C.2 AGAR 452.211-73 ATTACHMENTS TO STATEMENT OF WORK/SPECIFICATIONS
(FEB 1988)
The attachments to the Statement of Work/Specifications listed in Section J are hereby made part of this solicitation and any resultant contract.
C.3 SCOPE OF WORK
This Contract requires western white pine blister rust surveys, and related work in compliance with its terms, specifications and provisions. The work will be on the Newport and Sullivan Lake Ranger Districts, Colville National Forest.
The Contractor shall provide all personnel, labor, quality control, equipment, transportation, tools, operating supplies, materials, supervision and incidentals except those items, if any, listed as Government-furnished property necessary for the performance of Western White Pine (WWP) Blister Rust Surveys and related work.
The objective of this contract is to identify the amount of blister rust infection in western white pine.
Contractor self-inspection is required under this contract. The Contractor is required to perform the western white pine blister rust surveys in such a way as to meet a high level of quality.
Contractors are advised to visit the work sites to determine average number of trees per acre to survey prior to submitting a quote. The Contractor is responsible for determining the amount of work.
No work will be allowed until sanitary facilities have been provided at the campsite, should the Contractor elect to camp, a Camping Permit must be issued by the Contracting Officer. (Exhibit 2)
C.4 LOCATION AND DESCRIPTION
The location of the worksite(s), access to the area(s), size of each sub-item, and other information pertinent to this Contract are contained on the vicinity and project maps, which shall be considered as part of the technical specification terms, and which are located in Section J of this contract.
Project areas can be reached by forest roads that are accessible by standard pickup during the normal operating season (May 1 through November 1). The Forest Service assumes no obligation to plow snow or do special maintenance to keep roads open. Foot travel to and from areas of ½ to 1.0 mile will be common. Occasionally distances in excess of 1.0 mile will be required. If a unit has a walk-in distance and is listed behind a gate or barrier closure, this contract serves as the permit for motor vehicle passage behind it. This authorization is granted on a case-by-case basis and not guaranteed. Most of the closures are to protect seasonal wildlife habitat, most commonly deer, elk and grizzly bear.
A walk-in price adjustment is applicable for walk-ins that exceed 1.0 mile round trip. The Contractor must provide a percentage amount to be applied to the per plot unit price when applicable on the schedule of items.

3. Fixed area plots of 1/50 (16.6 ft. radius) shall be used to determine western white pine trees. (Exhibit 5)
4. The Contractor shall locate and evenly distribute the plots throughout the stand on a systematic, unbiased, square grid basis, from acres provided in the Detailed Unit Information Sheet (Exhibit 6).
5. Locate, identify, and record these accurately on the provided Sketch Map (Exhibit 5) and document the plot data on the White Pine Blister Rust Survey Form (Exhibit 5).
6. Flagging shall be used and placed intervisibly along the route between plot centers to mark the routes between plots if not using GPS (latitude/Longitude) to identify plots.
RFQ No. 1205M619Q0028 Western White Pine Blister Rust Surveys Page 7 of 62
7. Grid size for determining distance between plots will vary between stands as necessary to locate systematically the specified number of plots. Plots must be no closer to the unit boundary than 1 chain (66ft). The Contractor must relocate plot if plot is less than 1 chain (66ft) from unit boundary and document new location on unit map provided.
8. The number of sample plots to be examined for each survey unit has been predetermined. Only the number of plots identified shall be acceptable per unit.
0-10 acres = 5 plots 11-20 acres = 8 plots 21-40 acres = 10 plots 41-60 acres = 15 plots 61-80 acres = 18 plots 81+acres = 20 plots
9. The Contractor must prepare a project sketch map by recording the following information on the contract maps provided:
a. Location of plots
b. Document the Latitude and Longitude and plot location on map when using GPS
c. Plot numbers
d. Grid used and direction of travel (Azimuth)
e. Location of reference point(s), distance and azimuth to selected point(s)
f. Location of cultural resource materials if found
g. Remarks
10. When the Contractor does not use Latitude and Longitude to locate plots, the Contractor must locate and identify the reference point(s) for each Survey on the road nearest and/or physical features identifiable on the ground and shall mark it with flagging on the ground. The distance, azimuth to the next plot and the unit number or unit name must be written on the ribbon when starting from a reference point. The route to and between plots must be flagged at points such that the flagging is inter-visible to facilitate relocation for inspection.
11. If the Contractor uses GPS to identify the plot location, the Contractor will document the Latitude and Longitude for each plot with the plot number and identify the location of the plot on the unit map provided.
12. Plot centers must be located by attaching flagging to an object at plot center with the plot number and unit number or unit name written on the flagging. Secondary plot markings shall be three sets of flagging hanging over the plot center at least 5 feet above ground level with unit name and unit number, plot number. If not using GPS, the Contractor must write the direction and distance to the next plot written on a piece of the flagging above plot center.
13. The Contractor must submit completed surveys in groups of five (5) with their respective forms and survey diagrams and aerial photos. All completed surveys must be delivered to the Contracting Officer Representative. At the time of delivery, the surveys become the property of the Government. RFQ No. 1205M619Q0028 Western White Pine Blister Rust Surveys Page 10 of 62
3. If remeasurement indicates a variance greater than five (5) percent, payment will be based on the remeasured acreage and the Government will pay for the remeasurement.
4. Final payment will be reserved until the Contractor has retuned accountable property furnished by the Government, i.e. aerial photos.
