SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER SIMPLIFIED ACQUISITION THRESHOLD (i.e. < $150,000)
1. Describe the supply or service to be acquired and the total estimated dollar value:
2. List the proposed vendor/contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed vendor/contractor: (e.g. your explanation should provide the rationale for using the recommended product to be purchased from a specific vendor/contractor. The justification must clearly explain what is unique about the technical features of the product and/or if the identical product is required to maintain continuity of research data).
3. FAR Authority:
FAR 3. .
4. Certification:
I hereby certify that the data provided above is accurate and complete to the best of my knowledge and belief.
Typed/Printed Name and Signature of Technical Representative Date
5. CO Certification:
I hereby determine that the circumstances of this procurement/contract action deem only one source reasonably available. Also, to the best of my knowledge the quoted price is fair and reasonable (see market research supporting documentation in the order file).

We require a system able to identify microorganisms at the species level, including gram negative bacteria and yeasts, to advance research in ways the current molecular techniques do not allow. The microbes identification system should be based on carbon metabolism and chemical sensitivity testing in an automated, multi-assay and colorimetric response format. The associated comparative databases for microbial identification should include microorganisms from agricultural sources. The instrument needed provides for the automated screening of a number of microbial physiological responses refer to as Phenomics or Phenotype Microarray. The simultaneous multiple substrate testing for carbon source utilization including carbohydrates, amino acids, acids other chemicals and biochemical conditions such as pH levels and various salt concentrations is to enable identification of microorganisms that would be impractical otherwise due to the cost and the amount of labor required if individual assays had to be conducted. This will also enable us to understand the metabolic differences of the microorganisms of interest.
The OmniLog Combo Plus GEN III (aerobes) and yeasts enables the automated, miniaturized biochemical characterization in a multi-assay format using proprietary databases that link phenotypes with putative metabolic pathways. The system generates data regarding the metabolic differences of the microorganisms of interest. This piece of equipment is critical if we are to advance the knowledge of the microbiology of vegetable preservation systems in ways that would support the optimization and customization for desired product qualities.
The OmniLog Combo Plus GEN III (aerobes) and yeasts is an integrated hardware and software only manufactured and designed by Biolog, Inc., which is the only authorized distributor and supplier of this system in the United States and Canada.
No other microbiological identification system uses Biolog, Inc. patented carbon-source utilization technology.
