SOLE SOURCE JUSTIFICATION
FOR FEDERAL PROCUREMENTS UNDER SIMPLIFIED ACQUISITION THRESHOLD (i.e. < $150,000)

| Text1: The Robert Holley Center in Ithaca, NY has a requirement for the metabolomic analysis of 400 samples of oat seed, including non-targeted Gas Chromatography Mass Spectroscopy, fatty acid targeted GC-MS, and Liquid Chromatography MS in the amount of $58,616.00. |
| Text2: This requirement can only be fulfilled by the Colorado State University Proteomics and Metabolomics Facility, Fort Collins, CO, 80523. |
The analyses that we require must be compatible with data that was generated for Cornell University in 2015 and in 2017. Different facilities will have different sample preparation methods, analysis machines, and statistical feature identification methods. Without a large and costly effort, it will not be possible for us to match up results from a different facility with previous results obtained for Cornell. That will limit the value of the data and will not allow us to achieve our experimental objectives.
