MOBILIZATION

1. PART 1 - GENERAL

1.01 SUMMARY

A. This work shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

4.01 PROGRESS PAYMENTS WILL BE MADE AS FOLLOWS:

A. When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

B. When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

D. The total of all payments shall not exceed the original contract amount for this item.

SECTION 024313

GARAGE REHABILITATION

1. PART 1 – GENERAL

1.01 SUMMARY

A. This work consists of rehabilitation of existing historic garage building #1517.

B. This work also includes but is not limited to lifting, squaring, and setting garage onto a new constructed concrete foundation, excavation, backfill, grading, repair of damaged elements of the structure, rebuilding and rehanging doors, including materials, equipment, labor, supervision, and all incidentals. Option 099010-1 of exterior painting building #1517 which includes materials, equipment, labor, supervision, and all incidentals.

4. PART 3 – EXECUTION

4.01 GENERAL

A. Inspect building and site and coordinate work plan and timing with the COR.

B. Use existing bottom of sill plate at garage’s east corner as reference elevation for top of new foundation, final leveling of building, and final grading.

C. Construct concrete foundation.

D. Level and compact soil surface within footprint of building, and grade around building to meet slopes and dimensions as shown on drawings.

E. Carefully raise and square-up building with temporary bracing.

F. Lower and set building on new foundation, only after concrete has achieved a minimum of 1000 psi or after 14 days.

G. Replace existing rotted wall sill plate with pressure treated lumber of like dimensions.

H. Construct new stud wall and final bracing panels and shown on drawings.

I. Clean, re-grease, and adjust overhead sliding door tracks.

J. Rebuild and re-hang wood doors to fit new openings as needed.

K. Replace two bottom courses of siding.

L. Option: Prep and paint all building exteriors.

M. Clean up area of contract-related debris and dispose off government property.

5. PART 4 – MEASURMENT AND PAYMENT

5.01 METHOD OF MEASUREMENT

A. Measurement will be made for completed rehabilitation work, including incidentals.

CAST-IN-PLACE CONCRETE

PART 1 - GENERAL

1.1 SUMMARY

A. This Section includes cast-in-place concrete, including reinforcement, concrete mate-rials, mix design, placement procedures, and finishes.

1.2 RELATED SECTIONS

1.3 SUBMITTALS

A. Product Data: For cement brand, each admixture, and curing material to be used.

B. Design Mixes: For concrete mix indicated.

1.4 QUALITY ASSURANCE

A. Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed con-crete products complying with ASTM C 94 requirements for production facilities and equipment.

B. Comply with ACI 301, "Specification for Structural Concrete," including the follow-ing, unless modified by the requirements of the Contract Documents.

1. General requirements, including submittals, quality assurance, acceptance of structure, and protection of in-place concrete.

