12012018R0001, Farm Island Boundary Marking Survey

FARM ISLAND BOUNDARY MARKING SURVEY

SCOPE OF WORK

BACKGROUND

The National Forest Boundary was last marked & posted in 1994 by a Forest Service land survey crew.

DESCRIPTION OF WORK

This contract is to provide professional surveying services to:

1. Retrace the National Forest boundary as shown on the Project Area Map.

2. Clear, mark and post said boundary.

3. Corner Monument Maintenance

4. A Record of Survey will be required by this contract.

Project Area

Approximately 3 miles of National Forest boundary within T. 60 & 61 S., R. 83 E., C.R.M., AK., as shown on Record of Surveys 94-4RS and 95-5 Wrangell Recording District.

All work must be performed under the direct supervision of a land surveyor licensed to practice in the State of Alaska.

Except for the Government Furnished Materials specified below, the Contractor shall furnish all labor, supervision, transportation, equipment, supplies, materials, and incidentals necessary to complete the work as specified.

GOVERNMENT FURNISHED PROPERTY

(1) Corner monuments, signs, fasteners, red boundary paint, sign posts, and magnetic accessories

(2) Pertinent maps and records on file with the Forest Service

(3) All unused Government furnished property shall be returned prior to final payment.

RECORD RESEARCH AND ADJOINER NOTIFICATION

(1) Record Research It is the Contractor's responsibility to research all pertinent private and public records to obtain the title and survey history of the subject property and adjoining properties.

(2) Adjoiner Notification Prior to the start of fieldwork the contractor shall contact all adjoining landowner to secure permission to access their lands. Contact of adjoiners shall be by letter with a self-addressed envelope.

SURVEY SPECIFICATIONS

All survey specification relating to the following are detailed in the Region 10 Professional Land Survey Services Contract Specification 2016:

1. Conflicts.

2. Corner Search.

3. Boundary Line Location, Clearing, Marking, Posting, Painting, and permission to perform work on private land.

4. Corner Monuments and Accessories.

SURVEY CONTROL

Horizontal Control shall be based on the North American Datum (NAD) 1983, US Survey feet. A National Geodetic Survey Online Positioning Users Service (OPUS) GPS solution would be acceptable for the basis of horizontal control. The contractor shall determine the Latitude and Longitude (NAD 83) for an original recovered corner monument. The position is to be shown on the Record of Survey.

CORNER MONUMENT MAINTENANCE

The existing condition of corner monuments and bearing trees are believed to be in good condition. The contractor shall replace missing or existing in poor condition monuments with the Government furnished monument posts. If missing, dead or dying Bearing Trees are found the contractor shall establish new ones.

RECORD OF SURVEY

Record of Survey Plats: A Record of Survey plat shall be prepared. The plat shall be based on True North, NAD 83, determined by a tie to an NGS control station (or an NGS OPUS GPS solution). One paper copy of the final plat(s) shall be submitted to the COR for review and approval. After any corrections or changes that may be required are made, an electronic .dwg file and a final Mylar plat(s) shall be presented as an original document to the Government.

All plats, shall contain at a minimum, the following:

(1) All requirements of Alaska Statutes.

(2) The relationship of recovered and established corner positions used for the survey. All overlaps, hiatus, or encroachments, whether created by deed calls or by monumentation on the ground.

(3) The basis of bearing.

(4) Status, description, and physical dimensions of all monuments and accessories. Bearing and distance ties from monuments to accessories.

(5) Certification Statement signed and dated by the Land Surveyor which includes the statement "at the request of the USDA, Forest Service".

(6) Forest Supervisor’s Certificate, which states:

“I certify that this survey was executed at my direction to support the management of the National Forest system lands. For the United States, I approve this survey and this plat.”

(7) Be prepared on a system compatible with AutoCAD.

(8) Coordinate System, Datum, QUALITY CONTROL

Contractor shall be responsible for performing an independent self-inspection for quality control.

(1) Failure to perform and submit evidence of equipment calibrations for this project will result in the work being deemed unsatisfactory and requiring correction at the contractor’s expense.

(2) The survey process must include check shots for each monument set or recovered.

(3) A final report detailing all Quality Control measures used during the project shall be submitted to the COR.

DELIVERABLES

(1) Original mylar plat

(2) DWG files (AutoCadd)

(3) Copy of all field books

(4) Quality Control report

INSPECTION AND ACCEPTANCE

(1) Inspection:

The Contracting Officer's Representative (COR) or the designated Inspector may make periodic inspections of any phase of the work as it progresses. The contractor shall, without charge, make available for inspection, originals or copies of such items as field notes, working plats and drawings, material obtained through research, computation sheets, computer printouts, correspondence to and from adjoining landowners, and any other item deemed necessary to insure contract compliance, and verify accomplishments. The Contractor shall request an inspection upon completion of the field work as outlined in the contract. The Contractor shall also request an inspection upon completion of any corrective fieldwork required by the COR.

(2) Acceptance: Acceptance of the work will be made only after the Government has inspected and accepted the work and submittals from the Contractor and determined them to fulfill all specifications, terms and conditions of this contract.
