Questions & Answers

1. Are you able to provide the flooring types that are in the residential and bunk houses and the number of bathrooms in those buildings?

The main office has a men's and women's bathroom downstairs with tile floors. The rest of the building has that carpet that you lay down in squares. There is a unisex bathroom upstairs with tile floors. There is the public bathroom outside in the parking lot with cement floors. The bunkhouse that I have been in has the same indoor/outdoor carpet that the main office has with two bathrooms. It has a basement with workout room, conference room with the same carpet.

The Fire office has the same indoor/outdoor carpet with two bathrooms. The housing has more of a plush carpet like you would usually find in a house. Linoleum in the kitchen, laundry room and bathroom.

In regard to Past Performance, we also have some questions:

2. We have quite a few similar janitorial contracts with the Forest Service and we are registered in SAM. As an experienced contractor, we have more active janitorial contracts than completed ones. Rather than listing all of our contracts, could you please specify a finite number of references that all bidders can provide to be used in evaluating comparative past performance?

I do not have a set number for number of references, but if you gave a handful of references in the last 3 years that would suffice. We do not expect you to list every single contract if you do a large quantity. We are just hoping for enough to show there are recent contracts relevant to similar work as well as the level of quality. 3-5 would suffice.

In regard to the Quality Control Plan:

3. Page 9 states: The Contractor shall provide a Quality Control Plan (QCP) as part of its Technical Proposal.

However, on page 40, the Quote Preparation Instructions, limit the submission requirements as follows: “Proposals shall include the following information for each of the evaluation factor as identified below:

o Past performance: Complete a Past and Current Contract Information Sheet… o Standard Form 1449 with Blocks 17-30 completed. Include items 2 and 3 and ensure your SAM registration includes NAICS 237310.”

Please clarify the requirement for a complete Quality Control Plan to be included with the response submission by October 18.

The Quality Control Plan will be required if awarded the contract, but not required in the submission of the solicitation. If awarded, I would require that prior to signing the Notice to Proceed work at the pre-work meeting. So to clarify, it is required if awarded, but not in the quote and documents that I will be evaluating. I will evaluate based on the items listed on page 40.
