SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (<$150,000)

1. Describe the requirement, as well as the total estimated dollar value. Please note that the requirement is the minimum acceptable specification or capability, and is not necessarily the best in the industry.

3. Describe why the proposed vendor is the only vendor from which the requirement can be obtained. Full Winter Nursery Production

This contractor has completed the winter production of other corn acres utilized in the research and has produced superior quality, disease and insect-free seed without any loss. The research project requires a new winter corn nursery production of tropically adapted maize. It is necessary that this same vendor complete the work in order to maintain continuity in the planting, care,quality of production, etc. across all of the corn produced from the winter nursery.
Moreover we have been unable to locate another contractor that is capable of completing the urgently needed planting of this corn nursery as the season begins in late August-early September. The pricing of the nursery is consistent with the pricing of previous contract actions for this type of procurement and on that basis is considered fair and reasonable.
