1. DESCRIPTION/PERFORMANCE WORK STATEMENT

The Forest Service plans to implement projects in the Dosewallips River watershed and is seeking quotes on the following tasks in the Performance Work Statement (PWS) below.

Contractors are asked to submit quotes by PWS item and with the understanding that they may be awarded up to the full amount that they quote and must complete the work within the specified time constraints (See Section 1.3 – Timeline).

1.1 Scope of Work Summary:

• PWS item 1: Full archaeological shovel test surveys and cultural resource reports for unit including 18 acres with known site.

• PWS Item 2: Pedestrian transects and recordation of sites on 80 acres of sloped ground.

• PWS item 3: Pedestrian transects, site relocation and shovel testing random 30% sample of 20-m interval grid of the 47 acre unit.

• PWS items 4 and 5: Full archaeological shovel test surveys and reports for units of 7 and 8 acres.

• PWS Item 6: survey of 30 m buffer of approximately 2000 m of road/trail corridor.

1.2 Scope of Work Items:

PWS item 1: The Dosewallips Unit 1 includes the landscape on a flat above the north side of the Dosewallips River against the Olympic National Park Boundary. The entire area includes 18 acres of high probability landform and includes known site 45OL00096 with site 45JE00359 lying just outside the unit. Access is via a approximately 2 miles of closed road.

Archaeological survey should include shovel tests at approximatley 20-m intervals across the relatively flat terrain within the unit. Site 45OL00096 should be relocated and the record updated. The boundary of 45JE00359 along this unit’s boundary should be verified.

PWS 2: Dosewallips Unit 2 includes 80 acres of the sloped uphill area above Unit 1 and below a patented mining claim. Pedestrian transects of this area should emphasize the documented roadways, trails and known activity areas.

PWS 3: Dosewallips Unit 3 is 47 acres and includes the Elkhorn Campground and site 45OL00119. Archaeological survey should include relocating and updating the record for site 45OL00119; pedestrian transects at 20-meter intervals and shovel testing a 20% random sample of points. The location of the random points ill be generated by GIS mapping software or a random number generator. This campground is currently closed. Unit 3 is just beyond the washout that has closed the road.

PWS 4: Dosewallips Unit 4 is 7 acres of high probability accessible by road. Archaeological survey should include shovel testing at approximately 20-m interval.

04/25/2023 1240BD23Q0075 1097050-OLY-DosewallipsHeritageSurvey Page 5 of 29

PWS 5: Dosewallips Unit 5 is 8 acres of high probability accessible by road. Archaeological survey should include shovel testing at approximately a 20-m interval.

PWS 6: Pedestrian transects at 20 m interval should be conducted on this 30-acre unit. Unit 6 is the road/trail corridor on generally sloped terrain.

1.3 Timeline:

2.1 Performance Work Statement Specifications

Items 1, 3, 4 & 5 – Full Archaeological Shovel Test Surveys

1. Archaeological Surveys to Include the Following:

A) Background (pre-field) research B) Research and inventory should consider possible TCP or Traditional Use Areas.

C) Survey with shovel test probes (STPs). Survey designs to be discussed with and approved by the FHPL before proceeding.

i. PWS Items 1, 3, 4 and 5:

Shovel Tests, where appropriate as specified in 1.2 above, to include:

• Shovel probes should be 50 cm x 50 cm round. Notes should be taken in the field and, at a minimum, include a brief description of soil color, texture, composition, observed cultural material, depth, and reason for termination.

Shovel probe notes should be recorded in a field notebook, or other physical or digital format (ex. shovel probe form) agreed by the FHPL and contractor.

A digital photo of each shovel probe profile will be taken.

• If shovel probes coverage is not accomplished the contractor will provide an explanation and identify the location.

04/25/2023 1240BD23Q0075 1097050-OLY-DosewallipsHeritageSurvey Page 7 of 29

• Dirt from shovel probed should be screened through 1/8” mesh screen to identify cultural material.

