The following questions submitted by interested parties as of 02:30 PM MTN, 04/13/2022 and the Government responses to each are provided herein for information purposes for those parties interested in submitting quotes in response to this Solicitation.
Q.1. Would A36 Steel be an acceptable material alternative for the Sprinkler Stake? Our production plan would be to use A36 Steel Angle and machine the material to print, then zinc plate, and powder coat.
A.1. A36 Steel is unacceptable. 1018 Steel is the specification.

Q.2. Would it be acceptable to submit an alternate offer using A1011 Mild Steel Sheet Metal cut and formed to a 90-degree bend instead of using 1018 Angle Iron?
A.2. A1011 Steel is unacceptable. 1018 Steel is the specification.
Q.3. Are the parts to be "bulk packed" (Stakes packed in a crate, with a box of Clamps)? Or individually packed (one stake and one clamp in its own box)?
A.3. Bulk packaging is acceptable. Individual packaging of the Stake assembly is unnecessary and not required. Packing of finished Stakes in groups allowing for ease of inventory/count is highly encouraged (i.e., groups of four (4) Stakes packed together along with the accompanying hardware parts.)
Q.4. Would you be able to provide model files for the Stake when the contract is awarded? Just wondering if we will need to include programming time in the proposal.
A.4. Exhibit 1, NIFC, FEDU, BLM design specification drawing for Sprinkler Stake, and the USDA, Forest Service, T&DC, Sprinkler Stake General Assembly, design specification Drawing Number FXX-01, Rev. 0, dated 09/2006 are the only specifications/descriptions available for this assembly at this time. Computer-Aided Design (CAD) or Computer- Aided Manufacturing (CAM) files for this assembly are not available at this time, and the Government does not anticipate creating or providing any such files.
Q.5. RE: DWG #FXX-01, The V-Bolt thread call out is (1/4"x20) on page #1. On page #3, the V-Bolt call out is (5/16"x18). Also - the center to center dimensions differ as well (1.818" pg. 3) (1.875" pg. 1). Can you confirm the required dimensions for the V-Bolt?
A.5. The design specifications for the Clamp Plate and V-Bolt on Page 3 of Exhibit 1, as well as those in Section 2, Item 0001 of the Solicitation are the intended dimensions.
Clamp Plate: Holes, center to center 1.818”
V-Bolt: 5/16” – 18 Thread, Wing Nuts to match 5/16” – 18 Thread.
Center to center = 1.818”
Q.6. Exhibit 1, Page 1 of 3 Clamp Plate thickness is 1/8” thick.

Which is correct please?

Q.9. Exhibit 1 page 1 of 3 V Bolt and wing nuts are depicted as 1/4”-20 threads per inch Exhibit 1 page 3 of 3, V Bolts are depicted as 5/16”-18 threads per inch Which is correct please?
A.9. The design specifications for the V-Bolt on Page 3 of Exhibit 1, as well as those in Section 2, Item 0001 of the Solicitation are the intended dimensions.
V-Bolt: 5/16” – 18 Thread, Wing Nuts to match 5/16” – 18 Thread.
Center to center = 1.818”
Q.10. Can you tell us what the holes in the center of the angle are for?
These holes will be deformed during the forming process.
A.10. The holes in the Stakes are present to accommodate nails/spikes should it become necessary to anchor the Stake.
Q.11. Just to verify. These are to be Zinc Plated then Powder Coated?
A.11. Stakes to be constructed from stamped, zinc plated, 1018 Steel, then powder coated Safety Orange T009-OG01.
Q.12. The powder coater is asking if we can add a 1/8 hole on the top or bottom of the stake for hanging, and production speed purposes.
A.12. Addition of a 1/8” hole at the top of the stake is permitted for the powder coating process.
Q.13. 1018 Steel sheet is not available. 1018 specification is for steel bar shapes. They don’t make 1018 sheet. The correct specification for galvanized steel is A653 GVG90, which is standard to the steel industry. Therefore, We are respectfully asking for an amendment to use the above mentioned A653 GVG90 galvanized steel sheet.
A.13. 1018 Steel is commonly available in a variety of shapes. A653 Galvanized Steel is A36 Hot Rolled Steel to which a zinc coating has been applied to a thickness standard, as per in your request G90 thickness. A36 Steel is unacceptable. 1018 Steel is the specification.
The Due Date and deadline for the submission of Quotes in response to this Solicitation are unaffected by this Amendment. The Due Date and deadline for the submission of Quotes remains no later than 04/15/2022, 02:30 PM MTN. See Standard Form 1449, Block 8 and Section 10 of the Solicitation.