2. Formwork and form accessories.

3. Steel reinforcement and supports.

4. Concrete mixtures.

5. Handling, placing, and constructing concrete.

6. Lightweight concrete.

PART 2 - PRODUCTS

2.1 MATERIALS

A. Formwork: Furnish formwork and form accessories according to ACI 301.

B. Steel Reinforcement:

1. Reinforcing Bars: ASTM A 615/A 615M, Grade 60 (Grade 420), deformed.

2. Plain-Steel Wire: ASTM A 82, as drawn.

C. Concrete Materials:

1. Portland Cement: ASTM C 150, Type I or II or I/II, use one brand of cement throughout project.

2. Normal-Weight Aggregate: ASTM C 33, uniformly graded, not exceeding 1- 1/2-inch (38-mm) nominal size.

3. Lightweight Aggregate: ASTM C 330.

4. Water: Complying with ASTM C 94.

D. Admixtures:

1. Air-Entraining Admixture: ASTM C 260.

2. Water-Reducing Admixture: ASTM C 494, Type A.

3. High-Range, Water-Reducing Admixture: ASTM C 494, Type F.

4. Water-Reducing and Accelerating Admixture: ASTM C 494, Type E.

5. Water-Reducing and Retarding Admixture: ASTM C 494, Type D.

E. Curing Materials:

1. Evaporation Retarder: Waterborne, monomolecular film forming, manufactured for application to fresh concrete.

2. Absorptive Cover: AASHTO M 182, Class 2, burlap cloth made from jute or kenaf.

3. Moisture-Retaining Cover: ASTM C 171, polyethylene film or white burlap-polyethylene sheet.

4. Water: Potable.

5. Clear, Waterborne, Membrane-Forming Curing Compound: ASTM C 309, Type 1, Class B.

2.2 CONCRETE MIXES

A. Comply with ACI 301 requirements for concrete mixtures.

B. Prepare design mixes, proportioned according to ACI 301, for normal-weight concrete determined by either laboratory trial mix or field test data bases, as follows:

1. Compressive Strength (28 Days): 3000 psi (20.7 MPa).

2. Slump: 4 inches (100 mm).

a. Slump Limit for Concrete Containing High-Range Water-Reducing Ad-mixture: Not more than 8 inches (200 mm) after adding admixture to plant- or site-verified, 2- to 3-inch (50- to 75-mm) slump.

C. Add air-entraining admixture on site at manufacturer's prescribed rate to result in con-crete at point of placement having an air content of 6.0 percent within a tolerance of plus 1.0 or minus 1.5 percent.

2.3 CONCRETE MIXING

A. Ready-Mixed Concrete: Comply with ASTM C 94.

1. When air temperature is between 85 and 90 deg F (30 and 32 deg C), reduce mixing and delivery time from 1-1/2 hours to 75 minutes; when air temperature is above 90 deg F (32 deg C), reduce mixing and delivery time to 60 minutes.

B. Project-Site Mixing: Measure, batch, and mix concrete materials and concrete accord-ing to ASTM C 94. Deliver to site as separate components, and proportionately batch by pre-set metering device, mixed in dispensing chamber at project site on an as-needed basis.

C. Project-Site Mixing: Measure, batch, and mix concrete materials and concrete accord-ing to ASTM C 94. Mix concrete materials in appropriate drum-type batch machine mixer.

1. For mixer capacity of 1 cu. yd. (0.76 cu. m) or smaller, continue mixing at least 1-1/2 minutes, but not more than 5 minutes after ingredients are in mixer, before any part of batch is released.

2. For mixer capacity larger than 1 cu. yd. (0.76 cu. m), increase mixing time by 15 seconds for each additional 1 cu. yd. (0.76 cu. m).

D. Provide batch ticket for each batch discharged and used in the Work, indicating Pro-ject identification name and number, date, mix type, mix time, quantity, and amount of water added. Record approximate location of final deposit in structure.

PART 3 - EXECUTION

3.1 INSTALLATION, GENERAL

A. Formwork: Design, construct, erect, shore, brace, and maintain formwork according to ACI 301.

B. Steel Reinforcement: Comply with CRSI's "Manual of Standard Practice" for fabricat-ing, placing, and supporting reinforcement.

C. Joints: Construct joints true to line with faces perpendicular to surface plane of con-crete.

1. Construction Joints: Locate and install so as not to impair strength or appear-ance of concrete, at locations indicated or as approved by Architect.

D. Tolerances: Comply with ACI 117, "Specifications for Tolerances for Concrete Con-struction and Materials."

3.2 CONCRETE PLACEMENT

A. Comply with recommendations in ACI 304R for measuring, mixing, transporting, and placing concrete.

B. Consolidate concrete with mechanical vibrating equipment.

C. Cold Weather Placing:

1. Protect concrete work from physical damage or reduced strength which could be caused by frost, freezing actions, or low temperatures, in compliance with ACI 306 and as herein specified.

