1. Describe the supply or service to be acquired and the total estimated dollar value:

2. List the proposed vendor/contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed vendor/contractor: (e.g. your explanation should provide the rationale for using the recommended product to be purchased from a specific vendor/contractor. The justification must clearly explain what is unique about the technical features of the product and/or if the identical product is required to maintain continuity of research data).

3. FAR Authority:

FAR 13.106-1(b)(1)(i).

4. Certification:

I hereby certify that the data provided above is accurate and complete to the best of my knowledge and belief.

Typed/Printed Name and Signature of Technical Representative Date

5. CO Certification:

I hereby determine that the circumstances of this procurement/contract action deem only one source reasonably available. Also, to the best of my knowledge the quoted price is fair and reasonable (see market research supporting documentation in the order file).

The research in my laboratory requires that we genetically transform cultured insect cells so that they produce fluorescent marker proteins and then select the fluorescent cells from non-transformed non-fluorescent cells. Currently we use antibiotic resistance as a selection marker but this takes months to accomplish and many times it is not a complete selection. The NanoCellect Wolf cell sorter is a system that utilizes a microchip based microfluidic sorting technology that is unique to this machine to select and separate fluorescent cells from non-fluorescent cells and then plate single fluorescent cells for growth. The cell sorter can simultaneously select and separate a mixed population of cells with two different fluorescent markers. The low-pressure Wolf cell sorter system does not produce aerosols and does not require a biosafety containment system. The entire sample and sheath fluid paths are sterile and disposable, eliminating the need to perform decontamination after each run. The large, 50 x 75 micron sorting channels and low-pressure (1.45 ATM) system increase viability of sorted cells. The N1 Single Cell Dispenser method remains aerosol-free, sterile, and disposable. The system is the only cell sorter that can dispense single or multiple cells in a known volume and that can place single particles in >90% of wells. The Wolf cell sorter is the only microfluidic system that can do both bulk sorting and plating of cells. This instrument will greatly improve the efficiency and timely sorting of these critical genetically transformed insect cells and make certain experiments possible. NanoCellect Biomedical, Inc. is the only company that supplies a microfluidic cell sorter that includes all the features listed.
