SOLE SOURCE JUSTIFICATION

FOR FEDERAL PROCUREMENTS UNDER SIMPLIFIED ACQUISITION THRESHOLD (i.e. < $150,000)

Text1: The testing shall include 1) Necropsy Inspection, 2) Viral Screen Testing, 3) Virology, 4) Direct Fluorescent Antibody Test (DFAT); 5) Indirect Fluorescent Antibody Test (IFAT); 6) HPR0 testing, and 7) Infectious Salmon Anemia Virus (ISAV) and salmonid alphavirus (SAV) screening on Atlantic salmon required by state and federal regulations regarding the culture and transport of salmonids. The testing is required for disease certification of salmon in the USDA ARS NCWMAC breeding program, transport of salmon to industry collaborator sites for performance evaluations, and for germplasm release to commercial production.

Total estimated cost will be $28,400.99

Text2: Micro Technologies Inc. dba Kennebec River Biosciences, (41 Main street, Richmond, Maine 04357 207-737-2637) is an approved laboratory certified to conduct diagnostic testing in support of Export Health Certification of Aquaculture Species by the USDA Animal Plant Health Inspection Service, (USDA-APHIS). They are the only laboratory (small business, Naics Code 541940 <7.5million) approved by the USDA to conducted testing for Infectious Salmon Anemia Virus (ISAV) using virus isolation, RT-PCR, and IFAT which are all required as part of our routine testing. Additionally, the company has on staff a USDA accredited veterinarian that conducts on-site inspections in order to allow international shipments of eggs and fish from the facility. We also require continuity of testing reports for comparison with previous reports provided by this vendor over the past 10 years. This vendor is familiar with Maine and International standards for salmonid fish health testing, files timely reports to keep our fish health certifications in place without loss of required research and technology transfer operations, inspects in less than a one day notice if we have a fish health problem and writes prescriptions when needed.
