About this file

This document contains a sole source justification for a federal procurement under the simplified acquisition threshold. The National Center for Cool and Cold Water Aquaculture seeks to procure high-quality finfish feed products from Zeigler Bros. suitable for rainbow trout from fry to broodstock. Zeigler feed has been used since 2003 in the trout breeding program. Maintaining dietary consistency is critical to avoid confounding genetic research results and ensure fish health, growth, and welfare. The related solicitation is for fish feed from the Department of Agriculture Agricultural Research Service Northeast Area, consistent with the sole source justification for procuring feed solely from Zeigler Bros. to meet research needs at the National Center for Cool and Cold Water Aquaculture.

Explanation for No Option Years:
New or Follow-On:
Requirement Description: Requirement is high-quality fin fish feed products, from a single manufacturer, suitable for rainbow trout culture from fry stage (starter feed) through reproductive maturity (broodstock feed).
Proposed Vendor: Vendor must provide Brand Name Zeigler Bros. feed.
Why is this the only vendor?: Zeigler Bros. feed has been used for the NCCCWA since the inception of the rainbow trout breeding program circa 2003. Three types of feed (encompassing 7 feed sizes) are purchased, depending on the stage of fish development and include 1) Finfish Starter (4 feed sizes), 2) Finfish G (2 feed sizes), and 3) Finfish Broodstock (1 feed size). While all three diets vary in their protein to fat ratio, the basal formulation, in terms of the types of protein and oil used, is nearly identical among the Zeigler diets. This closed formulation is held relatively constant over the years and is considered as proprietary information since Zeigler has put considerable resources into optimizing ingredients, including supplements, to optimize fish performance, health, digestibility, and feed conversion.

It is critical to maintain continuity with dietary origin (commercial company) across generations and throughout development of a single generation. Generational continuity is essential to avoid unintended effects of nutrient imprinting and nutritional partitioning that can occur from consumption of different commercial diets due to their variable ingredient, macronutrient, and micronutrient profiles. For example, if consecutive generations consume feeds from two commercial sources and exhibit differences in, for example, growth or disease resistance, it would be impossible to determine whether these differences are attributes to diet or genetic selection. The research at the NCCCWA centers around the rainbow trout selective breeding program, therefore isolating and detecting effects of genetic selection is critical for research advancement. For this reason, maintaining diet continuity from past to future generations is essential for maintaining the integrity of this effort. Additional research focuses on understanding growth and reproductive physiology and immunological mechanisms. For these research efforts, future studies are designed based on findings from previous studies. Therefore, maintaining a consistent rearing environment, which includes the commercial diet, is essential for research continuity as it is well established that dietary variations affect growth rates, reproductive success, and the immune system.

Secondly, maintaining dietary continuity within a single generation enables fish to consume similar dietary formulations throughout their lifespan; this is critical as nutritional continuity, particularly regarding the types of protein and oils used, is important for maintaining digestive health and uninterrupted growth. Changing the commercial source of the diet will likely cause diarrhea and gut inflammation, leading to immunocompromised fish, poor feed conversion, reduce water quality, and interrupt growth trajectories which compromise fish welfare and the integrity of our research.

More than 50 peer-reviewed research articles published by scientists at the NCCCWA since 2005 have described the specific use of these commercial diets from Zeigler as part of the experimental design.
