Questions and Answers

Q: What is meant by the construction site being closed to the public?

A: The Forest Service will remove the group site from the reservation system. It is up to the contractor to keep public vehicles from the group campsite and to fence off excavations to protect the public from health and safety risks. Across the road to the east the dispersed camping will be open, Baumgartner family camping will be open, and Kelley Flats dispersed camping will be open.

September is a little slower month with traffic but is very, very busy starting October 10th when the general deer hunting system starts.

Q: What is required for stream protection and soil erosion?

A: The construction site shall be considered the inside loop area. The contractor does not need to put silt fence around the entire site. The contractor shall put silt fence in the few locations where water could exist the site. One location being the culvert to the north of the new pavilion.

Q: Is camping allowed onsite?

A: Yes, camping is allowed at the group site during construction, at no cost to the contractor.

Q: What toilet facilities are available?

A: They are the vault toilets in the campground.

Q: What traffic control is required?

A: Traffic control preventing entry into the group area is what is required.

Hauling material from the pit should not require any sort of traffic control.

Q: Why is work not allowed onsite until September 3rd?

A: The site is reservable until Labor Day. After Labor Day the campground is closed. Typically snow will stick on the ground starting the second week in November. It can snow in September and October but does not usually stick to the ground.

Q: Is a copy of the survey notes allowed?

A: Yes, a copy is allowed as long as it is legible.

Q: Are all the submittals in the table and the testing in the quality control table required?

A: Yes, become familiar with all the submittals and the testing requirements.

Q: Where can the concrete be ordered?

A: Bellevue and Mountain Home are the closest concrete suppliers. The concrete may need to have a retarder or hydration stabilizer added because of the 90 minute unload time requirement without some sort of additive. Note the integral color and mesh requirements for the slab.

Q: There are quite a few products submitted with a note about an approved equal?

A: The intent is to specify a product and the characteristics that we want. Any specific product mentioned does not limit that to a sole source product. As long as the characteristics mentioned in the specifications are met and other characteristics that are similar to the specified product the as equal will be approved in the submittal stage of the project.

Q: Will topsoil need to be conserved and re-used?

A: Yes.

Q: Is a proctor available for the native and the gravel?

A: The government will provide a proctor test for the gravel. The contractor shall get a soil sample and obtain a proctor for the native soil.

Q: The crushed aggregate specification mentions all these characteristics that it needs to meet. Do we need to worry about those characteristics?

A: No, the gravel is from the pit and meets the characteristics that is needed for the project.

Q: With the Buy-American Act what needs to occur?

A: Unless something is submitted and approved prior to bid all components of the shelter shall be American made.

Q: What is the soils data for the area?

A: The soil is developed from decomposed granite and is likely a variation of some sort of sandy loam. The upper 2 feet will likely be free of cobbles but below that depth cobbles may be substantial. The design vertical bearing pressure for the soil shall be 2,000 pounds per square foot. See photo below of photo of Little Water Gulch pit which shows common cobbly material for the area that is encountered below a certain depth. Because the soils are alluvium based it may be possible to encounter clay or silt layers. If these are encountered during the excavation notify Contracting Officer.

Q: What is the desired appearance for the shelter?

A: Steel columns, curved laminate wood beams, wood roof deck, and asphalt architectural shingles. Below are a drawing and a photo from a previous project that shows the curved laminate wood beam.

Q: What color submittals are needed?

A: All color submittals shall be submitted with actual color samples. The Government will not select colors from computer monitors or printed paper due to the wide variation in colors on different monitors and printers.
