Note 4: Basis of Award

One award will be made. Offer of award will be made to the Quoter whose quote, as determined by the Contracting Officer is most advantageous to the Government, considering but not limited to factors such as price and the Contractor’s capacity to deliver within the specified timeframe.

Except when it is determined in accordance with FAR 17.206(b) not to be in the

Government’s best interests, the Government will evaluate the total price for the bridges based on the unit cost and delivery price per unit.

STATEMENT OF WORK

PREFABRICATED LONGITUDINAL GLUED-LAMINATED SLAB BRIDGE

General Description.

The government is wanting to purchase 2 or 3 slab bridges. The amount of bridges purchased is dependent on available funding at the time of award.

Furnish prefabricated, portable, longitudinal glued-laminated, treated timber slab bridge using structural lumber and timber of the required stress and grade. The furnished structure shall meet the following requirements:

Design Load HL-93

Useable Width 14’-0” Minimum (inside curb face to inside curb face)

Span Length 28’-0” Centerline Bearing to Centerline Bearing

Barrier System Standard Glued Laminated Timber Curbs.

See FS Standard Drawing No. R1913-Modified (Attached)

Wearing Surface Running planks shall be 3-inch nominal thickness planks covering the full useable width of the bridge deck.

1. The superstructure shall consist of a maximum of four, longitudinal, glued laminated panel components.

2. The wearing surface, consisting of timber running planks, shall be pre-installed by the supplier. The timber curbs shall be pre-installed by the supplier on the exterior slabs.

3. Longitudinal slabs shall be transversely connected using steel tie rods. Other transverse stiffener methods may be acceptable with prior, expressed written approval from CO. Bridge supplier to provide connections.

4. The structure shall be furnished with glued laminated timber sills capable of supporting the superstructure on native or minimally improved ground. Sills shall be designed to support the structure and loads with a maximum soil bearing pressure of 3000 psf. Sills shall be a minimum of 12” depth, and shall be 18’ long. The supplier shall determine the width of the sill as necessary.

5. Attachment of the glued laminated slabs to the timber sills shall be accomplished with a steel clip angle that facilitates anchor bolt installation along the fill face of the glued laminated slabs and sill, prior to backfilling the structure. All angles and hardware necessary for slab to sill connection shall be provided by supplier.

6. Treated timber backing planks (full depth of glue-laminated slab) shall be provided to protect ends of the timber slab panels and provide fill retainage. The planks shall be 3-inch nominal thickness and be 18’ long.

7. On-site assembly should be limited to completing transverse slab connections, slab to sill connections and backing plank installation.

8. All glued laminated timber components shall be precut and pre-bored. Field cutting or drilling of holes shall not be allowed unless approved by the CO.

Material Requirements.

Furnish materials that meet the following requirements:

Hardware and Structural Steel: All steel hardware shall meet the requirements of AASHTO Grade 36, with nuts and bolts conforming to ASTM A307, Grade A. All steel hardware shall be galvanized unless noted otherwise. Use malleable iron washers against wood unless noted otherwise.

Glued Laminated Timber Slabs, Curbs & Sills: Glued laminated timber components shall be of coastal region Douglas-Fir conforming to the American Institute of Timber Construction (AITC)

117-2004, and shall be manufactured for wet condition use and industrial appearance using phenol-resocinol resin type adhesive throughout. Glued laminated members shall be combination symbol, 3, 4 or 5.

Timber Running Planks & Backing Planks: Running planks and backing planks shall be Coastal

Region Douglas-Fir No. 2 or better treated rough sawn timber. Planks shall conform to the current

WWPA grading rules for western lumber or current WCLIB standard grading rules for western coast lumber.

Timber Preservative Treatment: Incise and pressure treat all lumber after fabrication in accordance with AWPA U1 using pentachlorophenol or copper napthenate (CuN) meeting AWPA P-8 with Type

A solvent meeting use category UC4B. Comply with the requirements of the current edition of

WWPI’s Best Management Practices for the use of treated wood in aquatic environments.