2. When air temperature has fallen to or is expected to fall below 40 F (4 C), uni-formly heat water and aggregates before mixing to obtain a concrete mixture temperature of not less 50 (10 C), and not more than 80 F (27 C) at point of placement.

3. Do not use frozen materials or materials containing ice or snow. Do not place concrete on frozen subgrade or subgrade containing frozen materials.

4. Do not use calcium chloride, salt or other materials containing antifreeze agents or chemical accelerators, unless other wise accepted in mix designs.

D. Hot Weather Placing:

1. When hot weather conditions exist that would seriously impair quality and strength of concrete, place concrete in compliance with ACI 305 and as herein specified.

2. Cool ingredients before mixing to maintain concrete temperature at time of placement below 90 F (32 C).

3. Mixing water may be chilled, or chopped ice may be used to control temperature provided water equivalent of ice is calculated to total amount of mixing water.

3.3 FINISHING FORMED SURFACES

A. Rough-Formed Finish: As-cast concrete texture imparted by form-facing material with tie holes and defective areas repaired and patched, and fins and other projections exceeding 1/4 inch (6 mm) in height rubbed down or chipped off.

1. Apply to concrete surfaces not exposed to public view.

B. Smooth-Formed Finish: As-cast concrete texture imparted by form-facing material, arranged in an orderly and symmetrical manner with a minimum of seams. Repair and patch tie holes and defective areas. Completely remove fins and other projections.

1. Apply to concrete surfaces exposed to public view or to be covered with a coat-ing or covering material applied directly to concrete, such as waterproofing, damp-proofing, veneer plaster, or painting.

2. Do not apply rubbed finish to smooth-formed finish.

C. Related Unformed Surfaces: At tops of walls, horizontal offsets, and similar un-formed surfaces adjacent to formed surfaces, strike off smooth and finish with a tex-ture matching adjacent formed surfaces. Continue final surface treatment of formed surfaces uniformly across adjacent unformed surfaces, unless otherwise indicated.

3.4 CONCRETE PROTECTION AND CURING

A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Comply with ACI 306.1 for cold-weather protection, and follow recommendations in ACI 305R for hot-weather protection during curing.

B. Evaporation Retarder: Apply evaporation retarder to concrete surfaces if hot, dry, or windy conditions occur before and during finishing operations. Apply according to manufacturer's written instructions after placing, screeding, and bull floating or dar-bying concrete, but before float finishing.

C. Begin curing after finishing concrete, but not before free water has disappeared from concrete surface.

D. Cure formed and unformed concrete for at least seven days as follows:

1. Curing Compound: Apply uniformly in continuous operation by power spray or roller according to manufacturer's written instructions. Recoat areas subjected to heavy rainfall within three hours after initial application. Maintain continuity of coating and repair damage during curing period.

3.5 FIELD QUALITY CONTROL

A. Testing Agency: Owner will engage a qualified independent testing and inspecting agency to sample materials, perform tests, and submit test reports during concrete placement. Tests will be performed according to ACI 301.

1. Testing Frequency: One composite sample for each day's pour of each concrete mix exceeding 5 cu. yd. (4 cu. m), but less than 25 cu. yd. (19 cu. m), plus one set for each additional 50 cu. yd. (38 cu. m) or fraction thereof.

2. Testing Frequency: At least one composite sample for each 100 cu. yd. (76 cu.

m) or fraction thereof of each concrete mix placed each day.

ROUGH CARPENTRY

1. PART 1 - GENERAL

1.01 SUMMARY

A. This section specifies rough carpentry, including all framing, sheathing, and underlayment as needed to restore existing construction.

1.02 QUALITY ASSURANCE

A. Furnish materials complying with the following:

1. Softwood Lumber.

a. Graded in accordance with the latest edition of "Standard Grading Rules

No. 17,” WCLIB, or "Western Grading Rules," WWPA. Lumber grades specified below are taken from " Standard Grading Rules, No.

17." Equal grades from "Western Grading Rules" are acceptable.

