Contractors. The PSC Category is N061 - Installation of Equipment- Electric Wire and Power Distribution Equipment.

3. Brief Description of Supplies/Services: The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) requires a contractor to replace existing pneumatic actuators with electric actuators for several devices. Existing BAS points will be repurposed and re-used for new electric actuators. Valve bodies will remain as-is. Only actuators will be replaced. New power and signal wiring will be provided and installed from existing BAS panels to the locations of the new electronic valve actuators. The air compressor located next to the boilers will be electrically and mechanically disconnected. Pneumatic piping from the compressor to the nearest column will be demolished. The air compressor will be removed for disposal.

4. Type of Contract: The Government intends to award a single, firm-fixed-price, open market purchase order using

FAR part 13, Simplified Acquisition Procedures.

5. Commercial Services/Supply: The services specified in this contract/order have been determined to be commercial (FAR Part 12 Acquisition of Commercial Products & Commercial Services).

6. Contract Period of Performance: No later than (NLT) 180 days after contract award. Estimated PoP 09/25/2023-

03/25/2024

7. Location: National Agricultural Library (NAL), 10301 Baltimore Avenue, Beltsville, Maryland 20705-2351

8. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to take actions on behalf of the Government to amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules;

issue task orders against the contract; make final decisions on disputed deductions from contract payments for nonperformance, or unsatisfactory performance; terminate the contract for convenience or default; and issue final decisions regarding contract questions or matters under dispute.

11. Invoices: To invoice, a vendor must first enroll in the Invoice Processing Platform (IPP) by visiting https://www.ipp.gov/vendors/index.htm. Once enrolled, all invoices must be submitted electronically through IPP.

The IPP is a government-wide secure web-based payment information service offered free of charge to government agencies and their suppliers by the U.S. Department of Treasury’s Financial Management Service (FMS).

Effective May 6, 2013, payment requests must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP).

“Payment Request” means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions— Commercial Items included in commercial item contracts. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment.

12. Non-Excepted Activity: Work under this contract has been determined NOT TO BE an

Excepted Activity in the absence of an appropriation or CR. Activities under this contract do not support the preservation and protection of life and property and do not support law enforcement, health, and safety functions. In the event of shutdown, you will be notified by the cognizant contracting officer (CO) of the Government status and directed to suspend performance/stop work under this contract. “Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR Part 13.

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for de-obligation. The contractor will receive a copy of the modification but will not be required to provide a signature. This Statement of Work (SOW) describes the performance requirements for selected activities for the United States Department of Agriculture (USDA) National Agricultural Library (NAL) in Beltsville, Maryland. The goal of this SOW is to obtain efficient, cost-effective services.

NAL conducts major research programs and maintains a database for the study of soils, plants, floral and nursery crops, animals, and human nutrition. NAL is organized under the Agricultural Research Service (ARS) which is the principal research agency of the USDA and the Research, Education, and Economics (REE).

The Contractor shall provide qualified labor, supervision, equipment, and supplies / materials, except those furnished by the Government, necessary to perform services described in Section J.1 of this SOW. The Contractor shall be responsible for maintaining current facility buildings, grounds, and equipment to their most productive and efficient state of performance.

B.1.1 The purpose of this SOW is to define the maintenance and service requirements in terms of output requirements and the quality level or standard of acceptable performance of those outputs. The SOW shall define objectives to be met and provide for objective measurement, whether qualitatively or subjectively, of the requirements.

C. PERSONNEL

C.1. The contractor shall provide an off-site project manager to be available for discussion with the Government Contracting

Officer (CO), Contract Specialist (CS), or the Technical Point of Contact (TPOC). The project manager shall act as the central point of contact with the CO/CS /TPOC. The PM shall visit the site periodically, prior scheduled with the TPOC.

C.2. The Contractor shall furnish fully trained and qualified personnel to accomplish work prescribed in this SOW. 8 CFR

3052.204-71 requires that each individual employed under a Federal contract shall be a citizen of the United States of America, or a non-U.S. citizen who has been lawfully admitted for permanent residence as evidenced by a Permanent Resident Card (USCIS I551). Any exceptions must be approved by the Director, Office of Homeland Security (OHS) or designee. Contractors, subcontractors, experts, consultants, and paid/unpaid interns hired for work within the United States or its territories who require access to USDA Mission Areas, Agencies and Staff Offices or controlled facilities, Information Technology (IT) systems or security items or products, must be either U.S. citizens or Lawful Permanent

Residents, also known as “green card” holders.

C.2.1 All personnel employed by the Contractor or any representative of the Contractor entering Government property shall obey instructions, rules, regulations, or operating procedures that apply to NAL. Contractor shall be responsible for maintaining satisfactory standards of employee professionalism, competency, conduct, appearance, and integrity in accordance with the Department of Agriculture Human Resources Management Employee Responsibilities and Conduct Personnel Bulletin (735-1) (accessible at http://www.usda-ethics.net). The Government reserves the right to require removal from the work location of any Contractor employee who endangers persons or property or whose continued employment is inconsistent with the interests of the Government as determined by the CO.

C.2.2 To identify from other contractors working at the NAL, the Contractor’s personnel shall wear company uniforms while performing official duties.

D. OPERATION CONDITIONS

D.1 Normal working conditions at NAL entail risks associated with facility maintenance.

D.2 NAL’s normal business hours are 5 days per week, Monday through Friday (excluding federal holidays), from 8:00AM to 4:30PM EST.

E. QUALITY CONTROL

E.1 The Contractor shall provide a quality control plan for ensuring that they meet the standards designated for the performance objectives described in this SOW. Quality Control plan shall include the following:
