TO

PROVIDE MAINTENANCE AND REPAIR SERVICES TO PURE WATER SYSTEMS LOCATED AT

BELTSVILLE AGRICULTURAL RESEARCH CENTER

BELTSVILLE, MARYLAND

PERFORMANCE WORK STATEMENT

FOR

MAITNENTANCE AND REPAIR SERVICES OF PURE WATER SYSTEMS

1.0 BACKGROUND

The Beltsville Agricultural Research Center (BARC) is part of the Agricultural Research Service (ARS), U.S. Department of Agriculture (USDA). BARC is situated about 15 miles northeast of Washington, D. C., in Beltsville, Maryland. Maintenance and repair services are required for pure water systems at this facility. These systems include reverse osmosis and deionized water systems with distribution systems.

1.1SCOPE OF WORK
The contractor shall furnish all personnel, materials, equipment, supplies andtransportation necessary to perform pure water maintenance and repair services on thesystems indicated in the contract. Attachment 1 provides specific information for eachsystem including, type, brand and model number and location of the system. The pricing
schedule for base and option years shall be submitted as part of your proposal.
1.2PERIOD OF PERFORMANCE
October 1, 2019 through September 31, 2020.
Option Periods (if exercised) shall be as follows:
Option Period IOctober 1, 2020 through September 30, 2021
Option Period IIOctober 1, 2021 through September 30, 2022
Option Period IIIOctober 1, 2022 through September 30, 2022
Option Period IVOctober 1, 2023 through September 30, 2024
2.0PERFORMANCE REQUIREMENTS
2.0-1Supplies, Materials, and Equipment
The contractor shall furnish all labor, supplies, materials, equipment, andtransportation necessary for the performance of the work specified in the contract. The contractor shall have and maintain on hand locally, at all times, an ample and complete stock of spare parts sufficient for normal maintenance and repair of the Reverse Osmosis and Deionization distribution systems. Submit inventory list of spare parts.

2.0- 2 Maintenance Work Schedules USDA Performance Work Statement

The contractor shall submit with their proposal a maintenance work schedule for each building pure water system. The contractor work schedule shall identify a monthly frequency per system and shall identify the performance tasks for maintaining each specific system for that month/quarterly/semi-annual/annual.

2.0-3 Contract Switch Over Contractor shall inspect all systems within the first 10 days of award of to ensure pure water systems are in proper working order and notify the COR of any deficiencies in writing within the first month of award. The tank switch over required by this contract shall be coordinated with the COR and the former contractor.

2.0-4 Quality Control Plan The contractor shall maintain and administer a quality control plan. The Quality Control Plan shall address the following, at a minimum:

1. An inspection/maintenance/repair system covering all required performance tasks; a method of identifying deficiencies in the quality of services performed; and a list of corrective action or measures used to prevent deficient or unsatisfactory performance.

2. The contractor shall maintain a log book system at each site for maintaining a record of all inspection reports/notes. The contractor shall submit a hard copy of all inspection/maintenance/repair reports to the government COR. The reports shall be hand delivered to the government’s COR’s office.

The Quality Control Plan shall be submitted as part of your proposal.

2.0-5 Emergencies

Emergencies are defined for the purpose of this contract as events that occur outside of normal working hours that require immediate attention (i.e. situations involving research, large system leaks, other items identified by the COR as emergencies). The contractor shall respond to emergency requests made by telephone by the COR or an alternate within 2 hours during normal working hours.

2.0-6 Maintain water quality at 10 Megohm-Cm on all Reverse Osmosis and Deionization Systems.

2.0-7 Reverse Osmosis membranes shall be replaced at the contractor’s expense, when reject rate drops below 85 percent.

2.0-8Pure water systems shall be maintained in accordance with the manufacturer’sinstructions.
2.0-9Replace mixed bed Deionizers in the building systems when required.
2.0-10 Replace carbon beds in carbon filters when required.
2.0-11Sanitize reverse osmosis and deionization storage tanks and distribution systems yearly or as needed.

2.0-12 Replace ultraviolet lights when needed.

2.0-13 Replace pre-filters when needed.

2.0-14 Replace final filters when needed.

2.0-15 Keep water softener brine tanks full with salt as needed.

2.0-16 Replace storage vent filters when needed.