Furnish lumber bearing a recognized grading bureau mark or a "Certificate of Grade" may be substituted. Where a grade for Douglas Fir (DF) species is indicated, other species, if approved by the COR, may be supplied on an equal stress grade basis.

2. Pressure Treatment.

a. Waterborne, conforming to AWPA C2, AWPA P5.

3. Plywood.

a. Graded in accordance with APA PS 1-95. Furnish panels identifiable by a grade trademark of a recognized grading association. Index numbers listed (i.e. 24/0) may be larger but not smaller than shown.

4. All materials and construction techniques shall meet applicable Local codes or the requirements herein, whichever is stricter.

3. PART 3 - EXECUTION

3.01 CONSTRUCTION

A. Framing.

1. Make joints in beam and girders over supports unless shown otherwise on the drawings.

2. Nail built-up girders from both sides with 16d nails at 30 inches on center staggered in 2 rows. Provide 2 nails at each end of each piece and each splice.

3. Set sills level and anchored on the foundation. Set in a full bed of Portland

Cement mortar, if necessary to obtain full bearing. Provide flat washers on all anchor bolts.

4. Set joist with crown side up. Install solid blocking over supports. Provide a minimum of 1-1/2 inch bearing for each joists. Nail with two16d nails at each bearing. Double joists under parallel partitions and at all openings.

5. Toenail rim joists to sill with 8d nails 16 on center.

6. Lap joists over girders 4 inches minimum. Nail with three 16d nails from each side.

7. Notching of joist will be allowed in the end 1/3 of the span only. Limit notching to 1/6 of the joist depth.

8. Provide continuous length studs. Nail studs to top plate with four 8d toenails or two 16d end nails.

9. Install full length cripples at all openings. Nail cripples to studs with 16d nails at 24 inch on center. Toenail cripple to header with two 8d nails.

10. Provide headers, over opening, of a size indicated below:

Maximum 3'-6" span 2-2x6's Maximum 5'-0" span 2-2x8's Maximum 6'-6" span 2-2x10's Maximum 8'-0" span 2-2x12's Maximum 8'-0" span 2-2x12's

11. Space header material with plywood or surfaced lumber to equal the stud depth.

12. End nail studs to header with three 16d nails.

13. Do not splice columns. Cut ends square to provide full bearing. Nail columns top and bottom with four 16d toenails, or as shown on drawings.

B. Subfloor.

1. Lay plywood subfloor with face grain at right angles to supports.

2. Space panel ends and edges 1/32 inch. Stagger end joints. Nail with 8d nails 6 inch on center at edges, and 10 inch on center intermediate supports.

3. Install 2 inch T&G subfloor at right angles to the supports. Make joints over supports, unless end matched. Stagger end joints a minimum of 1 span. Nail with two 16d nails at each support, 1 blind nail and 1 face nail.

C. Exterior Sheathing.

1. Install roof sheathing at right angles to supports. Stagger end joints a minimum of 1 span. Nail with two 8d nails at each support.

2. Apply plywood roof sheathing with the face grain at right angles to supports.

Stagger end joints. Nail with 8d nails 6 inch on center at edges and 12 inch on center at intermediate supports.

3. Apply 1x6 inch T&G roof sheathing at right angles to supports. Make all joints over supports. Stagger end joints. Nail with two 8d nails at each support.

4. Install 2 inch T&G roof sheathing at right angles to supports. Make joints over supports, unless end matched. Stagger end joints a minimum of 1 span. Nail with two 16d nails at each support, 1 blind nail and 1 face nail.

5. Apply plywood wall sheathing with the face grain vertical. Nail with 6d nails at 6 inch on center at edge and 12 inch on center at intermediate supports.

D. Treated Wood.

1. Field treat cuts and holes in pressure treated members with copper naphthenate.

E. Exposed Hardware.

1. Provide rough hardware for the proper installation of work. Install hot-dipped galvanized hardware, nails, bolts, etc. at locations exposed to the weather.