• If cultural materials are encountered through shovel probes, or in the instance of a known isolate (Refer to Appendix H of the 2020 Washington SHPO Programmatic Agreement) the site will be tested to determine site boundaries.

Shovel probes will be deployed from the initial point of discovery, in all four cardinal directions, at a five (5) to (10) meter intervals to locate an approximate site boundary. At least three STPs should be done in each direction. Natural landforms (terrace edges) may also be used as a boundary upon consent of COR.

• Cultural materials from each shovel test will be documented and re-buried in the corresponding shovel probe. Documentation, at a minimum, will include artifact type, material type and measurements. Non-diagnostic artifacts may be photographed en bloc from a single STP, but diagnostic artifacts should be photographed individually with scale. All diagnostic artifacts should be photographed with multiple faces.

• Should human remains be encountered, work in the vicinity will cease and not resume until permitted by the COR.

• Shovel test probes near trails or other areas of current activity should be backfilled to ground level to permit safe walking.

D) Pedestrian Survey. Survey designs to be discussed with and approved by the FHPL before proceeding. Note that Item 6 includes 5 STPs.

i. PWS Item 2:

Pedestrian survey, to include:

• Pedestrian survey of the of Unit 2 below the patented mine, should be designed to relocate and document activity areas shown on maps or other documentation for the historic mining period.

ii. PWS Item 6:

Pedestrian survey with 5 STPs, to include:

• Survey of Unit 6 along approximately 2000 m of road/trail corridor should include pedestrian transects at approximately 30-m intervals and 5 STPs.

E) The following will be completed for all newly identified isolates and sites:

• Site overview and site feature photographs

• Photographs of artifacts with scale

• Documentation and establishment of site datum

• GPS point of artifacts and features measured from a datum, recorded by a resource grade GPS unit using WGS84, which must have an accuracy of three

04/25/2023 1240BD23Q0075 1097050-OLY-DosewallipsHeritageSurvey Page 8 of 29

(3) meters or less in Open Canopy and seven (7) meters or less in heavy canopy.

• Description of the artifact that includes measurements, material type and other identifying traits.

• Collect all field data necessary to complete a DAHP ASI form.

• Site sketch maps

F) Re-record/update known eligible or unevaluated sites sufficient to create a new ASI form (shovel testing may be required to determine site boundary).

G) GPS coordinates for all survey transects, sites, and isolates, recorded by a resource grade GPS unit using WGS84, which must have an accuracy of three (3) meters or less in Open Canopy and seven (7) meters or less in heavy canopy.

H) At a minimum, survey notes should include a brief description of surface visibility, natural or human caused disturbances, vegetation including culturally significant plants, landform and features and general slope. The results of the survey or changes to the survey strategy will be recorded on a daily basis in a field notebook or other physical or digital format agreed by the GTM and Contractor.

I) The survey strategy design may be changed in the field when field conditions are not favorable due to environmental or human factors or issues of safety – the GTM must be notified ASAP and consulted prior to changing survey design. These changes should be adequately documented in the final report. The final decision as to whether an area should be surveyed is the prerogative of the GTM, regardless of previous decisions made in the field. If the GTM does not agree with changes made in the field, the contractor will survey the area in question.

J) When recording cultural resources during a pedestrian survey, the cultural resources should be dealt with in the following ways:

i. If a site is partially located outside of the project area, it will be treated as if it is located entirely within the project area and fully recorded.

ii. If a linear site (ex. railroad grade, communication line, road) is partially located outside of the project area, it will be recorded up to one hundred (100) meters outside of the project area.

iii. If any site is partially located on private lands, do not record the part on private land.

K) Survey and Site Reports

Complete reports in accordance with Washington Department of Archaeology and Historic Preservation (WA DAHP) guidelines. WA DAHP guidance may be modified by programmatic agreements between the Forest Service and WA DAHP as agreed upon with the COR.