Design Requirements. Design shall be per AASHTO LRFD Bridge Design Specifications, current edition. The design loading shall be HL-93.

Design Calculations and Shop Drawings. Submit design calculations, shop drawings and bill of materials for approval by the Contracting Officer (CO). Include plan, elevation, and section views of the glued laminated timber slab bridge, dimensions of all components, connection details, and general and specific notes regarding design and construction.

Erection Instruction. Include plans and instructions for proper erection of structure with expected picking load and designated “pick points” for proper erection equipment selection. Include the picking weights of the components.

Performance. Notify the Contracting Officer’s Representative (COR) to schedule delivery of the bridges.

The prefabricated bridge supplier is responsible for delivery to the above address. The Government will be responsible for unloading all bridge components.

Acceptance. Furnish production material certifications for timber, including glued laminated lumber, structural steel, and fabricated steel.

Biobased Product Utilization

The Contractor must comply with the Agricultural Act of 2014; the Food, Conservation and Energy Act of 2008

(FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 (FSRIA), 7 U.S.C. 8102; the

Federal Acquisition Regulation; Executive Order (EO) 13514, “Federal Leadership in Environmental, Energy and Economic Performance,” dated October 5, 2009; EO 13423, “Strengthening Federal Environmental, Energy, and Transportation Management,” dated January 24, 2007; and Presidential Memorandum, “Driving

Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement,” dated February 2012, to provide biobased products.

Biobased products that are designated for preferred procurement under USDA’s Biopreferred Program must meet the required minimum biobased content as stated in the USDA Final Rule available at www.biopreferred.gov. The Contractor should provide data for their biobased products such as biobased content and source of biobased material.

In addition to the biobased products designated by the U.S. Department of Agriculture in the Biopreferred

Program, the Contractor is encouraged to use other commercially available biobased products.

A demonstration of proper use, an effective training program, and technical assistance are essential to the success of the purchase and use of some biobased products that may function differently than a conventional product.

The effective period of this contract is from Date of Award through September 1, 2018.

Invoice Processing Platform (IPP)

The Forest Service is utilizing the Invoice Processing Platform (IPP) for the electronic submission and tracking of contracts/purchase orders, invoices, and payment information. IPP is a secure Government-wide, Web-based invoice processing service. Visit http://www.ipp.gov to learn more.

Upon award of a contract, Contractors will be enrolled automatically. Contractor will subsequently receive electronic notification from IPP of enrollment. IPP password will be delivered electronically to allow first login to IPP. Contractors shall submit all invoices electronically via IPP. Paper copies of invoices will no longer be accepted.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Service Contract Labor Standards Statute: If this is a contract in excess of $2,500, the Contractor is required to pay certain minimum wages to all service employees working under this contract. These required minimum wages are stated in the attached Register of Wage Determinations under the Service

Contract Labor Standards statute. Pursuant to Executive Order 13658, the minimum hourly wage rate required to be paid to workers performing on, or in connection with, contracts and subcontracts subject to FAR Subpart 22.19, is at least $10.35 per hour beginning January 1, 2018, and annually thereafter, an amount determined by the Secretary of Labor. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal. If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

(a) Definitions. As used in this provision—

“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.

“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.

“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.

“Inverted domestic corporation”, means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C.

395(c).

“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—

“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.

“Predecessor” means an entity that is replaced by a successor and includes any predecessors of the predecessor.

“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan

Accountability and Divestment Act of 2007) conducting the business can demonstrate—

(1) Are conducted under contract directly and exclusively with the regional government of southern

Sudan;

(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the

Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

(3) Consist of providing goods or services to marginalized populations of Sudan;

(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;

(5) Consist of providing goods or services that are used only to promote health or education; or

(6) Have been voluntarily suspended.

“Sensitive technology”—

(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—

(i) To restrict the free flow of unbiased information in Iran; or

(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and

(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency

Economic Powers Act (50 U.S.C. 1702(b)(3)).

“Service-disabled veteran-owned small business concern”—

(1) Means a small business concern—
