SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 SCOPE OF CONTRACT

Project consists of furnishing the construction and materials necessary to complete shoreline erosion control treatments at two sites on the South shoreline of Lake Chelan in Chelan County, Washington. Construction consists of furnishing and installing special rock embankment, large woody debris, erosion control products as well as other incidental items in a variety of configurations called treatments at locations staked on the ground by the Government prior to commencing work. This work is being done to fulfill the requirements of an Article (1) Forest Service Erosion Control Plan to the license issued by the United States of America Federal Energy Regulatory Commission (FERC) to Public Utility District No. 1 of Chelan County (Chelan PUD) for Lake Chelan Hydroelectric Project No. 637 located on the Chelan River near the city of Chelan, Washington.

C.2 PROJECT LOCATION

The proposed Lake Chelan Shoreline Erosion Control Phase 8 work is located at two sites on the south shoreline of Lake Chelan on the Lake Chelan Ranger District of the Okanogan and Wenatchee National Forest. The primary access to this site is by boat or barge. The Lady of the Lake private commercial ferry does not stop at these sites. The boat ramp nearest the project sites is located at Twentyfive Mile Creek State Park. Other boat ramps are available at Shrine Beach, Lake Chelan State Park, Chelan Riverwalk Park, Old Mill Park and Lake Shore Marina. Commercial barge service is available on Lake Chelan from Mountain Barge Services LLC, 1222 W. Woodin Ave, Chelan, WA 98816 phone (509)682- 2493. The availability of boat ramps varies depending on the water level of Lake Chelan.

This project requires work on Lake Chelan at two time periods. The first is during high-pool lake levels (October to December) to pre-position rock at the project sites and the second is during low-pool lake levels (December to March) to complete the erosion control work.

Prospective offers are advised to verify the availability of planned boat launches during low-pool periods.

The work sites are Site No. 5a and 5b. Sites are located in Section 15, Township 29 North, Range 20 East, Willamette Meridian (WM) in Chelan County, Washington. The project site may be reached from Chelan, Washington by traveling up Lake Chelan approximately 30 miles from the Lady of the Lake boat dock. The project site is approximately 5 miles up-lake from the Twentyfive Mile Creek State Park boat ramp.

The Government's estimate is: Between $250,000 and $500,000

C.6 DESCRIPTION OF WORK

The construction of erosion control measures required by this contract at Site No. 5a and 5b are required as part of the license issued by FERC for the Lake Chelan Hydroelectric Project No. 637-041 to the Chelan PUD.

C.7 PROJECT CONTROL

To prevent the introduction of seeds of noxious weeds onto National Forest land, Contractor shall ensure all equipment moved onto National Forest land and Lake Chelan is free of soil, seeds, vegetative matter or other debris that could contain or hold seeds. Contractor shall employ whatever cleaning methods necessary to insure compliance with this provision, and shall notify the Forest Service prior to moving each piece of equipment onto National Forest land. Upon request of Forest Service, arrangements will be made for Forest Service to inspect each piece of equipment prior to being moved onto National Forest land.

All boats or barges will also need to be washed prior to being placed into Lake Chelan. The CO will request a 3 month history of all bodies of water that the vessel has been on prior to being brought to Lake Chelan.

Boats coming from outside of Lake Chelan must:

• Clean equipment that has come into contact with water by removing all visible native and non-native plants, algae or mud from shoes, waders, life vests, boat hulls and engines, trailers and other gear. Use a stiff-bristled brush to clean equipment.

• Drain any accumulated water from boats or gear – including water used in cleaning – back into the lake, stream, or other waterbody from which it came. If draining water away from a water body, water must be disposed of down a sewage drain, not a storm drain.

• Rinse all surfaces with potable water.

If the boat has previously been used in waters with known contaminants or aquatic invasive species, the boat operator is required to use one of the following decontamination techniques listed below:

• Drying method: Once gear is fully dry, allow it to remain dry for an additional 48 hours before using again in Washington waters.

