DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
1. SCOPE AND LOCATION
The desired outcome of this contract is to address travel management issues in important wildlife habitat by reducing open road densities. Habitat quality is expected to improve by increasing refuge characteristics and habitat connectivity.
This solicitation is soliciting quotes from qualified vendors for the decommissioning and closure of roads on the Deschutes National Forest, Bend-Fort Rock and Crescent Ranger Districts.
The work consists of road travelway obliteration and entry management treatments. For all activities, the contractor should include all labor, materials and supplies needed to perform work as described unless otherwise noted.
The project work is located on the Deschutes National Forest, BFR roads are within 30 miles of Bend, Deschutes County, Oregon, and Crescent roads are approximately 6-10 miles southeast of Crescent, Klamath County, Oregon, Township 25S, Range 9E. See maps.
2. DESCRIPTION OF WORK AND STANDARDS
Item 1: Road Travelway Obliteration
Activities will include subsoiling for decompaction and surface cover, as outlined below. These activities will occur on the entirety of the road prism identified in the TABLES or as modified by the Contracting Officer. Road locations will be flagged on the ground.
Subsoiling for Decompaction: Subsoiling will occur to a minimum depth of 18 inches (maximum 24 inches), except where the Forest Service agrees to lesser depths. Soil shall be decompacted to the full depth, while preventing mixing or plowing. Surface disturbance of organics and vegetation, where present, will be minimized. Once treated, the decompacted soil is slightly lifted and well-fractured rather than plowed, mixed, or displaced. Treated areas shall span the entire length of the road and the total width of the compacted ground surface. Subsurface rocks should not be pulled to the surface and large supportive roots should also not be severed. Ground that cannot be effectively treated due to subsurface rock should be scarified to the extent possible – typically with the surface roughened and broken to a depth of 4-6 inches.
The distance between subsoiler shank passes shall typically not exceed 24 inches. Subsoiling should not occur when the ground is frozen. Subsoiling should not occur when roads are wet - there should not be standing water on the road surface and free water should be completely drained from the soil profile.
Surface Cover: Available roadside material (such as downed wood, slash and root wads) shall be placed on the treated areas in conjunction with subsoiling to achieve a target effective ground cover of at least 50% by area. Where adequate material is not available to achieve 50% cover, at least one piece of roadside material per 20 linear feet of travelway distance is expected. The roadside material may include standing green trees under 7 inches DBH within 25 feet of the roads edge to achieve the desired surface coverage should other identified material not be available. Subsoiling and material placement shall be completed in one pass or in a way that would prevent compacting or displacing the treated area. Reference photos of subsoiling & slashing results are shown below (REFERENCE 1-3). All roads decommissioned will have barriers constructed at the entrance of each route to prevent future use and facilitate vegetative and soil recovery (see Item 2). In some instances, one route may require two or more barriers if multiple intersections occur, as noted. Small avoidance areas may be flagged on the ground where all soil disturbance will not be allowed, placement of surface cover may still be required within avoidance areas as directed by the Contracting Officer.
REFERENCE 1: Subsoil treatment result showing slightly lifted and well-fractured soil, rather than plowed, mixed, or displaced.
REFERENCE 2: Available roadside material such as downed wood, slash and root wads, shall be placed on the treated areas in conjunction with subsoiling
REFERENCE 3: Example of equipment used for subsoiling & slashing in one pass.
Item 2: Entry Management Treatment (Barrier Construction)
Activity will occur on all roads identified in TABLES and MAPS. In some instances, one route may require two or more barriers if multiple intersections occur, as noted. Barrier construction may extend beyond the road width if open conditions provide access around a road-width barrier. Barriers should not be passable by any 4WD passenger vehicle or ATV and should be discouraging to dirt bike and mountain bike use. Barriers will be constructed from boulders (minimum size of 2.5 feet in diameter in at least two dimensions) placed a maximum of 2 feet apart and partially buried and backfilled (minimum quarter depth) to discourage easy removal. To mimic a natural appearance, boulders will not be placed in an even, symmetrical pattern and may be placed in a scatted pattern down the entry portion of a closed route (within approx. 100 feet). Approximately 8 boulders are needed at each barrier. Number of boulders used will be tracked by the contractor and reported to the Forest at project completion. Prior to placement, documentation displaying compliance with weed free requirements from the material source will be required by the Forest Service. (No government furnished source available, boulders will need to be provided from commercial source by contractor) For barrier construction on routes also identified for road travelway obliteration, barriers will require additional deep mixing of soil to roughen the surface to an unpassable condition beyond the limitations of the subsoiling treatment for sight distance (approximately 12 feet by 300 feet) and should incorporate on-site material such as downed wood and root wads that can be reached without leaving the road surface with machinery. Subsoiled surfaces may not be trafficked after treatment.
Subsoiling should not occur when the ground is frozen. Subsoiling should not occur when roads are wet -there should not be standing water on the road surface and free water should be completely drained from the soil profile. Small avoidance areas may be flagged on the ground where all soil disturbance will not be allowed, boulders may still be placed on the ground surface as directed by the Contracting Officer.