WOOD SHINGLES

1. PART 1 - GENERAL

1.01 SUMMARY

A. This section specifies wood shingles.

B. Option Item – Building #2408 reroof includes uphill gable only and ridgeline.

1.02 DELIVERY, STORAGE, AND HANDLING

A. Deliver material to the site, undamaged, with labels intact. Store out of the weather in a well ventilated area.

2. PART 2 - PRODUCTS

2.01 MATERIALS

A. Government Furnished Wood Shingles.

1. VG, 16 inch, No. 1 Western Red Cedar (WRC), maximum width 10 inch, minimum width 4 inch.

B. Nails.

1. Hot-dipped galvanized box nails, size as required to firmly secure the shingles to sheathing. Nails shall not penetrate exposed surfaces. Equivalent stainless steel staples may be used in lieu of nails with the approval of the COR.

C. Felt.

1. ASTM D226, Type II, 30 pounds/square.

D. Flashing.

1. 26 gauge G.I.

3. PART 3 - EXECUTION

3.01 GOVERNMENT FURNISHED WOOD SHINGLES

A. Lay shingles with 5-1/2 inch exposure. Apply double starter course at eaves.

Project first course 1-1/2 inch beyond sheathing. Space shingles 1/4 inch apart and staggers joints 1-1/2 inch in adjacent courses. Joints in alternate courses shall not be in direct alignment.

B. Finish hips and ridges "Boston Style" with concealed fastening.

C. Install metal flashing in all valleys. Extend 10 inch on each side of valley center.

Saw all shingles extending into valleys to the proper miter.

D. Install metal flashing at intersections with vertical surfaces. Extend flashing 8 inch under shingles.

E. Apply shingles with two fasteners per shingle, 3/4 inch from the edge and not more than 1 inch above the exposure line.

4.01 METHOD OF MEASUREMENT

A. Measurement will be made of completed work as specified according to schedule including incidentals.

4.02 BASIS OF PAYMENT

1. PART 1 GENERAL

1.1 SUMMARY

A. The work of this section consists of painting and finishing work, including touch-up of factory or shop applied prime coats, painting mechanical and electrical work, and applying piping identification symbols and colors. The work does not include painting prefinished items, finished metal surfaces, or operating parts.

B. Option Item – Bldg #1517 consists of preparation, priming, and painting all exterior surfaces.

1.2 DEFINITIONS

A. VOC: Volatile Organic Compounds.

1.3 SUBMITTALS

A. A complete list of materials proposed to be provided for the work.

B. Prepare at the job site 12 inch by 12 inch color samples of paint applied on same surface material as will be used in the work.

C. Closeout submittals.

1.4 PROJECT/SITE CONDITIONS

B. Measure moisture content of surfaces using an electronic moisture meter. Do not apply finishes unless moisture content of surfaces are below following maximums:

2.1 MATERIALS

1. Paint specified in this section is based on products manufactured by Sherwin-

Williams Company, Cleveland, Ohio. Other manufacturer's products may be used provided they are approved as equals. Provide primers and other undercoat paint produced by same manufacturer as finish coats. Paint products shall be fresh and well ground; shall not settle readily, cake, or thicken in the container; shall be broken up readily with paddle to a smooth consistency; and shall have easy application properties. Other materials such as linseed oil, turpentine, mineral spirits, miscellaneous thinners, varnish, and shellac shall be the highest quality of an approved manufacturer.

3. PART 3 EXECUTION

3.1 PREPARATION

A. Cover and protect finished work and surfaces not to be painted. Use drop cloths of adequate size to protect adjacent areas.

B. Remove hardware, hardware accessories, machined surfaces, plates, lighting fixtures, and similar items in place and not to be painted, or provide surface applied protection. Reinstall removed items when final coat is thoroughly dry.