• Hot water: Hard non-porous surfaces, like trailers, engines and shovels, require constant exposure to water heated to a minimum of 140 degrees Fahrenheit for 15 seconds by soaking or using a hot water pressure washer. Porous materials and gear with multiple folds or cavities, such as boots, waders or nets, require constant exposure for in water heated to 120 degrees Fahrenheit for a minimum of five minutes.

• Freeze: Freeze your gear to a temperature of 14 degrees Fahrenheit for a minimum of eight hours or 15 degrees to 32 degrees Fahrenheit for a minimum of 24 hours.

• Chemical method: Chemical treatments should not be done near a waterbody. Soak gear in undiluted antibacterial Formula 409® for 10 minutes. Rinse thoroughly in a contained area. Rinse water must be disposed of down a sewage drain, not a storm drain. Always follow label instructions before use. This method may cause surface cracking of rubber or loss of water repellency.

The Forest Service may require inspection of equipment prior to activities to ensure that all cleaning and decontamination has been completed satisfactorily.

Contractor is responsible for protecting workers from injury. Refer to FAR 52.236- 13, Accident Prevention, for full text.

The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer.

The Government is not responsible for loss of or damage to equipment, materials, or supplies stored on-site during performance of this contract.

3.1 Mitigation Measures Included

Of the group of sites in this site-specific plan, sites 5a and 5b are defined as being group 3 sites in the Settlement Agreement, selected for treatment based on visual impact of the erosion occurring at the sites.

Noxious weed control will be addressed by: 1) limiting foreign soils being brought into the sites;

2) limiting ground disturbance to areas below elevation 1,100 feet, the normal maximum lake level; and, 3) obtaining large rock from a weed-free certified pit. Every effort will be made to keep existing slopes and vegetation as stable as possible during treatment.

These sites all have fairly good natural vegetation that will fill in once toe erosion is stabilized.

However, spot shoreline plantings may be completed by Forest Service personnel at select sites where plantings are needed.

Large Woody Debris (LWD) will be used to benefit fish and address wave action where possible at a ratio (1/1) of disturbed shoreline as agreed to with permitting agencies. This set of treatment allows for LWD placement to be incorporated into approximately 1371 linear feet of shoreline treatments. It will not be a continuous treatment but a selected piece anchored occasionally until we reach the appropriate amount. It will be done so that it does not interfere with dock access or other recreational shoreline to water access at the campgrounds. T1 a n d T 3 treatments include excavation that is used in the LWD calculation. We have calculated 1188 lineal feet of these treatments with excavation disturbances of approximately 1.5 feet, so we have a square footage of required LWD of approximately 1782 square feet. With “average” pieces of LWD being a 20-foot log and 14-16 inches in diameter, each log would represent about 25 square feet of mitigation. Thus we are planning to place approximately 72 “average” logs within the treatment areas that allow for LWD.

3.2 Implementation and Effectiveness Monitoring

The effectiveness monitoring schedule is based on when each site will be treated. The timelines for site treatment are outlined in Chapter 1 of the Lake Chelan Comprehensive Management Plan. The monitoring will be focused on the evaluation of four distinct focus areas:

1. Slope stabilization with an objective of reaching a 90-percent success rate in the treated areas.

2. Presence of native vegetation with an objective of reaching ratio of native to non-native vegetation similar to that found on nearby on undisturbed slopes on 90 percent of treated area. This will take into account the percentage of rock, and bare spots as this is a very dry hostile natural environment.

3. Presence of noxious weeds with an objective of not introducing any new noxious weeds through the course of treatment. Implementation methodologies are designed to exclude the introduction of noxious weeds. Treated areas will be monitored on an ongoing basis to determine if the methodologies employed are sufficient to meet the project objectives.

4. Stability of LWD with an objective of minimizing movement. Large loose objects could become hazardous to the site users.

