems were installed around 2001 at Eightmile Ranch. The

The objective is to install a replacement submersible pump in the well that eliminates the need for the secondary surface pump.

TECHNICAL REQUIREMENTS / PROJECT TASKS

The North well pump is currently out of order. The old submersible pump (Franklin Electric Submersible Motor, Model #2261129020, SN 02L19-20-0183) and piping have been removed and a replacement system is needed to resume irrigation. The well ID tag is #AKW708 and is 93 feet deep. This well provides water to approximately 25-acres of pasture with one 650ft wheel line, one 600ft wheel line, and 20 buckner riser sprinklers. The wheel-line connections to the water main are at locations up to 1500ft from the well and are within 25ft of elevation gain.

Completed project will function to provide maximum flow to simultaneously operate two-wheel lines and buckner riser sprinklers.

Project Tasks:

Assess and research best installation options, products, and techniques for pump replacement based off of provided descriptions, irrigation needs, attached photos, well ID tag, and optional site visit to be coordinated by COR or Technical Contact. Mobilize to work site with adequate supplies, machinery, tools, and personnel to complete the project;

Install a submersible pump system which will fulfil flow needs, that does not require a booster top pump. Install all necessary control panel equipment including electrical components to existing electrical infrastructure; and

Remove the old submersible pump and any unusable or damaged materials. Contractor is responsible for disposal of any removed materials.

The location of the North well is at the Eight Mile Ranch, which is approximately 9 miles from Winthrop, WA via Eastside Chewuch Rd and NF-51. Lat/Long for the well: 48.602543, -

120.166516. The access road into the ranch is gated, and USFS staff will be present to allow access. The access road to the well in the north pasture is accessible by a 2-wheel drive gravel and dirt road, and you can drive to within a few feet of the well. Once inside the ranch there is plenty of turn-around locations. Driving in the pastures should be minimized, as to cause as little damage to the grass as possible. The site is typically inaccessible due to snow from November 1st through April 1st. The ranch gate is locked with USFS lock, and USFS staff will provide access.
