Black Mountain Run Bridge Site Showing

Meeting began at 9:35

Attending for the Forest Service were:

Adam Taylor, Civil Engineer and John Cooke, Civil Engineering Tech.

Contractors attending were:

Eric Gregory, Rock Forge Bridge; Dain Bell, Red Stone International; Richard Faulknier, Faulknier Int.; and Kenneth Varner, Varner Construction.

• Bids are due June 14th at 4PM; if bid is over $150,000, a bid guarantee is due at this time

• Performance and Payment Bonds are required Ten Days after award

• The Specifications for this project are from the Federal Highway Administration FP-14, Standard

Specifications for Construction of Roads and Bridges on Federal Highway Projects

• Traffic Control is required. The road may be gated after the closure order is signed.

• Miss Utility must be called and the Forest Service must have a copy of the ticket number before breaking ground.

• Instream Work may ONLY be done from June 1 to Sept 15.

• Work hours are from 6 am to 6pm. Saturday and Sunday work is permitted

• Equipment must be clean when arriving on the site. All equipment must be inspected by FS before being unloaded at the site.

• If Archeological artifacts or evidence is found during work, construction must stop and the site examined by the Forest archeologist.

• In Excavation and Earthfill, only suitable material may be used on site. Saturated or weak material will be wasted

• Topsoil will be salvaged and saved for use on site after the construction and final grading is complete. No topsoil is to be hauled in.

• A Sediment and Erosion Control plan is required to be submitted. All Sediment and Erosion measures listed in the plan will be in place before earth disturbance begins.

• Particular attention must be paid to any trees blocking the crane’s swing. Hazard trees may be removed, additional trees which are not hazards must be cleared by the Forest Service before they are cut.

• Any and all wood products must stay on Forest Service Lands unless a permit is purchased and followed. Contractor will have areas designated by COR to scatter unwanted woody debris.

Q: May the low bidder use subcontractors?

A: Yes. Subs need to be approved (SF 1413) and certified payrolls must be submitted with prime’s payrolls weekly

Q: Can the 58’ length Beams get to the site as the road is narrow and difficult to navigate?

A: We will work with the low bidder on the access to the site, it may be required to manipulate vehicle around curves with the use of other equipment.

Q: Will the riprap and stone have to be staged on the site?

A: This is up to the contractor, if you want to utilize staging areas it will be allowed within our established limits.

Q: When is the completion Date?

A: 30 Days. The FS is typically flexible to work with due to weather, access problems, and other excusable delays. We do plan to adjust the completion time if possible, plan to adjust to 60 days if CO will allow. A preliminary schedule is needed with your bid, this ensures that the process for this project has been taken into account.

Q: Is concrete testing required?

A: Yes

Q: Is the FS supplying the Guard rails?

A: No

Q: Is Earthfill Compaction Testing required on any fill?

A: Structure Backfill shall be compacted and tested to ensure that it meets AASHTO T 99 Method C. See Section 208.09, 208.10

Q: What size is the Riprap (Shot Rock)?

A: There are two work items for Riprap, there is also one item for Placed Channel Rock. Note: Riprap

(251) rock is what is to be placed on the banks under the abutments along the stream and in the scour hole. Placed Channel Rock (648) is for Stream Simulation and is under a separate item and a separate gradation from the typical Riprap Gradation.

Item 64804 Placed Channel Rock, Class 1-4, Method A, For gradation see Table 705-5 in the supplemental specifications attached in the solicitation.

Q: Stream Bed Material Compaction?

A: Construction equipment will provide enough compaction to consolidate material so that water does not easily “perk” through the material. This compaction will be visual, and may require minor on site adjustments to accommodate the desired results.

Q Can water be used from stream for moistening aggregate, subgrade material and drill equipment?

A: This will be assessed at the time of work by the COR. This decision will be based on water levels in the stream as well as the quantity of water need during construction operations.

Q: Is there a design for the piles?

A: See page 10 in the plans for piling details. Piling notes on Page 10 gives the design load. Section 567 has more details on the testing methods and procedures to be used.

Q: Is a sacrifice pile needed to test the pile installation?

A: There are no sacrificial piles on this project. There is one test pile in each abutment for a total of two test piles (see page 10). Upon testing of the pile in each abutment, it will be decided whether to continue with the current plan or adjust the abutment and/or piling plan.

Q: What type of testing is to be required on the piles, tension or compression?

A: See the specifications in Section 567 for testing requirements. It is our understanding that only Compression testing will be performed under this project and current design.

Q: Is there a disposal site?

A: No, plan to haul unsuitable material off Forest Service Lands at this time. Trees and woody debris shall be wasted on site as per COR direction. The Forest Service is trying to add some work space and possible an area for a disposal site but it is not finalized at this time.

Q: Are there staging areas avaiable?

A: Yes, we are authorized to use the existing camp sites for staging equipment and or materials, there is also a road intersection on the Southeast side of the structure that may be used. The Forest Service is trying to add some work space, it is expected that this will be available for staging materials but would mostly be used for the crane setup.

• An estimated 6 trees will have to be removed from the Upstream side of 216 and a possible 11 trees on the downstream side of 216.

• There will be no hauling down Williams River Road below the scenic highway.

• Shop Drawings of Beams- West Virginia PE stamp is required, if an out of state precaster is planned please ensure that they will meet all requirements under WVPE Board