C. All surfaces to receive paint shall be thoroughly cleaned and prepared to allow proper adhesion of new paint. Do not paint over dirt, rust, scale, grease, moisture, voids and blemishes, or other conditions detrimental to formation of a durable paint film.

D. Mix and prepare painting materials in accordance with manufacturer's directions.

E. Apply paint in accordance with manufacturer's directions. Use techniques best suited for substrate and type of material being applied.

3.1 PREPARATION AND FINISHING OF EXTERIOR AND INTERIOR WOOD

A. Preparation:

1. Remove dust by brushing and remove grease and oil by washing with mineral spirits or other solvent. Remove sap on wood surfaces by scraping and washing with turpentine. Sand all interior wood before priming.

2. Seal all knots or resinous areas with knot sealer and allow to dry at least 2 hours before priming. Fill all gouges, dents, and small openings in interior wood with plastic wood tinted for stained or natural appearance. Allow plastic wood to dry before painting.

3. Back prime backs, edges, and ends of interior and exterior wood.

3.2 APPLICATION

A. Follow manufacturer’s directions and apply material evenly without runs, sags, or other defects. Leave moldings, trim, ornaments, edges, and millwork clean and true to details without excess paint in corners or depressions. Make edges of paint adjoining other materials or colors sharp and clean, without overlaps.

B. Paint surfaces behind movable equipment and furniture same as similar exposed surfaces. Paint surfaces behind permanently-fixed equipment or furniture with prime coat only.

C. Finish access panels, grilles, registers, and similar items in the same color as their surroundings.

D. Finish exterior doors on tops, bottoms, and side edges same as exterior faces.

E. Apply materials at not less than manufacturer's recommended spreading rate, to establish a total dry film thickness as recommended by the manufacturer.

F. Drying Time: Minimum time recommended by manufacturer. Do not apply succeeding coats until the undercoat is thoroughly dry.

G. Sanding: Lightly sand between coats to ensure that surface finish is smooth to the touch. Exterior stained siding, soffits, fascia, and rough-sawn material need not be sanded.

H. Apply additional coats when undercoats, stains, or other conditions show through final coat of paint. Final finish shall have uniform color and appearance.

3.3 CLEANING

A. Do not allow accumulation of empty containers or other excess items except in areas set aside for that purpose.

B. Remove all paint, stain, or other finish material where it has spilled or spattered.

C. Remove all new and old paint, or other finish material from window glass and clean windows.

1.03 OWNER’S INSTRUCTIONS

A. Conform to the dimensions and elevations indicated on the Drawings. Suitable bearing may be encountered at different elevations from those on the Drawings. If so, the COR may direct, by written order, that the excavation elevations be changed to the elevation where suitable bearing was encountered. Extend excavation a sufficient distance from walls and footings to allow placing and removal of forms.

Undercutting will not be permitted. Prevent surface water from entering the excavation.

1) Place all backfill material in 12 inch maximum lifts. Compact each lift with a minimum of 2 passes over the entire layer with mechanical tampers.

2) Do not use tracked or wheeled equipment to compact backfill.

e. Topsoil.

1) Deposit original surface material as the final backfill lift and compact with a minimum of 2 passes over the entire surface with mechanical tamper.

C. Grading.

1. Grade surface uniformly between spot elevations or contours to match existing adjacent ground elevations. Slope surface to provide drainage away from structures.

A. Testing Agency: Owner will engage a qualified independent testing and inspecting agency to sample materials, perform tests, and submit test reports during concrete placement. Tests will be performed according to ACI 301.
1. Testing Frequency: One composite sample for each day's pour of each concrete mix exceeding 5 cu. yd. (4 cu. m), but less than 25 cu. yd. (19 cu. m), plus one set for each additional 50 cu. yd. (38 cu. m) or fraction thereof.
2. Testing Frequency: At least one composite sample for each 100 cu. yd. (76 cu. m) or fraction thereof of each concrete mix placed each day.