(a) Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor. This list shall not be deemed to be all-inclusive. The Contractor shall bear the sole responsibility for taking all appropriate actions necessary to prevent accidents and injuries to individuals at the worksite.
(b) The following activities have been identified by the Government as potential safety hazards when performing complex restoration activities over a large project area. Contractor shall provide a job-specific safety plan addressing these hazards as well as any other potential hazards the Contractor has encountered in this type of work.
1) Work around heavy equipment and trucks, blind spots, backing, visibility, etc.
2) Work in semi-remote locations
3) Work on uneven terrain.
The job-specific safety plan should at a minimum address the following:
1) Job specific PPE for all individuals on the job site, safety vests, glasses, hardhats, foot wear, hearing protection, etc.
2) Job and equipment specific first-aid kits, spill kits for fuel, hydraulic fluid, etc.
3) Evacuation plan in case of injury, include EMS, and hospitals/clinics with directions, phone numbers, and additional contact information as needed.
18. NOXIOUS WEEDS
(a) In order to prevent the potential spread of noxious weeds onto Federal lands, the Contractor shall be required to furnish the Forest Service with proof of weed-free equipment.

(c) All equipment and vehicles to be used at the job site shall be cleaned and certified free of noxious weeds and their seeds prior to entrance onto the National Forest. The restriction shall include equipment and vehicles intended for off-road use as well as on road use, whether they are owned, leased, or borrowed by the contractor or subcontractor.
(d) Cleaning shall consist of the removal of all dirt, grease, debris, and materials that may harbor noxious weeds and their seeds. This may require the use of a pressure hose. Cleaning shall occur off Federal lands.
(d) Equipment, materials and vehicles shall be visually inspected by a designated Forest Service Officer and certified in writing to be reasonably clean and weed free. Inspections will take place at a location designated by the Forest Officer in advance of equipment and material arrival. Equipment and vehicles are expected to proceed directly to the job site following the inspection. Materials to be used on the project will be delivered to the project.
Certification shall remain valid for each identified piece of equipment or vehicle only for the duration of the specified project and only as long as the vehicle or equipment remains at the job site. Equipment and vehicles (excepting passenger vehicles - this includes pickups and vans) that leave the job site will need to be recertified as weed free before they are allowed to return to the job site or re-enter the National Forest.
All equipment including, but not limited to, vehicles, tools, hydro-seeders, mulch blowers/spreaders, tractors, trailers, excavators, and dozers shall be clean and free of mud, debris, seed, fertilizer, mulch, or any hydro seeding products used on prior jobs including both internal and external surfaces. Equipment will be inspected prior to any project work at a mutually agreed upon location(s) by the COR and/or Inspector. If equipment does not pass inspection, the contractor will be required to clean equipment off-site at an approved facility before returning to the project site. The Government is not liable for lost time due to re-cleaning of equipment.
19. HAZARDOUS MATERIAL CONTAINMENT/CLEANUP

Stream channels requiring petroleum containment booms will be designated by the Government. Any and all spills of chemicals, including but not limited to petroleum products, shall be reported to the COR and immediately contained and disposed of in accordance with State and Federal regulations. Disposal includes the removal of any contaminated soil and rock material.
During Contractor operations on lands managed by the BLM and Forest Service, in the event of a release as defined in Oregon Administrative Rules (OAR), PART 340, DIVISION 108, HAZARDOUS WASTE MANAGEMENT, the Contractor shall immediately implement the modified SPCC Plan and notify the COR.
