ROAD MAINTENANCE BLADING

QUALITY ASSURANCE PLAN

Contractor Performance Checklist

Tasks and Critical Subtasks

Quality Standards Acceptable Quality Level Method of Inspection Penalties Incentives

Pre-Grading Roadbed Moisture Content (MC) Determination Blade roadbed when adequate MC is present.

Contractor shall apply water at their expense when moisture content is not adequate.

Adequate roadbed moisture content is between 5% and 15%.

Conditions are normally determined by visual observation.

Blading and shaping may be suspended when soil moisture conditions are not suitable for obtaining satisfactory results.

Accepted industry quality workmanship.

Adequate range of MC may be determined visually by Contractor prior to performance.

Visual verification. Contractor may be required to re-work, at their expense, the unacceptable section when the MC returns to within acceptable range.

Government may withhold compensation for that section.

Contractor may receive poor performance rating.

Contractor would receive a superior performance rating.

Cutting Road, Shaping and Spreading Material – Aggregate Surfacing Cut, blend, relay, and reshape the full surfaced width (including turnouts) and to a sufficient depth to remove ruts, potholes and washboards.

Existing outslopes, inslopes or crowns are to be preserved or enhanced.

Aggregate surface is restored to uniform depth.

Road surface and subgrade is free of ruts, potholes, erosion and washboarding.

No oversize material left on the road.

No new berms or ridges left along either shoulder, unless otherwise directed.

Accepted industry quality workmanship.

Aggregate has not been contaminated.

No loss of material outside roadbed.

Visual verification.

Contractor may be required to re-work, at their expense, the unacceptable portions of work.

Contractor may receive poor performance rating.

Contract may be terminated with repeated deficiencies.

Contractor may be required to recover or replace any aggregate lost from blading..

Contractor would receive a superior performance

Cutting Road, Shaping and Spreading Material – Native Surfacing Cut, blend, relay, and reshape the full surfaced width (including turnouts) and to a sufficient depth to remove ruts, potholes and washboards.

Existing outslopes, inslopes or crowns are to be preserved or enhanced.

No material is wasted.

No oversize material greater than 4” left on the road surface.

No new berms or ridges left along either shoulder unless otherwise directed.

Accepted industry quality workmanship.

Uniform grade and cross section, with a smooth surface free of mounds and depressions.

Dips are smooth with good transitions.

Visual verification. Contractor may be required to re-work, at their expense, the unacceptable portions of work.

Contractor may receive poor performance rating.

Contract may be terminated with repeated deficiencies.

Contractor would receive a superior performance

Ditch Cleaning and Shaping Cleaning and reshaping ditches.

Cleaning lead-out ditches.

Original lines and grades are restored.

Backslopes of ditches shall not be undercut.

Typical ditch depth is 1 foot.

Existing ditch dikes to be restored.

On aggregate surfaces, no aggregate contamination from ditch cleaning operation.

Accepted industry quality workmanship.

Most slough, debris, and deposition is removed.

Water is able to flow freely with no restrictions.

Backslopes have not been undercut.

Lead-out ditches drain to daylight.

Visual verification. Contractor may be required to re-work, at their expense, the unacceptable portions of work.

Contractor may receive poor performance rating.

Contract may be terminated with repeated deficiencies.

Contractor would receive a superior performance

Structure (Earth & Manmade) Improvement Protection Protecting existing structures and improvements such as cattleguards, culverts, bridges, open tops, belted drains and drainage dips, etc.

Structures and improvements shall not be damaged.

Structures and improvements are free from grading material.

Earthen devices brought to original grade.

No damage to structures or improvements.

Clean open tops and belted cross drains.

No material deposited on or in cattleguards, bridge decks, culverts, etc.

Visual verification. Contractor may be required to clean, repair, or replace, at their expense, any plugged or damaged structure, or improvements.

Contractor may receive poor performance rating.

Government may withhold compensation.

Contract may be terminated with repeated infractions.

Contractor would receive a superior performance rating.

Roller Compaction Compact the full width of roadbed.

Contractor shall apply water at their expense if moisture content is not adequate.

Moisture meets requirements outlined MC determination.

Two complete passes over the entire width.

Accepted industry quality workmanship.

Visual verification. Contractor may be required to rework unacceptable portions.

Contractor may receive poor performance rating.

Government may withhold compensation.

Contract may be terminated with repeated infractions.

Contractor would receive a superior performance rating.