2.0-17Service Calls
Contractor shall respond to requests made by telephone by the CORwithin 4 hours during normal working hours.
2.0-18Perform bacteria counts and total organic counts (TOC).
TOC sampling will beperformed either on line or via a grab sample. Grab sample shall use low TOC certified vials or containers certified to less than 10 ppb TOCs. On-line and grab samples will be taken after a flush cycle to assure that a representative sample is taken. Samples will be analyzed using a broad range analyzer that is routinely used to measure deionized water. Analyzer will be capable of providing a measurement within 1 % of the IC value and will be capable of providingaccurate results in the 10-100 ppb TOC range.

2.0-19 Monitor permeate and reject water quality.

2.0-20 Test feed and product water for total dissolved solids, calcium hardness, ph, iron, and colloidal material and record.

2.0-21 Repair Work

· The contractor shall provide unit prices for all parts, materials, and associated labor costs used in repairs or maintenance of pure water system for government approval as part of the bid document.

· The contractor shall be responsible for any individual repair and/or replacement part or equipment including pumps, motors, and reverse osmosis circuit board that needs to be made to the pure water system up to $1,000.00. This shall include parts, materials, supplies, shipping, and labor necessary to fix the system and put it into full operation.

· The contractor shall notify the COR of any equipment and individual repairs needing to be made and expected to exceed $1,000.00 prior to purchase and submit a written proposal to the COR. The COR shall notify the CO.

· Individual repairs anticipated to be greater than $1,000.00 shall be provided by the contractor on a negotiated basis, meaning the contractor must submit three quotes obtained from three different sources for any repairs and/or equipment that is over $1,000.00 dollars. The Government will consider the lowest priced technically acceptable quote however in the event the lowest priced quote is not from the contractor’s recommended source, the contractor must submit with their recommended quote a written justification stating why the lowest price quote is not acceptable. The Government will only be responsible for costs over and above $1,000.00. The contractor shall be responsible for the first $1,000.00 portion of the cost.

· The contractor shall notify the COR within 24 hours or sooner if possible replacement part or equipment is not available (i.e. discontinued item or no substitute available). The contractor shall prepare temporary means of operation, where applicable, to keep system running until shipment, delivery, and installation can be made.

· The contractor shall repair or replace all equipment/parts on the pure water systems without additional cost to the Government including pumps, motors and reverse osmosis circuit boards for a complete operational system. The contractor shall take special note that some building systems require polypropylene pipe and fittings that require heat fused socket connections. This material shall be included for repair and maintenance work. Building 010A and Building 001 are examples where this material is part of existing systems.

The intent of the government is to have the contractor responsible for each system, starting immediately after the building water supply valve, up to and including the distribution valve after the system. The contractor shall be responsible for the following parts and equipment. This list may not include all associated parts, equipment, materials and other supplies, but is a representative list for each pure water system:

1. System piping and connectors, tees and elbows, tubing, hoses, and drain lines

2. All floats and float switches

3. All valves, gauges, fittings

4. Storage tank floats, relays, tubing and other related parts

5. Some systems have stainless steel storage tanks located in building attics for gravity feeding. The contractor shall be responsible from water supply line to tank to system feed line to the building.

6. Control boxes and operational components

7. All electrical connections within system and fuses

8. Meters, gauges and other measuring devices

9. Filters for ultra systems

10. UV light tubes and UV fixtures

11. System cords, plugs, switches

12. Any filters and filter holders, and other associated parts

13. Vent filters

14. Solenoids, relays and all other control components

Upon request by the COR, the contractor shall furnish a price to replace any of this equipment which is not on the schedule of prices to be submitted with the bid.

Contractor shall notify COR within 24 hours or sooner if possible if a replacement part is not available (i.e. discontinued item or no substitute available).

3.0 KEY PERSONNEL

Project Manager The contractor shall designate a Project Manager to ensure that all work required complies with the government’s terms and conditions. The Project Manager shall be the government‘s primary point contact and shall have full authority to act on matters pertaining to performance of services required. The Project Manager shall be available by all acceptable modes of communication i.e., telephone, email etc. during regular working hours.

Project Manager Alternate The contractor shall designate a Project Manager Alternate. The alternate will have the same responsibilities and authorities as the Contractor’s primary Project Manager in the event of his/her absence.

The contractor shall provide the Project Manager/alternate’s name and phone number to the COR within 10 days after contract award.

3.0-1 Qualifications of Contractor A. The contractor is regularly engaged in the specified work and shall have been in business for a minimum of one (1) year. The technicians performing testing, maintenance, adjustment, and inspection shall have at least one (1) year experience in reverse osmosis and deionizer water systems. The technicians performing repairs shall have at least five (5) years experience in reverse osmosis and deionizer water systems. Supply resume.

