SOLE SOURCE JUSTIFICATION

FOR FEDERAL PROCUREMENTS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD (<$150,000)

Janet Roseland is a scientist with over 40 years of experience in food and nutrition analysis and management, including 12 years of specialized experience in research on foods and dietary supplements. She has been a Principal Investigator completing research analysis of meat and poultry composition since 2012. Ms. Roseland has proven experience in food composition, research management, complex data analysis, nutrient databases, and manuscript/technical writing. With this relevant and current experience, she is the most knowledgeable and qualified person to analyze the scientific and historic content used in generating reports and manuscripts including the results of ongoing studies. She is also uniquely qualified to assist with her expertise to design, coordinate, and complete research study/analysis for updating the nutrient composition of meat, poultry, and other animal-based products for the USDA food composition databases. A fundamental objective of NDL is to document the research in a timely manner and to plan and conduct scientifically-sound research. Ms. Roseland has previously performed this work and is this most qualified person to complete this analysis for NDL's animal foods research. It is important to maintain continuity of the results received and used throughout research projects; therefore, since she has provided these services previously, she is also uniquely qualified. In contrast, a scientist unfamiliar with NDL procedures and studies would be extremely limited in the ability to provide guidance in designing, conducting, and reporting completed research according to established protocols. A person unfamiliar with these studies would also have a steep learning curve. That learning curve would result in significant upfront time and cost to bring someone new into the project and get that person up to speed. NDL would experience significant delays in completing research studies for animal-based foods and documenting the research, if we had to locate another scientist with this extensive depth of experience, qualifications, and knowledge. Moreover, another scientist's equipment, methodology, technique, execution, etc. of the the analytical services required could result in inconsistencies in research data that could introduce unnecessary and unintentional bias, errors, and/or inconsistencies throughout various research projects.