All sites will be monitored 1, 3 and 5 years following treatment at the sites. For efficiency, some sites monitoring may be conducted when additional vegetation is being planted following the initial stabilization. LWD inspections and slope stability inspections will be conducted during drawdown times to allow inspection of anchoring devices. Noxious weed and vegetation inspections will occur after leaf-out, typically in the May-to-June time period. These inspections will be coordinated with other erosion control implementation steps to provide travel and time efficiencies when possible.

C.8 NATIONAL ENVIRONMENTAL POLICY ACT and PERMITTING

4.1 NEPA

The Forest Service accepted the Final Environmental Assessment (FEA) for Hydropower for Lake Chelan Hydroelectric Project, FERC Project No. 637, FERC, October 2003, for erosion control treatments. Materials included in the FEA detailed all previously conducted survey work, and proposed site-specific treatment areas that were measured and mapped at 10-foot increments. The proposed specific treatments have not materially changed since the date of issuance of the FEA and, as such, will be consistent with the intent of the original proposed treatments.

4.2 Permitting

To ensure that site-specific permitting requirements are met, Project Files, including biological evaluation data, cultural resources, and consultation, will be created or updated, to provide additional site-specific information in a timely manner over the life of the License. Project Files include the Biological Evaluation (BE) data and U.S. Fish and Wildlife Service (USFWS) concurrence letters, the Cultural Resources information, and the Joint Aquatic Resources Permit Application (JARPA).

The USFWS concurred with the Forest Service findings of “may affect not likely to adversely affect” the northern spotted owl (Strix occidntalis caurina), gray wolf (Canis lupus), and grizzly bear (Ursus arctos) in the Biological Evaluation for Lake Chelan Erosion Sites in letters dated August 15, 2007 and April 8, 2008. These letters were included as part of the Site-Specific Erosion Control Plan (Sites 5a, 5b, 8a, 8b, 10a, 10b and 12) submitted to the

FERC in August, 2017. The proposed treatments at the sites covered in this site-specific plan are consistent with the BE and a programmatic consistency form will be completed to document meeting requirements in the BE. The USFWS will review annual site specific program consistency analysis forms (PCF), which are tied to a larger programmatic analysis of the entire project over the 25 years of erosion control treatment.

A JARPA is being submitted to the Washington Department of Fish and Wildlife (WDFW), Washington Department of Ecology (Ecology), USFWS, and the Army Corps of Engineers (Corps). The JARPA is the formal request for Nationwide Permit 13 Bank Stabilization from the Corps. It also addresses Ecology’s 401 Water Quality Certification permit and the WDFW’s Hydraulic Project Application (HPA) addressed under the 2005 HPA Memorandum of Understanding.

4.3 Cultural Resources

The project area was surveyed for cultural resources during the relicensing project. A project description has been submitted to Pete Cadena, Okanogan-Wenatchee National Forest Archaeologist, for review. A report will be submitted to the Washington State Historic Preservation Office and concurrence documented prior to commencing project activities. Nation-to-Nation letters were sent to the Confederated Tribes of the Colville Reservation and the Confederated Tribes and Bands of the Yakama Indian Nation in February 2018.

C.9 MATERIAL SOURCES

The Contractor is responsible for finding sources of rock and other materials such as LWD needed for this contract. The nearest local source of rock is Tunnel Hill Granite, 9 Howard Flats Road, Chelan, WA 98816 phone (509)682-2569.

C.10 PERFORMANCE PERIOD

It is anticipated that contract award will be made by October 31, 2019. Award will be made in accordance with Section M of this solicitation.

The estimated starting date for on-site work is Fall (November 1, 2019). All work shall be completed during the winter/spring drawdown period for 2019-2020 with all work completed not later than March 31, 2020 or the end of the drawdown period, whichever occurs first. The Contractor shall maintain progress at a rate which shall assure completion within the contract time.

Do not submit a proposal unless you can complete all work within this established timeline.

C.11 WORK PROCEDURES

All work related to this project shall be performed in accordance with the following:

• All applicable OSHA Safety Regulations and all applicable federal, state, county and local laws and regulations.

• US Army Corps of Engineers Section 404 Permit (Nationwide No.13) with attached special conditions.
