Question: What are the restrictions on closing the road?

Answer: In the specification 156 ‐ Public Traffic, in the solicitation, 156.03 states “Keep existing roads open to all traffic during road improvement work and maintain them in a condition that will adequately accommodate traffic.” The Forest Service will most likely allow short term closures for things such as hauling in and setting the bridge. Question: In the schedule of items there is Contractor furnished aggregate and Government furnished aggregate, what is the difference?

Answer: The contractor furnished aggregate is to be placed under the asphalt, this is so they have a proctor for the compaction requirements. The Government furnished aggregate is for the aggregate surfacing and shouldering of the roadway.

Question: Who is responsible for testing for compaction?

Answer: It is the contractor’s responsibility to provide an independent testing agency to perform the required testing.

Question: What type of warranty is there for the project? i.e. if the bridge washes out next spring due to high flows.

Answer: FAR Clause 52.246‐21 Warranty of Construction (Mar 1994), is incorporated by reference, see page 15 of the solicitation. Within the FAR clause, there is a 1 year workmanship warranty. Abnormal high flows, flooding, is not considered a workmanship issues as long as the construction is completed according to the approved plans.
