DESCRIPTION OF REQUIREMENT/SCOPE OF WORK
1.0 Scope of Work
This contract requires the services of health, accident and medical evacuation insurance providers to customize policies and provide insurance coverage for foreign visitors to the United States who are sponsored by the U.S. Forest Service
International Programs Office or one of its official partners. Insurance must meet or exceed the minimum insurance coverage requirements for J-1 Exchange Visitors as set forth by the U.S. Department of State (see Section B under Technical
Specifications) and be adaptable should the U.S. Department of State minimum insurance requirements change in the future.
2.0 Background
The Office of International Programs (IP) works in over 100 countries. As a result, overseas missions undertaken by IP often occur in countries where English is not the official language. International Programs links all branches of the US Forest Service—the National Forest System, Research, and State and Private Forestry—with partners overseas to promote sustainable forest management and biodiversity conservation. The US Forest
Service works internationally for several reasons. Those include mitigation of climate change by keeping forests and grasslands intact and healthy, by restoring degraded lands, and by advancing sustainable forest management worldwide; leveling the playing field in international trade – by improving the sustainable management of forests overseas there is less underpriced timber on the world market; advancing US forestry interests at international policy deliberations and utilizing lessons from overseas for improving forest management at home; improving domestic disaster work by exposure to innovative methods and technologies during assignments; and internationalizing the US Forest Service as assignments with different cultural norms and traditions and exotic forest types add value to the investment that the agency makes into diversity and civil rights training.
The Forest Service International Visitor Program (IVP) allows agency offices and partners across the country to invite researchers, professionals and students to engage in short- and long-term technical and cultural exchange activities. Forest Service and international visitors alike benefit from this professional and personal interaction with opportunities to share ideas and perspectives from around the globe. As an official sponsor of the State
Department’s Exchange Visitor Program, the International Programs Office facilitates the invitation of research scholars, short-term scholars, specialists, trainees, and student interns. The special J-1 Exchange Visitor visa classification allows these guests the opportunity to work and live in the United States for periods lasting from a few days to up to five years, depending on the J-1 Program category. Dependent spouses and children are eligible to accompany the J-1 Exchange Visitor, with all J-1 regulations applying to all dependents in J-2 immigration status.
Over the history of the Forest Service International Visitor Program, we have sponsored visitors from over 120 countries and territories, including: Afghanistan, Albania, Angola, Argentina, Armenia, Australia, Austria, Bahamas, Bangladesh, Belarus, Belgium, Benin, Bhutan, Bolivia, Botswana, Brazil, Bulgaria, Burundi, Cambodia, Cameroon, Canada, Chile, China, Colombia, Congo Brazzaville, Congo Kinshasa, Costa Rica, Cote d'Ivoire, Czech Republic, Denmark, Dominican Republic, Ecuador, Egypt, Estonia, Ethiopia, Finland, France, Gabon, Georgia, Germany, Ghana, Greece, Guatemala, Guinea, Guyana, Haiti, Honduras, Hungary, India, Indonesia, Iraq, Ireland, Israel, Italy, Jamaica, Japan, Jordan, Kazakhstan, Kenya, Kyrgyz Republic, Laos, Lebanon, Liberia, Macedonia, Malawi, Mali, Mexico, Moldova, Mongolia, Morocco, Mozambique, Myanmar, Namibia, Nepal, Netherlands, New Zealand, Nicaragua, Nigeria, Norway, Oman, Pakistan, Panama, Papua New