B. Contractor’s Project Manager/alternate is required to read, write, and communicate in English. The Project Manager/alternate shall possess at least 2 years of recent experience in directing the maintenance and repair of pure water systems of the same type as covered in this contract. Supply resume

4.0MISCELLANEOUS INFORMATION
A.Government Furnished Property
The government shall furnish water and electric service at each location. Thecontractor shall make all connections from existing water and electricservice. The government shall supply domestic water to pure water systems.The contractor shall make any water connections/valves needed for thepure water system. The government shall furnish electric/outlets to purewater systems. The contractor shall make any electric connections neededfor the pure water systems.
B.Quality Assurance
The COR will monitor and conduct quality assurance of contractor’sperformance in accordance with the standards set forth in this PerformanceWork Statement and based on the Acceptable Quality Levels specified inAttachment 2. The government may inspect any of the pure water systems atany time.
C.Plumbing
All plumbing equipment pertaining to the pure water system shall be maintainedand adjusted by the contractor. This includes repairs or replacements, if needed,to the damaged or leaking piping, pipe fittings, hoses, unions, pressure gauges,solenoid valves, check valves, relief valves, and strainers. The control valves andlevel controls pertaining to the storage tanks and pumps (to include thelubrications) are to be adjusted as needed to keep the pure water system insatisfactory operation. The contractor shall be responsible for all piping on thereverse osmosis except for the circulating piping. Any defects in plumbingequipment shall be repaired or replaced by the contractor at no additional costto the government.
D.Electrical
All electrical equipment including control box functions, protection devices,interlocks, pressure switches, timers and wiring shall be maintained and adjustedby the contractor. Any defects in electrical equipment shall be repaired orreplaced by the contractor at no additional cost to the government.

Notification and Scheduling: 24 hours notification shall be given to the COR before any pure water system is shut down for maintenance or repairs. Notification shall also be given to the COR 24 hours prior to sanitizing the Reverse Osmosis System.

E.Documentation
Maintenance Log: Contractor shall keep an accurate maintenance log of allchecks and maintenance performed on each system. This maintenance log shallbe submitted to the government within 3 days of the maintenance beingperformed.

Repair Service Ticket: Contractor shall keep an accurate record of all repair actions taken to maintain the system in proper working order .This repair service ticket shall be submitted to the government within 3 days of the maintenance being performed.

Water Test Documentation: Contractor shall keep an accurate record of all water tests performed on each system and submit these water tests to the government within 3 days of the tests being preformed.

All documentation shall be submitted to the COR.
F.Other Requirements

All systems shall have the following minimum service:

1. All water filters and pre-filters shall be replaced every six months.

2. All tank filters shall be replaced once a year.

3. Mixed bed Deionizers shall be replaced every 6 months

4. Carbon Tanks shall be replaced every 6 months

5. Sanitize the Reverse Osmosis and the Deionization Storage Tanks and Distribution System each year

6. Building 010A, Building 001 and Building 200 Reverse Osmosis System are high quality water systems which require higher minimum standards. These systems need to be sanitized at least every 3 months .Building 200 needs its mixed bed deionizer, pre-filters to be replaced every 3 months

Prior to commencing work, the contractor is required to obtain vehicle permits,and identification badges. These can be obtained from the Engineering andConstruction Branch office, Building 426A, BARC-East, Beltsville, Maryland. Thecontractor shall return the identification badges at the end of the contract.
Non-Citizens of the USA must fill out non-citizen data sheet Form ARS-230

The contractor shall report all damage to Government property, personal injuries, and/or hazardous conditions to the COR immediately, after such occurrence.

G.Hours of Service
All work shall be performed between the hours of 8:00 a.m. to 4:30 p.m.,Monday through Friday, exclusive of federal holidays. Any services performedoutside of these hours shall be coordinated with the Contracting Officer’sRepresentative (COR). The following are federal holidays to be observed by thecontractor. Work is not to be scheduled on these days.

Attachment 1: BARC Pure Water Systems

The Contractor shall use this listing as a guideline only for existing pure water system equipment. Some equipment might be changed and identification numbers are different, as well as quantities and sizes. The contractor shall verify all equipment in the field. Upon award on contract the contractor shall update this list for an accurate accounting of on-site equipment.
