About this file
This document is a Specification Sheet for a solicitation issued by the USDA Agricultural Research Service (ARS) for five (5) trailer-mounted, solar-powered, off-grid battery systems to power greenhouse gas analyzers, a multiplexer, and automated chambers, with a 120V AC inverter for alternative loads.
The key requirements include: a 24VDC output with at least 200W continuous power; a 3000W 120VAC inverter; enough reserve battery capacity to run a 45W 24VDC load for 5 days without solar; the ability to run indefinitely on solar power with a 45W average load; LiFePO4 batteries with a Battery Management System; a 120VAC input charger; a trailer base capable of withstanding weather and movement; remote monitoring capabilities; and a 5-year minimum operational life.
The associated federal contract opportunity is a total small business set-aside with NAICS code 334413 and a 1,250-employee size standard. Quotes are due by 10am EST on September 6, 2024, and the Government intends to award a Firm Fixed-Price contract on a Lowest Price Technically Acceptable basis.

SPECIFICATION SHEET
USDA, Agricultural Research Service (ARS), Beltsville Agricultural Research Center (BARC) requires a trailer mounted, solar powered, off grid battery system that will power greenhouse gas analyzers, a multiplexer, and automated chambers. With a 120V AC inverter for powering alternative loads.
Requesting 5 Identical Trailer Mounted Units
Off-grid system requirements
● This system must be capable of operation 24/7, in all weather and temperature conditions expected in Maryland, USA.
● The system shall comprise of a trailer unit, with securely mounted solar panels, batteries, and the necessary electronics.
● Must Provide a 24VDC output with at least 200W continuous output power capability.
● Must include a 3000W output 120VAC Inverter, for general purpose loads.
○ The energy usage of the inverter does not need to be accounted for in battery capacity. Although they should be capable of providing the necessary instantaneous power for the inverter.
○ The inverter should be able to be easily switched off to lower power consumption when not in use.
● The system must have enough reserve battery capacity to run a 45-watt 24VDC load for 5 days without solar collection.
● The system must be able to run from solar power indefinitely, with a 45W average load on the 24VDC output, accounting for the solar conditions in Maryland, USA.
● The battery bank must be comprised of LiFePO4 cells with an appropriate BMS (Battery Management System).
● The system should include an onboard 120VAC input charger (can be combined with the inverter unit if practical).
● System must include a trailer base with the equipment securely attached.
○ This trailer must be sufficient for all structural loads, encountered when being moved or during weather events such as high winds.
○ Must support a 2” or 50mm hitch ball.
○ Can be towed short distances by small off-road vehicles (UTV) or a truck on the road.
● Must include all weatherized enclosures for batteries and accessories.
● Must allow for remote monitoring of system status.
● The system shall be constructed in a durable manner using appropriate weather sealed components and with appropriate materials or coatings sufficient to operate for at least 5 years outdoors.
