SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

1. Describe the requirement, as well as the total estimated dollar value. Specialized Two Row Self-Propelled Small Plot Peanut Combine that will be custom made.

3. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Examples of acceptable justifications include but are not limited to: sole manufacturer and seller, adherence to warranty provisions, urgency, etc. If other vendors can provide similar products or services, describe why they cannot meet our particular requirement. Attach supporting market research documentation.
A Lenox Welding Two row self-propelled small plot peanut combine with customized specifications is required for harvesting genetically pure seed from research plots of peanut regenerations in Byron, GA. Harvesting of pure seed is extremely critical to maintaining not only the genetic purity but also the genetic diversity and integrity of the peanut accessions in the national peanut collection. The peanut accessions grown on research plots in Byron represent individual lines from different geographic regions of the world displaying a very significant amount of genetic diversity in their backgrounds. These accessions are harvested independently and the combine needs to be thoroughly cleaned in between plots to eliminate contamination and maintain the integrity of seeds of each accession. The peanut breeding program of the USDA-ARS,Tifton, GA recently purchased the self-propelled peanut combine from Lenox Welding that provides improved efficiency of harvesting. The USDA-ARS, Griffin, GA peanut germplasm research program would like to purchase a unit similar in specifications to that of the USDA-ARS, Tifton peanut breeding group. The same combine would facilitate standardization and compatibility across future collaboration tests with the USDA-ARS, Tifton peanut group and potentially other university peanut breeding programs. Lenox Welding is a provider registered in Sam.gov to make this customized small plot combine that is specific to harvesting peanuts on experimental research plots.
